1. 1That it is the duty of the State to ensure the protection of natural resources and to establish the corresponding preventive measures to avoid their deterioration.
2. 2That forest fires cause the country enormous losses and irreparable damage to its forest and agricultural resources, soil, air, water, scenic beauty, and impact the quality of life of its inhabitants.
3. 3That Article No. 35 of the Forestry Law (Ley Forestal) No. 7575 declares of public interest the actions undertaken to prevent and extinguish forest fires and the measures taken shall be binding for all authorities of the country, in accordance with the provisions set forth in the regulation of this law.
4. 4That according to Article 35 of the Forestry Law (Ley Forestal) No. 7575, it is the responsibility of the State Forestry Administration (Administración Forestal del Estado), through the National System of Conservation Areas (SINAC), to order and channel actions aimed at preventing and extinguishing forest fires.
5. 5That forest fire prevention and control actions require close coordination and joint support among different institutions, public and private organizations, as well as society, through an operational body responsible for defining and guiding national guidelines regarding fire management (manejo del fuego).
6. 6That forest fire management (manejo del fuego) tasks involve forest firefighters (bomberos y bomberas forestales), who are defined as those persons who participate in and support the prevention, mitigation, control, and suppression (liquidación) of fire, trained to work safely and efficiently.
7. 7That since 1988, institutional training and education processes for forest firefighters (bomberos (as) forestales) have been developed, involving officials of the State Forestry Administration as well as other public and private institutions.
8. 8That since 1997, the country has had a National Fire Management Strategy (Estrategia Nacional de Manejo del Fuego), which establishes the guidelines and policies to address the problem of forest fires in the country.
9. 9That voluntary forest fire fighting brigades have existed in the country since 1991, which have supported forest fire prevention and control efforts; these actions have been carried out throughout the country, with a high degree of commitment to biodiversity protection.

10.-That internationally, May 4 of each year is recognized as the International Day of the Forest Firefighter (Día Internacional del Combatiente Forestal), as an expression of support from the International Community and society in general to those who control fires in forests and fields worldwide, recognizing their level of commitment, dedication, respect, and gratitude towards those who try to preserve life and the integrity of natural heritage and resources from the effects of unwanted fires; as well as remembering those who have lost their lives, or suffered damage or sequelae in the fight against forest fires. Therefore,

Considering:

1. 1Que es deber del estado velar por la protección de los recursos naturales y establecer las medidas preventivas que correspondan para evitar el deterioro de los mismos.
2. 2Que los incendios forestales provocan al país cuantiosas pérdidas e irreparables daños en sus recursos forestales, agrícolas, suelo, aire, agua, belleza escénica y repercuten en la calidad de vida de sus habitantes.
3. 3Que el artículo Nº 35 de la Ley Forestal Nº 7575 se declaran de interés público las acciones que se emprendan a fin de prevenir y extinguir incendios forestales y las medidas que se tomen serán vinculantes para todas las autoridades del país, de acuerdo con lo que se disponga en el reglamento de esta ley.
4. 4Que de acuerdo al artículo 35 de la Ley Forestal Nº 7575 le corresponde a la Administración Forestal del Estado, por medio del Sistema Nacional de Áreas de Conservación (SINAC), ordenar y encauzar las acciones tendientes a prevenir y extinguir los incendios forestales.
5. 5Que las acciones de prevención y control de incendios forestales requieren de una estrecha coordinación y apoyo conjunto entre diferentes instituciones, organizaciones públicas y privadas, así como de la sociedad; mediante una instancia operativa encargada de definir y orientar los lineamientos nacionales en materia de manejo del fuego.
6. 6Que en las labores de manejo del fuego intervienen los bomberos y bomberas forestales, que se definen como aquellas personas que participan y apoyan en la prevención, mitigación, control y liquidación del fuego, capacitadas y entrenadas para trabajar en forma segura y eficiente.
7. 7Que desde el año de 1988 se han desarrollado procesos de capacitación y formación de bomberos (as) forestales, institucionales que involucran a funcionarios de la Administración Forestal del Estado así como de otras instituciones públicas y privadas.
8. 8Que desde el año 1997 el país ha contado con una Estrategia Nacional de Manejo del Fuego, la cual establece los lineamientos y políticas que permiten enfrentar la problemática de los incendios forestales en el país.
9. 9Que en el país existen brigadas voluntarias contra incendios forestales desde el año 1991, las cuales han apoyado las labores de prevención y control de incendios forestales, estas acciones se han llevado a cabo en todo el país, con un alto grado de compromiso por la protección de la biodiversidad

10.-Que a nivel internacional se reconoce el día 4 de mayo de cada año como el Día Internacional del Combatiente Forestal; como expresión y apoyo de la comunidad Internacional y de la sociedad en general a quienes controlan los fuegos de bosques y campos en todo el mundo, reconociendo su nivel de compromiso, dedicación, respeto y agradecimiento hacia quienes tratan de preservar la vida y la integridad de los patrimonios y recursos naturales de los efectos de fuegos no deseados; así como recordar a quienes han perdido la vida, o sufrido daños o secuelas en la lucha contra los incendios forestales. Por tanto,
