1.—That it is the power of the Executive Branch to sanction regulatory laws, execute them, and ensure their exact compliance.
2.—That it is the competence of the Ministry of Environment and Energy to promote, develop, and update financial instruments to achieve the sustainability of natural resources.
3.—That for such purposes, the fee rates must be updated for the granting of big game and small game hunting licenses (licencias de caza mayor y menor), throughout the country and by region; scientific and cultural collection licenses (licencias de recolecta científica y cultural) for nationals and resident foreigners; extraction and collection licenses for wild flora (licencias de extracción y recolecta de flora silvestre) for scientific and commercial purposes; and continental and insular sport fishing licenses (licencias de pesca deportiva continental e insular) for nationals or resident foreigners. On the exercise of hunting
CHAPTER V
The validity of the license for non-resident foreigners shall be established in the Regulation. In both cases, the license may be renewed for equal periods, upon prior payment of the corresponding fee.
To obtain the first license and for one time only, knowledge of this Law and its Regulation, as well as the closed season schedule (cuadro de vedas) in force at that time, must be demonstrated before the General Directorate of Wildlife of the Ministry of Natural Resources, Energy and Mines.
The fee for big game and small game hunting licenses covering the entire national territory shall be thirty thousand three hundred colones (¢30,300).
The fees for big game and small game hunting licenses that are specific and cover a single hunting region shall be six thousand colones (¢6,000) and three thousand colones (¢3,000), respectively.
The subsistence hunting license (licencia de caza de subsistencia) is exempt from the payment of any type of fee, subject to a prior socio-economic study of the interested party, to be conducted by the National System of Conservation Areas of the Ministry of Natural Resources, Energy and Mines.

El canon para las licencias de caza mayor y menor que cubre todo el territorio nacional será de treinta mil trescientos colones (¢30.300).
Los cánones para las licencias de caza mayor y menor que sean específicos y que cubran una única región de caza, serán de seis mil colones (¢6.000) y de tres mil colones (¢3.000), respectivamente.
