Incentives such as a reduction in payment or others on said fees may be established for those users who perform separation at the source and participate in selective collection, by resolution, with their compliance being assessed every 3 months, for which the Municipal Intendancy of the District Municipal Council of Colorado de Abangares, through the Department of Environmental Management, shall keep a record of those users, to avoid misuse of this regulation.
The Municipal Intendancy of the District of Colorado shall establish fines for delays or defaults in payment for the service of collection, treatment, and final disposal of waste in accordance with current legislation.
In order to improve waste collection fees and establish incentives for separation at the source, the District Municipal Council of Colorado, through the Department of Environmental Management, shall integrate two categories for users.
1. "Environmental" Category: Intended to improve the separation of waste into recoverable, ordinary, and non-recoverable materials through a process of education and public awareness.
The environmental category shall have a 50% reduction in the payment for the service in relation to the ordinary fee.
Persons wishing to opt for this category must submit the following requirements:
1.1. Be up to date with the payment of municipal taxes corresponding to the District Municipal Council of Colorado.
1.2. Complete the respective form.
1.3. Letter of commitment before the Department of Environmental Management, wherein they commit to undergo the verification process of the category conditions, with a frequency of at least every 3 months.
1.4. Undergo the induction process by the Department of Environmental Management on how waste must be sorted.
Those persons who enter the "Environmental" category and it is demonstrated, by the Department of Environmental Management, that they do not sort the waste, the following procedure shall be followed:
a- If a first visit is made and it is demonstrated that they are not sorting the waste, they shall be notified to correct their fault.
b- Subsequently, if the act continues, through an administrative resolution they shall be excluded from the program and shall have the ordinary waste collection service rate depending on the category.
2. Category is "Social", which is directed at individuals who are in poverty to extreme poverty; who shall benefit from a 50% reduction in the payment for the service, in relation to the ordinary fee. The requirements to be able to enter are as follows:
2.1. Be up to date with the payment of municipal taxes corresponding to the District Municipal Council of Colorado.
2.2. Complete a corresponding form.
2.3. Undergo a socioeconomic study, conducted and signed by a Social Work Professional duly registered with the corresponding Professional Association.
2.4. Undergo the induction process by the Department of Environmental Management.
A single taxpayer may not benefit from the Environmental and Social categories at the same time.
