Declares the XXI Latin American Congress on Internal Audit and Risk Assessment (XXI Congreso Latinoamericano de Auditoría Interna y Evaluación de Riesgos) CLAIN to be of Public Interest No. 40332-MP THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF THE PRESIDENCY In use of the powers granted by subsections 3) and 18) of article 140 and 146 of the Political Constitution, and article 28, paragraph 2., subsection b), of the General Law of Public Administration, Law No. 6227, of May 2, 1978.

1. 1That the Costa Rican Banking Association (Asociación Bancaria Costarricense), ABC, is organizing the XXI Latin American Congress on Internal Audit and Risk Assessment (XXI Congreso Latinoamericano de Auditoría Interna y Evaluación de Riesgos), CLAIN, to be held this year in San José on the 18th and 19th of May, at the Hotel Intercontinental.
2. 2That the aforementioned congress is important since, among other topics, the following will be addressed: 1- Risk management of Money Laundering and Financing of Terrorism, anti-corruption and anti-bribery policies. 2- Cybersecurity in risk management. 3- Balance between control and risks as support for business sustainability. 4- Audit tools for evaluating cybersecurity risk management (internal and outsourced). 5- Governance, risk management, and internal audit as a comprehensive approach to corporate sustainability.
3. 3That the fundamental objective of the activity is for participants to obtain first-source, world-class quality information, following the recommendations of the Financial Action Task Force (Grupo de Acción Financiera Internacional) on Money Laundering and what international control standards dictate, with the purpose of strengthening corporate governance.
4. 4That the development of the aforementioned Congress is of national interest, given the exchange of ideas and experiences that it will generate in the areas of Risk Management, Money Laundering, and International Control Standards.
5. 5That for several years, our country has been making significant efforts to approach and seek adhesion to the Organisation for Economic Co-operation and Development (Organización para la Cooperación y Desarrollo Económicos), which would mean, among other things, that our country be seen as a favorable market for investment given the high standards that the OECD promotes for both public and private management. Therefore, supporting activities that allow for structured dialogue and the dissemination of good practices in internal audit and risk management constitutes an opportunity to enhance the efforts being made by the country as part of the process of approaching and adhering to the OECD.
6. 6That the "XXI Latin American Congress on Internal Audit and Risk Assessment (XXI Congreso Latinoamericano de Auditoría Interna y Evaluación de Riesgos), CLAIN" constitutes one of the most important forums for discussion and exchange of knowledge regarding internal audit, assessment, and risk management, as well as an opportunity to strengthen the country's image with an activity that will have broad dissemination and significance in the international sphere.
7. 7That the Government of the Republic considers the declaration of public interest for the activity "XXI Latin American Congress on Internal Audit and Risk Assessment (XXI Congreso Latinoamericano de Auditoría Interna y Evaluación de Riesgos), CLAIN" to be convenient and opportune. Therefore,

Declara de Interés Público el XXI Congreso Latinoamericano de Auditoría Interna y Evaluación de Riesgos CLAIN N° 40332-MP EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DE LA PRESIDENCIA En uso de las facultades conferidas por los incisos 3) y 18) del artículo 140 y 146 de la Constitución Política, y el artículo 28, párrafo 2., inciso b), de la Ley General de la Administración Pública, Ley N° 6227, del 2 de mayo de 1978.

1. 1Que la Asociación Bancaria Costarricense, ABC, está organizando el XXI Congreso Latinoamericano de Auditoría Interna y Evaluación de Riesgos, CLAIN, a realizarse este año en San José los días 18y 19 de mayo, en el Hotel Intercontinental.
2. 2Que el mencionado congreso, es importante ya que se tocarán entre otros temas los siguientes: 1- La gestión de riesgo de Lavado de Dinero y Financiamiento al Terrorismo, políticas anticorrupción y anti soborno. 2- Ciberseguridad en la gestión de riesgos. 3- Balance entre control y riesgos como apoyo a la sostenibilidad de los negocios. 4- Herramientas de auditoría para evaluar la gestión (interna y tercerizada) del riesgo de ciberseguridad. 5- Gobierno, gestión de riesgos y la auditoría interna como un enfoque integral para la sostenibilidad corporativa.
3. 3Que el objetivo fundamental de la actividad es que los participantes obtengan información de primera fuente y de calidad de clase mundial, siguiendo las recomendaciones del Grupo de Acción Financiera Internacional sobre el Blanqueo de Capitales y lo que dictan las normas internacionales de control, ello con el propósito de fortalecer el gobierno corporativo.
4. 4Que el desarrollo del mencionado Congreso es de interés nacional, dado el intercambio de ideas y

Internacionales de controles.

1. 5Que nuestro país ha venido realizando, desde hace varios años, importantes esfuerzos por acercarse y buscar la adhesión a la Organización para la Cooperación y Desarrollo Económicos, lo que generaría que, entre otras cosas, nuestro país sea visto como una plaza propicia para la inversión dado los altos estándares que promueve la OCDE tanto para la gestión pública como privada. Por ello, el apoyo a actividades que permitan el diálogo estructurado y la difusión de buenas prácticas en materia de auditoria interna y de gestión de riesgos constituyen una oportunidad para potenciar los esfuerzos que realiza el país como parte del proceso de acercamiento y adhesión a la OCDE.
2. 6Que el "XXI Congreso Latinoamericano de Auditoría Interna y Evaluación de Riesgos, CLAIN" constituye uno de los foros más importantes para la discusión e intercambio de conocimientos en materia de auditoria interna, evaluación y gestión de riesgo así como una oportunidad para fortalecer la imagen país con una actividad que tendrá una amplia difusión y trascendencia en el ámbito internacional.
3. 7Que el Gobierno de la República considera conveniente y oportuna la declaratoria de interés público de la actividad "XXI Congreso Latinoamericano de Auditoría Interna y Evaluación de Riesgos, CLAIN". Por tanto,
