Based on the provisions of articles 140, subsection 18) and 146 of the Political Constitution, article 32 of the Ley de Asociaciones N° 218 of August 8, 1939, and articles 27 and following of the Reglamento a la Ley de Asociaciones number 294964, published in Gaceta N° 96 of May 21, 2001.
I.Article 32 of the Ley de Asociaciones N° 218 of August 8, 1939, and its amendments, grants the Executive Branch the power to declare of public utility simple, federated, or confederated associations whose development and activities are particularly useful for the interests of the State, and which thereby contribute to addressing a social need.
II.The Asociación Administradora del Acueducto de Santa Rosa of the Río Nuevo district of the Pérez Zeledón canton of San José, legal entity identification number 3-002-211303, was registered in the Registry of Associations of the Public Registry on July 26, 1997, volume N° 0445, entry 220.
III.The purposes pursued by the association, according to its bylaws, are: "... ARTICLE THREE: the purposes of the Association are the following: a- The construction, operation, and reconstruction of the aqueduct system of the community of Santa Rosa of the Río Nuevo district of the Pérez Zeledón canton of San José, b) Administer, operate, and maintain in good condition the aqueduct, in accordance with the provisions and Regulations issued on the matter by the Instituto Costarricense de Acueductos y Alcantarillados, hereinafter AyA. c) Obtain the effective participation of the community in the construction and maintenance of the aqueduct. d) Carry out and, where appropriate, collaborate with other organizations in programs and campaigns of an educational nature related to the rational use and sustainability of the aqueduct system. e) Help

IV.Such purposes address a social need of the first order, for which reason they deserve the support of the Costa Rican State. Therefore,

Con fundamento en lo dispuesto en los artículos 140, inciso 18) y 146 de la Constitución Política, en el artículo 32 de la Ley de Asociaciones N° 218 del 8 de agosto de 1939 y los artículos 27 y siguientes del Reglamento a la Ley de Asociaciones número 294964, publicado en la Gaceta N° 96 del 21 de mayo del 2001.
I.El artículo 32 de la Ley de Asociaciones N° 218 de 8 de agosto de 1939 y sus reformas, confiere al Poder Ejecutivo la potestad de declarar de utilidad pública a las asociaciones simples, federadas o confederadas, cuyo desarrollo y actividades sean particularmente útiles para los intereses del Estado, y que por ello contribuyan a solventar una necesidad social.
II.La Asociación Administradora del Acueducto de Santa Rosa del distrito Río Nuevo del Cantón de Pérez Zeledón de San José, cédula de persona jurídica número 3-002-211303, se inscribió en el Registro de Asociaciones del Registro Público desde el día 26 de julio de 1997, tomo N° 0445, asiento 220.
III.Los fines que persigue la asociación, según sus estatutos, son: "... ARTÍCULO TERCERO: los fines de la Asociación son los siguientes: a- La construcción, operación y reconstrucción del sistema de acueducto de la comunidad de Santa Rosa del distrito de Río Nuevo del cantón de Pérez Zeledón de San José, b) Administrar, operar y conservar en buenas condiciones el acueducto, de acuerdo con las disposiciones y Reglamentos que al respecto emita el Instituto Costarricense de Acueductos y Alcantarillados en adelante AyA. c) Obtener la participación efectiva de la comunidad, en la construcción y mantenimiento del acueducto. d) Realizar y en su caso colaborar con otros organismos, en los programas y campañas de índole educativas relacionadas con el uso racional y ía sostenibilidad del sistema de acueducto. e) Ayudar a

IV.Tales fines solventan una necesidad social de primer orden, por lo cual merecen el apoyo del Estado costarricense. Por tanto,
