El decreto, emitido por el Presidente y el Ministro de Justicia y Paz a.i., se fundamenta en el artículo 32 de la Ley de Asociaciones (N° 218), que permite al Poder Ejecutivo otorgar este reconocimiento a las asociaciones cuyas actividades contribuyen a solventar una necesidad social.
