PROTOCOL FOR THE GRANTING OF INCENTIVES FOR SOLID WASTE GENERATORS OF THE CANTON OF ALAJUELA Introduction. This protocol aims to operationalize the chapter on granting incentives of the "Municipal Regulation for Integrated Solid Waste Management in the Canton of Alajuela," providing guidelines, criteria, and conditions so that generators can apply for the different types of proposed incentives. This initiative seeks to promote integrated solid waste management in the Canton in order to encourage good practices among solid waste generators.
Scope. Incentives will be granted solely based on the integrated management of ordinary solid waste. Hazardous waste and waste requiring special management will not be considered for this purpose and must be managed in accordance with national legislation.
The scope of this initiative includes the following actors:
. Businesses . Industries . Public institutions . Integrated Development Associations (Asociaciones de Desarrollo Integral) Types of incentives. Initially, the Municipality of Alajuela will provide three types of incentives:
1. Fiscal incentive: consists of reassigning the fee that covers the cost of the waste management (Manejo de residuos) service originally assigned to the generator. This incentive may only be requested by those generators who currently receive the service from the municipality and, therefore, are obligated to pay it according to the tariff system established in the Regulation for the organization and collection of fees for the ordinary solid waste management service.
2. Non-fiscal incentive: consists of an environmental seal or certification granted by the municipality, differentiated for each type of generator, which guarantees that they are implementing good environmental practices that contribute to reducing the solid waste deposited at the final disposal site. This incentive may be requested by any generator that meets the requirements established to receive this environmental seal or certification. This seal or certification may also be granted to those generators who receive the benefit of the fiscal incentive, as it will meet the same requirements. Those who receive this incentive will be given a distinctive sign to place at the organization's facilities as a sign of their collaboration with the integrated waste management of the canton. This distinctive sign will clearly indicate its expiration date. The seal or certification may have levels of distinction according to the progress demonstrated by each generator upon requesting the incentive for the second time (progress measured against themselves).
3. Priority for the allocation of funds for Local Development Programs (Programas de Desarrollo Local, PRODELO): this incentive is aimed at Integrated Development Associations. For the allocation of PRODELO funds administered by the Municipality, criteria related to integrated solid waste management in the community will be included, so that those associations that demonstrate the execution of projects promoting this topic in the community will have a higher score than those that do not work towards proper waste management.
Beneficiaries of any of the three types of incentives will have priority to receive training from the Municipality on topics related to Integrated Solid Waste Management.
General requirements for applying for incentives. To apply for an incentive, the generator must meet the following requirements:
. Be legally constituted in accordance with national legislation.
. Present the Integrated Waste Management Program by the generators and demonstrate its implementation, follow-up, and monitoring for a minimum period of six months. The Municipality will provide a plan format and a practical guide to complete it.
. Have an internal recovery center at their establishment. The place designated for this purpose must maintain hygienic conditions to avoid the presence of vectors (cockroaches, mice, etc.), as well as clear signage. It is recommended to have containers designated for the storage of recoverable waste. The size of the place must be equivalent to the amount of waste generated during the period in which it will be temporarily stored. Verification of the existence of this center must be done through photographs to be submitted with the respective application.
. Demonstrate their continuous participation (for a minimum of six months) in recoverable waste recovery programs through printed receipts granted by the recoverable waste recovery center to which the material was delivered (it must be authorized by the Ministry of Health according to the Regulation for Recoverable Waste Recovery Centers N°35906-S), containing at least the material delivery date, name of the company or institution, and weight of the waste delivered by type of material.
. Establish in writing the authorization for municipal inspectors to conduct a verification visit to their facilities, either for the purpose of verifying what was submitted in the incentive application or to corroborate that, during the incentive granting period, the good practices established in the integrated waste management plan continue.
. Sign a sworn statement (declaración jurada) indicating that they know and commit to comply with the applicable legislation on integrated waste management. The Municipality will facilitate a form for the sworn statement, which must be signed by the legal representative of the activity and by the owner of the property where it is operated, if they are different persons.
All these requirements are established in the form that the generator must fill out to request the respective study for the granting of the incentive. This form will be provided by the Municipality.
The Municipality will begin compiling a database of Recoverable Waste Recovery Centers located within the Canton of Alajuela that have authorization from the Ministry of Health.
Validity of the incentive. Any incentive will be valid for two years from its granting, provided that no violation of the regulation is verified that requires suspending the granted incentive as established in Article 57 of the Municipal Regulation for Integrated Solid Waste Management in the Canton of Alajuela.
Incentive application period. The Municipality will establish two periods per year during which generators may apply for the fiscal incentive. The municipality will announce the dates in advance to carry out the respective procedures.
Oversight. Duly identified municipal officials will carry out inspections for verification, follow-up, or compliance with the regulation and this protocol.
Formalization of incentives. Each generator deserving of an incentive will be notified by the Municipality. In each of the two annual periods for granting incentives, the Municipality will carry out a formalization of the incentives granted to generators deserving of this distinction, for which, and according to the resources available at that time, it may hold a public event, publicize it in print or digital media, as well as social networks, web pages, or electronic bulletins.
Format of the Integrated Waste Management Program by Generators.
Generator Data 2. Waste generation diagnosis: describes the current situation regarding solid waste treatment and details the characteristics of the waste generated in the different tasks, whether generally or specifically.

Guide to completing the Integrated Waste Management Program by Generators format This document aims to guide generators in the Canton of Alajuela in completing the Format of the Integrated Waste Management Program by Generators in each of its sections, so that key information for the environmental development of the canton can be obtained. This description is presented below:
1. Generator data . Name or legal name: Detail the legal name of the establishment.
. Legal identification number (Cédula jurídica): Indicate the legal identification number of the establishment.
. Exact address: Detail the address of the establishment.
. Legal representative: Name of the natural person representing the establishment.
. Identity document: the identity card number (cédula de identidad) is placed for nationals, or the passport number for foreigners.
. Email address, telephone number, cell phone number, and fax number: Indicate the means by which the legal representative, the person responsible for the plan, and the property owner can be located.
. Person in charge of the Integrated Waste Management Plan: Indicate the name of the person responsible for carrying out and keeping the plan updated.
. Email address, telephone number, cell phone number, and fax number: Indicate the means by which the person responsible for the plan can be located.
. Name of the owner of the premises where the activity is carried out: Name of the person who rents or lends the premises where the activity for which the incentive is sought is carried out. This is completed if said person is different from the legal representative.
2. Waste generation diagnosis The diagnosis details the characteristics of the waste generated in the different tasks.

General estimates and frequency: Total quantity generated by type of waste (ordinary and hazardous).
Calculate the amount of waste generated according to a known unit of measurement (Kilograms, units, bags, sacks, boxes, etc.) generally for each type of waste (Ordinary, Special Management, and Hazardous) and by period (weekly, biweekly, monthly, semi-annual, annual, etc.)
Example: One garden bag of Ordinary waste is generated per week.
. Temporary storage: Place where waste is stored while awaiting collection, for example: warehouse, covered patio, attic, basement, vacant office, metal containers, among others. Also, establish the manner in which it will be stored, whether in bags, boxes, sacks, drums, others.
Example: Ordinary waste is stored in the warehouse in plastic bags inside drums.
. Final destination of waste: Indicate the management to be given to the waste, whether own reuse (house/establishment), recoverable waste recovery center (collection center), some specific treatment such as compost, manufacturing of another product or other management (describe), final disposal at the municipal site, among others.
. Transport provider to the final destination: indicate the person in charge of transporting the waste, whether the Municipality, external provider, own transport, among others.

Example: Half a drum of Plastic containers is generated per month.
. Temporary storage: Place where waste is stored while awaiting collection, for example: warehouse, covered patio, attic, basement, vacant office, metal containers, among others. Also, establish the manner in which it will be stored, whether in bags, boxes, sacks, drums, others.
Example: Paper is stored in the warehouse in cardboard boxes.
. Final destination of waste: Indicate the management to be given to the waste, whether own reuse (house/establishment), recoverable waste recovery center (collection center), some specific treatment such as compost, manufacturing of another product or other management (describe), final disposal at the municipal site, among others.
. Transport provider to the final destination: indicate the person in charge of transporting the waste, whether the Municipality, external provider, own transport, among others.

3. Program design After completing the diagnosis, a program must be developed that establishes improvement actions, based on the description of activities that consider separation at the source, minimization of waste generation, reuse, and environmentally safe disposal of waste, in addition to considering the topic of training and awareness for the parties linked to the process within the activities.
For each activity, the scheduled implementation date must be established (if an activity is permanent, the word "Continuous" will be placed in this space), the resources required to carry it out, whether human, financial, infrastructure, equipment, among others. In addition, detailing the person responsible for executing each activity.
Examples of activities:
. Start the process of separating recoverable waste and get involved with an initiative that collects it.
. Designate a space for the separation of recoverable waste.
. Train staff on waste separation.
. Establish the quantities of waste generated.
. Use organic waste to produce compost at home or for animal feed.
. Reuse clean cardboard boxes to store company documents.
. Request from suppliers the ability to return the packaging and wrapping of some products.
. Establish a program to reduce the use of paper and ink.
. Reuse sheets of paper printed on one side only for handwritten notes.
. Buy products, raw materials, or supplies that have the least amount of packaging.
4. Follow-up and control With the development of the program, follow-up and control of the activities' compliance are established in order to identify their progress and achievements. Said table is completed in two parts, which are explained below:
For the first submission of the form, the columns for Activities (which are the same as those detailed in Table 4), Review Frequency (weekly, biweekly, monthly, semiannual, annual), review date (this may be an estimated date when compliance with the activity will be verified), and, if necessary, the Observations column, where any additional note is detailed, must be completed.
In the case of the Activity Status column, it will be completed subsequently, according to the frequency established for each activity. This column describes the progress of compliance. The purpose of the foregoing is for the responsible party to establish the progress of each activity and, therefore, compliance with the program.
