The text shall read:
"Article 24—Dissimilar quantities of ordinary solid waste production. For Businesses that meet the definition of Small Commercial Unit set forth in this regulation, which present a verifiable monthly waste production between 0 and 50 kg, the applicable rate shall be equivalent to that established for the Residential category. The Municipality, by means of a reasoned and individualized administrative resolution, shall determine when a business meets said condition. Compliance must be reviewed annually in conjunction with the Patentes Department or its equivalent. Businesses that fall into categories higher than Comercial 1, as well as those in the Mixed Category, are excluded from this condition.
In the event that there are commercial licensees categorized as Comercial 1 whose generation does not exceed 50 kg per month, but who are not Small Commercial Units, they may be considered for the application of the equalization provided for in the preceding paragraph. Provided that it is determined, through representative measurements of four consecutive weighings, that the non-recoverable waste generated does not exceed 50 kg. In this case, the same procedure as in the preceding paragraph shall be followed.
When housing or commercial units exceed the solid waste volume corresponding to their category and there is no immediate subsequent category, in addition to the rate, additional charges equivalent to their condition shall be levied for each excess. An excess shall be considered from one kg more up to the amount equivalent to the maximum kg of each category. The additional charge shall be equivalent to the base rate determined for each category. As many additional charges may be levied as there are excesses.
When the excess waste production exceeds one ton of waste per month, the Municipality shall evaluate the possibility of continuing to provide the service. In the event that the quantity generated exceeds the Municipality's capacity, the taxpayer shall be excluded from the provision of this service due to its high volume." It enters into force upon its publication.
