"Article 1-A state of national emergency is declared for the situation caused by the hydrometeorological phenomena that since September 19, 2005, have generated heavy rainfall activity with winds, downpours, and electrical storms, which has caused serious flooding and landslides in the cantons of Abangares, Bagaces, Carrillo, Hojancha, Liberia, Nandayure, Nicoya, Santa Cruz, Cañas, La Cruz, and Tilarán in the province of Guanacaste; the cantons of Aguirre, Buenos Aires, Coto Brus, Corredores, Garabito, Golfito, Osa, Parrita, Esparza, Montes de Oro, and Puntarenas, in the province of Puntarenas; the cantons of Upala, Atenas, San Mateo, San Ramón, Guatuso, Alfaro Ruiz, Valverde Vega, Naranjo, Orotina, and San Carlos, in the province of Alajuela; and the cantons of Pérez Zeledón, Puriscal, Turrubares, Tarrazú, Acosta, Mora, Aserrí, Desamparados, Dota, and León Cortés in the province of San José."
