"Article 1.— Of the purpose. The purpose of this Regulation is to regulate the promotion of electric transportation, and to incentivize its use in the private and public sectors, within the national territory." "Article 2.— Definitions:
- 1)Electric automobile: Any motor vehicle powered by one hundred percent electric energy and that does not contain a combustion engine.
- 2)Electric bus: a motor vehicle that uses an electric motor as a means of propulsion and that does not have an internal combustion engine, intended for the mass transportation of people whose capacity is for more than forty-four seated passengers, regardless of the standing passengers it may transport. Also, articulated or non-articulated motor vehicles with a destination, design, and dimensions similar to that described above shall be considered as such, even if they have a seated passenger capacity less than that indicated, if they have been specially designed for the comfortable and safe transportation of high densities of standing passengers, in such a way that, due to their adjustment to the prevailing public transportation and energy policies on regular routes, they are classified as such by means of a regulation issued by the Executive Branch.
- 3)Battery for an electric vehicle: Corresponds to the cell or set of cells that make up the electric energy storage pack that the vehicle's electric motor will subsequently consume, according to the technical requirements of the electric vehicle manufacturer.
- 4)Electric bicycle: A two-wheeled vehicle of human traction and operated by pedals and powered by one hundred percent electric energy and that does not contain a combustion engine.
- 5)Electric shuttle bus: a motor vehicle powered by one hundred percent electric energy and that does not contain a combustion engine, dedicated to the transportation of people, with a capacity of between twenty-six and forty-four seated passengers.
- 6)Recharging centers: a station for supplying or commercializing electric energy for recharging electric and hybrid vehicles. It comprises slow, semi-fast, and fast recharging centers, whose operation shall be governed by international standards according to the technical standards: INTE/IEC 61851-1 "General requirements" INTE/ IEC 61851-22 "Alternating current charging station for electric vehicles" and INTE/IEC 61851-23 "Direct current charging station for electric vehicles", respectively.
- 7)Parking or Parking lot: In accordance with the Law on Public Parkings, No. 7717, these are public parkings, buildings, or lots intended for providing the service of guarding and custody of vehicles, with an authorized capacity and defined dimensions, for which the individuals or legal entities that own or are in charge of this service charge a fee according to the modalities established in Law 9518 article 15.
- 8)Exoneration: Legal waiver of the tax obligation according to the exoneration parameters defined in article 9 of the law.
- 9)Exonet: Electronic Information System for the management and processing of tax exemption requests of the Ministry of Finance, in accordance with its creation regulation, Executive Decree No. 31611-H of October 7, 2003, which requires the use of said system.
- 10)Electric microbus: a motor vehicle powered* by one hundred percent electric energy and that does not contain a combustion engine, intended for the transportation of people, whose seated passenger capacity ranges between nine and twenty-five people.
- 11)Electric motorcycle: Any motor vehicle with two or more wheels whose steering system is controlled by handlebars, powered by one hundred percent electric energy and that does not contain a combustion engine.
- 12)Electric motor for an electric vehicle: A rotating electric machine that converts electric energy into mechanical energy responsible for propelling the electric vehicle according to the technical requirements of the electric vehicle manufacturer.
- 13)Electric trains: A means of transport formed by a series of cars that travel on permanent rails, powered by one hundred percent electric energy and that does not contain a combustion engine, intended for the mass transportation of people.
- 14)CIF Value: Cost, insurance, freight.
- 15)Customs Value: The provisions of Executive Decree number 32458, "Valuation procedure for the importation of new and used vehicles," shall apply.
- 16)Electric vehicle: Any immovable good powered by one hundred percent electric energy or with zero-emission technology and that does not contain a combustion engine, new, in its versions of automobiles, motorcycles, bicycles, microbuses, buses, trains, and any other defined in the regulation of this law.
- 17)Electric cargo or heavy cargo vehicle: a motor vehicle designed for the transportation of cargo, whose authorized gross weight is more than four thousand kilograms, with special license plates that identify it as such, powered by one hundred percent electric energy and that does not contain a combustion engine.
- 18)Electric light cargo vehicle: a motor vehicle designed for the transportation of cargo, whose authorized gross weight is up to four thousand kilograms, with special license plates that identify it as such, powered by one hundred percent electric energy and that does not contain a combustion engine.
- 19)Electric special equipment vehicle: a motor vehicle, intended to perform agricultural, construction, and other tasks, powered by one hundred percent electric energy and that does not contain a combustion engine.
- 20)New vehicle: That vehicle that is imported without use from the country where it originates or from a third country and that has not been registered in the country of origin or export.
- 21)Zero-emission vehicle: A vehicle that produces no emissions from the on-board energy source.
