in the entirety of the text - Complete Text of Norm 41980 Declaration of Public Utility for the Administrative Association of the Aqueduct and Sanitary Sewer System of La Angostura de San Antonio de León Cortés San José Complete Text of act: 132D4D Nº 41980-MJP THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF JUSTICE AND PEACE Pursuant to the provisions of articles 140, subsection 18) and 146 of the Political Constitution, article 32 of the Law of Associations No. 218 of August 8, 1939 and articles 27 and following of the Regulation to the Law of Associations No. 29496-J, published in La Gaceta No. 96 of May 21, 2001, as well as the provisions of article 3, subsection ch) of the Income Tax Law No. 7092 and articles 103 and 104 of the Code of Tax Norms and Procedures No. 4755.
I.-Article 32 of the Law of Associations No. 218 of August 8, 1939 and its reforms, grants the Executive Branch the power to declare of public utility those simple, federated, or confederated associations whose development and activities are particularly useful for the interests of the State and which thereby contribute to solving a social need.
II.-The Administrative Association of the Aqueduct and Sanitary Sewer System of La Angostura de San Antonio de León Cortés San José, legal entity identification number 3-002-286987, was registered in the Associations Registry of the National Public Registry under volume 485 entry 8041, file 12955 as of February 20, 2001.
III.-The purposes pursued by the association, according to article three of its bylaws, are: "[.] A) To construct the aqueduct and sanitary sewer system (alcantarillado sanitario) of the community of La Angostura de San Antonio de León Cortés, San José. B) To administer, operate, and maintain in good condition the aqueduct, in accordance with the provisions and regulations issued thereupon by the Costa Rican Institute of Aqueducts and Sewers (Instituto Costarricense de Acueductos y Alcantarillados) which shall be mandatory. C) To obtain the effective participation of the community in the construction and maintenance of the aqueduct. D) Collaboration in the educational programs and campaigns undertaken. E) To help explain and disseminate within the community the provisions and regulations of the Costa Rican Institute of Aqueducts and Sewers. F) To cooperate with the plans, projects, and works that the Costa Rican Institute of Aqueducts and Sewers undertakes in the community. G) To participate in the monitoring and protection of the supply sources of the aqueduct, to prevent their contamination, and to help with the protection of the hydrographic basins of the region. [.]" IV.-Such purposes solve a social need of the first order, for which they merit the support of the Costa Rican State. Therefore, They Decree:

I.-El artículo 32 de la Ley de Asociaciones Nº 218 de 8 de agosto de 1939 y sus reformas, confiere al Poder Ejecutivo la potestad de declarar de utilidad pública a las asociaciones simples, federadas o confederadas, cuyo desarrollo y actividades sean particularmente útiles para los intereses del Estado y que por ello contribuyan a solventar una necesidad social.
II.-La Asociación Administradora del Acueducto y Alcantarillado Sanitario de La Angostura de San Antonio de León Cortés San José, cédula de persona jurídica número 3-002-286987, se inscribió en el Registro de Asociaciones del Registro Público Nacional bajo el tomo 485 asiento 8041, expediente 12955 desde el día 20 de febrero del 2001.
III.-Los fines que persigue la asociación, según el artículo tercero de sus estatutos, son: "[.] A) Construir el acueducto y alcantarillado sanitario de la comunidad de la Angostura de San Antonio de León Cortés, San José. B) Administrar, operar y conservar en buenas condiciones el acueducto, de acuerdo a las disposiciones y reglamentos que al respecto emite el Instituto Costarricense de Acueductos y Alcantarillados que serán de acatamiento obligatorio. C) Obtener la participación efectiva de la comunidad, en la construcción y mantenimiento del acueducto. D) Colaboración en los programas y campañas de índole educativa que emprendan. E) Ayudar a explicar y divulgar en la comunidad las disposiciones y reglamentos del Instituto Costarricense de Acueductos y Alcantarillados. F) Cooperar con los planes, proyectos y obras que emprenda el Instituto Costarricense de Acueductos y Alcantarillados en la comunidad. G) Participar en la vigilancia y protección de las fuentes de abastecimiento del acueducto, evitar las contaminaciones de las mismas y ayudar a la protección de las cuencas hidrográficas de la región.
