throughout the entire text - Full Text of Regulation 136 Reform of agreement Reinstates the Permanent Advisory Commission called the National Commission for Closed Seasons Full Text of minutes: 1740CD COSTA RICAN INSTITUTE OF FISHERIES AND AQUACULTURE AJDIP/136-2015.-Puntarenas, on the thirteenth day of March of two thousand fifteen.
I.-That having become known within the framework of the proposal put forward by Mr. Antonio Porras Porras, Technical General Director, called Control procedures for the Declaration of closed season (veda) to guarantee the protection and sustainability of the fishery resources of the Gulf of Nicoya, which at the time was endorsed by this Board of Directors, through Agreement AJDIP/060-2015, a proposal for restructuring of the National Commission for Closed Seasons is made known.
II.-That in congruence with the 2nd) operative provision of the aforementioned Agreement, the Technical General Director presents to the Board of Directors, official communication DGT-004-03-2015, by means of which he submits a proposal for restructuring of the National Commission for Closed Seasons, aimed at making it more participatory, for which the current Agreement would be modified, and therefore it is proposed that the Commission be composed of:
. Three representatives of the small-scale fishermen of the Gulf of Nicoya; namely, one for the inner part (zone 201); another for the zone of the islands Costa Pájaros, Chomes, Jicaral and surrounding fishing communities; and another for the zone of Puntarenas and the outer part of the Gulf of Nicoya.
. One representative of the semi-industrial shrimp fishermen.
. One representative of the semi-industrial sardine fishermen.
. One representative of sport and tourism fishing.
. The Head of the Research and Development Department.
. The Head of the Protection and Registration Department.
. The Head of the Extension and Training Department.
. One representative of the National Coast Guard Service.
. One representative of the Joint Institute for Social Aid.
. One representative of the Board of Directors of INCOPESCA.
. The Technical General Director, who shall coordinate this Commission.
III.-That as it is considered extremely important within the effort to guarantee the participation of the sectors involved in the closed season, in order to strengthen and legitimize the periods that are technically determined, the Board of Directors, Therefore:
AGREES:
1st-To modify Article 2°, of Agreement AJDIP/036-2009(*), so that it reads correctly:
(*) (Corrected by means of Errata, and published in La Gaceta N° 87 of May 7, 2015, page 92. Previously indicated as: "Agreement AJDIP/036-2015".)
(*) Article 2º-Said Commission shall be composed of:
a- Two representatives of small-scale fishermen of the Gulf of Nicoya, one representing the inner part (Zone 201) and another representative of the Islands, Costa de Pájaros, Chomes, Jicaral and surrounding fishing communities (Zone 202) b- One representative of the semi-industrial sardine fishermen c- One representative of sport and tourism fishing.
d- The Head of the Research and Development Department of Incopesca.
e- The Head of the Registration Department of Incopesca.
f- The Head of the Fisheries and Aquaculture Extension Department of Incopesca, who shall be the Coordinator of this Commission g- One representative of the National Coast Guard Service h- One representative of the Joint Institute for Social Aid.

Considering:

I.-Que habiéndose conocido en el marco de la propuesta planteada por el Sr. Antonio Porras Porras, Director General Técnico, denominada Procedimientos de control para la Declaratoria de veda para garantizar la protección y sostenibilidad de los recursos pesqueros del Golfo de Nicoya, la cual en su momento fue avalada por ésta Junta Directiva, mediante Acuerdo AJDIP/060-2015, se conoce propuesta de reestructuración de la Comisión Nacional de Vedas.
II.-Que en congruencia con el por tanto 2°) del Acuerdo de cita, presenta ante la Junta Directiva el Director General Técnico, oficio DGT-004-03-2015, mediante el cual remite propuesta de reestructuración de la Comisión Nacional de Vedas, tendiente a hacerla más participativa, para lo cual se estaría modificando el Acuerdo vigente, por lo que se propone que la Comisión esté conformada por:
. Tres representantes de los pescadores en pequeña escala del Golfo de Nicoya; a saber, uno por la parte interna (zona 201); otro por la zona de las islas Costa Pájaros, Chomes, Jicaral y comunidades pesqueras circunvecinas y otro por la zona de Puntarenas y parte externa del Golfo de Nicoya.
. Un representante de los pescadores semiindustriales de camarón.
. Un representante de los pescadores semiindustriales de sardina.
. Un representante de la pesca deportiva y turística.
. La Jefatura del Departamento de Investigación y Desarrollo.
. La Jefatura del Departamento de Protección y Registro.
. La Jefatura del Departamento de Extensión y Capacitación.
. Un representante del Servicio Nacional de Guardacostas.
. Un representante del Instituto Mixto de Ayuda Social.
. Un representante de la Junta Directiva del INCOPESCA.
. El Director General Técnico, quien coordinará esta Comisión.
III.-Que por considerarse sumamente importante dentro del esfuerzo de garantizar la participación de los sectores involucrados en la veda, a fin de robustecer y legitimar los períodos que técnicamente se determinen, la Junta Directiva, Por tanto:
ACUERDA:
1°-Modificar el Artículo 2°, del Acuerdo AJDIP/036-2009(*), para que se lea correctamente:
(*) (Corregido mediante Fe de Erratas, y publicada en La Gaceta N° 87 del 7 de mayo de 2015, página 92. Anteriormente se indicaba: "Acuerdo AJDIP/036-2015".)
(*) Artículo 2º-Dicha Comisión estará conformada por:
a- Dos representantes de pescadores en pequeña escala del Golfo de Nicoya, uno en representación de la parte interna (Zona 201) y otro representante de las Islas, Costa de Pájaros, Chomes, Jicaral y comunidades pesqueras circunvecinas (Zona 202) b- Un representante de los pescadores semiindustriales de sardina c- Un representante de la pesca deportiva y turística.
d- La Jefatura del Departamento de Investigación y Desarrollo del Incopesca.
e- La Jefatura del Departamento de Registro del Incopesca.
f- La Jefatura del Departamento de Extensión Pesquera y Acuícola del Incopesca, quien será el Coordinador de esta Comisión g- Un representante del Servicio Nacional de Guardacostas h- Un representante del Instituto Mixto de Ayuda Social.
