GUIDE FOR THE PREPARATION OF THE OPERATIONAL REPORT FOR EMISSIONS FROM CEMENT KILNS This Guide is prepared for the purpose of complying with the provisions of Law No. 5395 of October 30, 1973, "General Health Law" ("Ley General de Salud"), in its Articles 262, 263, 293, 295 et seq. and concordant articles, and the provisions of this regulation.
Articles 16, 17, and 18 of this regulation list the aspects that an Operational Report for emissions from cement kilns must contemplate. Each of the points included in the form "Operational Report for emissions from cement kilns" is explained below in order to facilitate its completion. It is recommended to consult the full text of the Regulation to know the context of application of said Reports.
Additional questions that may arise when preparing the Operational Report can be clarified at the Standardization Unit (Unidad de Normalización) of the Directorate of Environmental Health Protection (Dirección de Protección al Ambiente Humano) or at the Health Governing Areas (Áreas Rectoras de Salud) or Regional Offices of the Ministry.
The information that the operating entities record in the reports, as well as the records that support it, may be verified at any time by officials of the Ministry of Health.
1. GENERAL DATA:
Operating entity: natural or legal person, public or private, responsible for the emission of atmospheric pollutants from cement kilns.
ISIC Code (Código CIIU): enter the number of the International Standard Industrial Classification currently in force in the country.
Sanitary Operating Permit Number and effective date: enter the number of the certificate issued by the Ministry of Health authorizing the operation of the establishment and the date on which the Permit expires.
Exact address: enter the exact address (province, canton, district, and detailed directions) of the operating entity.
Email: Indicate the email for communications regarding the Operational Report submitted.
Name and signature of the Technical Responsible Person for the report: Indicate the full name and signature of the duly licensed professional to whom the operating entity has delegated the obligation to prepare the operational report.
Sampling Date: enter the date on which the laboratory carried out the sampling.
Operational Report Date: enter the date of submission to the Health Governing Area (Área Rectora de Salud) of the Ministry of Health.
Date and Number of the Laboratory Report: enter the date on which the Laboratory contracted by the industry or company prepared the Laboratory Report, which must not be more than three (3) months from the date of issuance. Also enter the number that the laboratory assigned to the report.
Reporting period: period covered by the operational report submitted.
2. TECHNICAL DATA FOR EACH UNIT OF EQUIPMENT:
- a)Stack diameter: enter the diameter in meters at the gas sampling point to the atmosphere if it is circular. In the case of square or rectangular ducts, enter the width and length in meters at the gas sampling point.
- b)Total stack height: enter the height in meters from ground level to the point of gas discharge into the atmosphere.
3. RESULTS OF LABORATORY ANALYSIS FOR EACH UNIT OF EQUIPMENT:
- a)Note: the results of the sampled and analyzed emissions must be reported on a dry basis and referenced to 10% oxygen using the following formulas:

Where:
EBS = Emission on a dry basis.
EBH = Emission on a wet basis.
% H2O = Moisture content of the gases.
Formula for correcting dry basis gas emissions to the reference oxygen percentage.
Where:
ER = Emission calculated at the reference value EBS = Emission on a dry basis Or = Reference level for O2 (10% according to the regulation) Om = Measured value for O2 . m3 (TPN) (normal conditions of pressure and temperature): means that volume calculations must be corrected to normal conditions, i.e., 101.3 kPa (760 mm Hg or one atmosphere) and 273.15 K (0°C).
. Measurement period: enter the total duration in hours of the sampling of the physical and chemical parameters, indicating the start time and the end time.
. Distance: A= enter the length in meters to the sampling point from the stack discharge.
B = enter the length in meters to the sampling point from the last restriction (elbows, valves, pumps, emission control equipment) of the flow.
4. RECORD OF ACCIDENTS AND ANOMALOUS SITUATIONS.
In this section, all significant anomalous situations that result in a deviation from the parameters regulated in this Regulation and that have affected the operation of the kilns and co-processing equipment or the control systems mentioned in the Regulation, for example, preheating equipment for liquid fossil fuels, apparatus for analyzing gases resulting from the combustion process, or emission control equipment, shall be explained.
5. EVALUATION OF THE CURRENT STATE OF THE CO-PROCESSING EQUIPMENT AND THE EMISSION CONTROL EQUIPMENT In this section, a comment shall be written regarding the state of the kilns and the co-processing equipment and the emission control system(s) based on the information from continuous monitoring and laboratory analysis results, as well as based on the inspections carried out by the professional(s) responsible for its operation and maintenance.
6. CORRECTIVE ACTION PLAN.
If necessary due to non-compliance with permissible limits, the Corrective Action Plan (Plan de Acciones Correctivas) shall be proposed in this section for the purpose of ensuring the emissions comply with the emission values established in the Regulation.
This Plan must include the following information:
- a)Activities to be carried out b) Start date and end date of each activity.
- c)Name of the person responsible for the activity on behalf of the operating entity.
- d)Remarks.
7. ANALYSIS METHODS, SAMPLING METHODS, AND REFERENCE STANDARDS FOR EACH PARAMETER ANALYZED BY THE LABORATORY.
In this section, the analysis and sampling methods, as well as the reference standards used by the Laboratory contracted by the operating entity for each parameter analyzed, shall be noted.
