a. Access: Roadway onto which a lot or property faces.
b. Tourism activities: All those that, due to their recreational or leisure nature and because they are related to tourism, have as an accessory purpose the provision of services to tourists, such as transportation, sale of typical or artisanal products, and cultural manifestations. For any qualification, the existing regulation in Decreto Ejecutivo No. 25226-MEIC-TUR must be considered.
c. Hostel (Albergue): A type of establishment with comfortable rustic characteristics, that provides lodging especially to athletes or groups united by a common interest or activity. There are several modalities, including mountain refuges, fishing hostels or camps, beach hostels, country or youth hostels, whose characteristics and additional services vary according to their specialization, and based on them they will be given the most appropriate name.
d. Building height: The vertical distance existing from ground level to the highest point of the building.
e. Maximum height: Established from the ground to the ridge point of the building.
f. Furnishings (Amueblado): Set of urban elements, such as benches, trash cans, tables, posts, shelters, signs, and notices that serve as support for services for user comfort.
g. Floor Area: The total surface area of the floors of a structure.
h. Urban Area: The territorial scope of development of a population center.
i. Green Area: Lawns or wooded free areas, for public or communal use, intended for recreation and ornamentation.
j. Tourist attractions: Natural, cultural, or social elements that can, by their own characteristics, be conceived and used as sufficient cause to motivate or perpetuate tourist travel.
k. Bungalow: An establishment that provides lodging service for a daily or monthly rate, with units that are independent, with one or more bedrooms and a private bathroom, depending on a main entrance, reception, and may provide restaurant, bar, souvenir shop services.
l. Land-use category: A set of land uses that are related to each other and function jointly to fulfill coastal planning objectives, goals, and policies.
m. Campgrounds (Campamentos): A type of establishment that provides a rental service, for a daily or monthly rate, of properly delimited and equipped land to facilitate outdoor life, in which one stays overnight under a tent, in a camper trailer, or similar.
n. Guest house (Casa de huéspedes): A type of establishment similar to a boarding house that does not offer food service.
o. Center for Sustainable Development (Centro de Desarrollo Sostenible, CDS): Geographic space within the defined UPTs, through planning processes derived from the National Tourism Development Plan, as geographic spaces where the characteristics of the tourism heritage favor, currently or potentially, the development of tourism products. When they are located in the ZMT, these areas are subject to the development of an integral regulatory plan.
p. Use Certification (Certificación de Uso): Document establishing the possibility of allocating a portion of land for the construction of the works covered in this Regulation. Said certificate will be issued by the Municipality at the request of the interested party.
q. Coverage (Cobertura): Consists of the percentage of land that can be covered by constructed areas, habitable or not, such as accesses, parking lots, pools, and other non-natural coverings; internal green areas are considered residual areas not included in the occupancy percentage, must be destined for gardens, lakes, fruit trees, ornamentals, etc.
r. Concession: Granting by the competent authority for the enjoyment or use of the public domain Maritime Terrestrial Zone.
s. Concessionaire: Legal, physical, or moral person who holds a right of concession in the Maritime Terrestrial Zone.
t. Conservation: In urbanism, it is the action that, according to what is provided in the Urban Development Plans, is oriented to maintain the ecological balance, the good state of material works (buildings, monuments, plazas, and parks) and in general, everything that constitutes the historical, cultural, and social heritage of population centers.
u. Construction: Any structure that is fixed or incorporated into a land; includes any work of building, reconstruction, alteration, or v. Contract: Pact or agreement between the municipality of the respective jurisdiction and the concessionaire, through which the concession is formalized and to whose fulfillment both parties can be compelled.
w. Net Density: The ratio of inhabitants divided by the total surface area of occupied land, after previously deducting road surfaces.
x. Declaration of NON-tourism aptitude: Act through which zones of NON-tourism aptitude are made official. The declaration entails a publication in the Official Gazette La Gaceta and the IDA begins to participate in the Planning for the granting of concessions.
y. Declaration of tourism aptitude: Act through which zones of tourism aptitude are made official. The declaration entails a publication in the Official Gazette La Gaceta.
z. Density: Consists of the number of temporary or permanent residents per unit of area (in this case, the estimated unit of area is the hectare).
aa. Right-of-way: The measurement of the public use zone, taken between the demarcation lines established by the Ministry of Public Works and Transport (MOPT), the corresponding Municipality, or a Regulatory Plan.
bb. Ecotourism: Tourism associated with the enjoyment of nature, through low-impact activities, so as to allow rational use and conservation of natural resources.
cc. Buildings: All those works intended for habitation, work, recreation, tourism.
dd. Tourism enterprise: Companies that provide services directly or mainly related to tourism and that, in the judgment of the ICT, meet the necessary conditions to be classified as such. For any classification, the existing regulation must be considered.
ee. Estuary (Estero): Terrain immediately adjacent to the bank of a ria through which tidal waters extend; ff. Tourism Space Management (Gestión del Espacio turístico): Process referring to the administration and strategic management of local tourism space in the Planning Units, and particularly in the Centers for Sustainable Development (CTS), executed by the Municipality and other local actors.
gg. Hotel: A type of establishment with a minimum of twenty rooms, or more according to the corresponding category, that provides lodging service for a daily rate, as well as food, at the client's choice. It must occupy the entirety of a building or a part of it completely, independently, with facilities that constitute a homogeneous whole, with entrances, hallways, stairs, and elevators for the exclusive use of the establishment. Its sustainable nature indicates an adequate relationship with its environment and conservationist solutions for waste disposal and wastewater.

ll. INDER: Rural Development Institute mm.Infrastructure: Facilities and services that allow the operation of the tourism plant and constitute the link between it and the attractions of the destination place. Includes transportation, communications, energy, potable water, sewerage, garbage collection, and health. nn. Intensity of Use: The degree of utilization of lands or structures, taking into account: a) Type of activity developed; b) Percentage of coverage and floor area; c) Population density; and d) Resulting traffic.
oo. Island: Portion of land permanently surrounded by water; pp. INVU: National Institute of Housing and Urbanism.
qq. The Law: Law on the Maritime Terrestrial Zone number 6043 of March 2, 1977.
rr. Littoral (Litoral): Shore or coast of the sea, which extends through the rias and permanent estuaries up to where they are sensibly affected by tides and present defined marine characteristics.
ss. Lot: A parcel of land of any size, whether given in concession or in private property.
tt. Official Map: The plan or set of plans that accurately indicates the position of the layouts of public roads and areas to reserve for common uses and services. uu. Tide (Marea): Periodic and alternating movement of ascent and descent of sea waters due to the combined attractions of the Sun and the Moon.
vv. MINAET: Ministry of Environment, Energy, and Telecommunications (currently MINAE).
ww.Number of floors: Must be understood as total floors or total coverage or partial floor area coverage (mezzanine counts as one floor or storey).
xx. Occupancy (Ocupación): Consists of the percentage of land that can be covered by constructed areas, habitable or not, such as accesses, parking lots, pools, and other non-natural coverings; internal green areas are considered residual areas not included in the occupancy percentage, must be destined for gardens, lakes, fruit trees, ornamentals.
yy. Tourism Offer: Set of lodging, food, recreation facilities, and tourism installations that facilitate travel, permanence in the destination, and the enjoyment of attractions.
zz. General Land Use Plan: Strategic planning instrument applied in each of the Tourism Planning Units.
aaa.Coastal Regulatory Plan: Legal and technical instrument to achieve the objectives of territorial planning policies in pursuit of balanced economic, social, and environmental development in the Maritime Terrestrial Zone and its adjacent areas.
bbb.Regulatory Plan: The local planning instrument that defines, in a set of maps, plans, regulations, and any other graphic or complementary document, the development policy and the plans for population distribution, land uses, circulation routes, public services, communal facilities, and construction, conservation, and rehabilitation of urban areas.
ccc.Urban Planning: The continuous and integral process of analysis and formulation of plans and regulations on urban development, aimed at ensuring the safety, health, comfort, and well-being of the community.
ddd.Development Plans: The set of cartographic plans and maps that make up a territorial planning proposal, which can be applied to the littoral as well as supralittoral, inland, and urban structures of the country through regulatory plans, thus defined in the two main territorial planning laws that exist for the national territory.
eee.Tourism Heritage: Corresponds to the integrated set of attractions, tourism plant, infrastructure, and transportation that generate the image of the tourism destination.
fff. P.N.E.: Natural Heritage of the State (Patrimonio Natural del Estado).
ggg.Ordinary High Tide (Pleamar Ordinaria): The ordinary high tide line is, for the Pacific littoral, the contour or level curve that marks the height of 115 centimeters above mean sea level, and for the Atlantic littoral, it is the contour that marks the height of 20 cm above mean sea level.
hhh.Tourism Product: The sum of tangible and intangible components of the tourism offer that, through management processes developed by tourism entrepreneurs or the State, are commercialized in national and international markets under a trademark and a price that the tourist perceives.
iii. Owner (Propietario): The person(s), company(ies), or agency(ies) that holds title of ownership over lands adjacent to the Maritime - Terrestrial Zone.
jjj. Protection: That area in which urban works are subject to restrictions.
kkk.Forestry Regime (Régimen Forestal): Set of legal, economic, and technical provisions, established by the Forest Law (Ley Forestal) and its regulations, decrees, and resolutions derived from its application that regulate the conservation, protection, and rational use of forests and forestry lands.
lll. Urban Development Regulations: Bodies of norms adopted by municipalities for the purpose of making the Regulatory Plan effective.
mmm.Tourist Residence (Residencia Turística): Construction for vacationing or permanent residence, integrated with the surrounding environment and where necessary provisions are taken to minimize the impact on the land.
nnn.Setback (Retiro): Unbuilt open space between a structure and the boundaries of the respective property, measured perpendicularly from the outer edge of a building with respect to the property limit.
ooo.Ria: Part of the river near its entrance into the sea and up to where the tides reach.
ppp.SETENA: National Environmental Technical Secretariat.
qqq.Land-use types: Specific land uses included within each of the use categories defined for coastal planning.
rrr. Sustainable Tourism: Land use characterized by maintaining an adequate human-environment-sustainability relationship, both in natural history, adventure, or similar activities, as in the relationship between buildings and the supporting environment.
sss.Physical - Administrative Unit: The divisional unit that corresponds to a district, canton, or province of this country and that does not necessarily entail being analyzed as a natural geographic unit due to its eventual opposition to the natural conditions of the land morphology.
ttt. Tourism Planning Unit (UPT): Areas of the national territory that are differentiated from each other due to particular features of the tourism heritage and environmental, social, cultural, and economic factors. Together they form the country's tourism space. uuu.Urbanization: The subdivision (fraccionamiento) and development of land for urban purposes, through the opening of streets and provision of services.
vvv.Conforming use: The one that is permitted in each zone.
www.Non-conforming use: Any land use that does not comply with the provisions included in a plan and that existed prior to the establishment of the latter.
xxx.Permitted use: That use of the farm or lot, over which the concessionaire has the possibility of allocating their land without further restrictions than those indicated here, and after prior processing of the construction permits required by the Municipality.
yyy.Public Use: The right that every person has to use and enjoy the public zone in its full extent, without other limitations than those imposed by the laws and their regulations.
zzz.Use: Utilization, on a private basis, of areas or properties.
aaaa.Existing conflicting uses or buildings: Any use or building that does not conform to the land-use zoning considered in this Regulatory Plan. In the case of buildings in conflicting uses existing on the date this regulation comes into force, they may be maintained with the following limitations: expansion or remodeling will not be permitted unless it is strictly necessary for user safety reasons.
bbbb.Public road (Vía pública): Spaces intended for the circulation of vehicles or pedestrians.
cccc.Single-family home: The building provided with habitational areas intended for the shelter of a single family.
dddd.Zone of Non-Tourism Aptitude: Areas of the maritime terrestrial zone that have been declared as such by the ICT for presenting less favorable characteristics for tourism exploitation.
eeee.Zone of Tourism Aptitude: Areas of the maritime terrestrial zone that have been declared as such by the ICT for presenting favorable conditions for tourism development and exploitation.
ffff. Z.M.T.: Maritime Terrestrial Zone (Zona Marítimo Terrestre).
gggg.Zoning: The division of a territory into use zones, for the purposes of its rational development.
