For the purposes of this regulation, the following is understood by:
Storage (Almacenamiento): Action of temporarily retaining waste while it is delivered to the collection service, processed for its use or change of its characteristics, or disposed of.
Material recovery centers (Centros de recuperación de materiales): Site for the reception and temporary storage of waste for its valorization, where recoverable materials can be weighed, classified, and separated according to their nature (e.g., plastic, cardboard, paper, glass, and metals).
Compost (Composta): Result of the decomposition and stabilization by the action of microorganisms of organic waste through composting processes or anaerobic fermentation (fermentación anaeróbica).
Composting (Compostaje): Technique that allows the aerobic decomposition of biodegradable organic matter in a controlled manner to achieve a product usable as a soil improver.
Concessionaire (Concesionario): Natural or legal person to whom, through an administrative-legal act, a right of exploitation of goods and services is granted for a determined period.
Container (Contenedor): Receptacle intended for the temporary storage of non-hazardous solid waste of domestic, commercial, or industrial origin.
Final disposal (Disposición final): Orderly and definitive placement, distribution, and confinement of ordinary waste in a site designed for this purpose.
Transfer station (Estación de transferencia): Facility that, with the necessary equipment, allows the change of the means of transport for non-hazardous solid waste, from collection units to higher-capacity vehicles for transport to a treatment facility or final disposal.
Anaerobic fermentation: Technique that allows the decomposition and stabilization by the action of microorganisms of solid and liquid organic solid waste.
Generation source (Fuente de generación): Place where waste is generated.
Generator (Generador): Natural or legal person, public or private, that generates solid waste.
Large generator (Gran generador): Natural or legal person that generates a quantity equal to or greater than 10 tons in total gross weight of waste per year.
Comprehensive Solid Waste Management (Gestión Integral de Residuos Sólidos): (G.I.R.S.O) Articulated set of regulatory, operational, financial, administrative, educational, planning, monitoring, and evaluation actions for the handling of solid waste, from its generation.
Manager (Gestor): Natural or legal person, public or private, in charge of the total or partial management of solid waste and duly authorized for this purpose by this municipality.
Waste management (Manejo de residuos): Set of technical and operational activities of waste management that includes: storage, collection, transport, valorization, treatment, and final disposal.
Municipal Plan for Comprehensive Solid Waste Management (Plan Municipal de Gestión Integral de Residuos Sólidos): Instrument that defines the cantonal policy on the matter and will guide municipal and/or cantonal actions on the topic within its area of competence. It is the result of a planning process that is preferably prepared in a participatory manner by the municipality, incorporating the various actors of the canton.
Collection (Recolección): Action of collecting solid waste under municipal competence at generation sources or receptacles, to be transferred to transfer stations, treatment facilities, or final disposal.
Selective collection (Recolección selectiva): Separate collection service for solid waste previously separated at the source.
Sanitary landfill (Relleno sanitario): Engineering method for the final disposal of solid waste.
Solid waste (Residuo sólido): Post-consumer solid or semi-solid material that its generator or possessor must or needs to dispose of.
Special management waste (Residuos de manejo especial): Ordinary waste that, due to its volume, quantity, potential risks, transport needs, storage conditions, or recovery value, requires leaving the normal waste stream.
Construction and demolition waste (Residuos de construcción y demolición): Solid waste generated in activities of construction, reconstruction, repair, alteration, expansion, and demolition of buildings, and urbanization works of any nature, whether urban or rural.
Easily biodegradable solid waste (Residuo sólido fácilmente biodegradable): Solid or semi-solid organic waste, of animal or vegetable origin, that can be decomposed and utilized through composting.
Ordinary solid waste (Residuo sólido ordinario): Waste of mainly household origin or that comes from any other commercial, service, industrial activity, cleaning of roads and public areas, that has characteristics similar to household waste.
Non-valuable solid waste (Residuo sólido no valorizable): Waste that has no use or recovery value and must be adequately disposed of in a sanitary landfill.
Hazardous solid waste (Residuo sólido peligroso): That which, due to its corrosive, radioactive, toxic, infectious, biological characteristics, or the combination thereof, can cause toxic, explosive, corrosive, radioactive, biological, bio-infectious, flammable, combustible, or other reactions that may cause damage to people's health and the environment.
Sharps waste (Residuo punzo-cortante): Any object with the capacity to penetrate and/or cut tissues.
Valuable solid waste (Residuo sólido valorizable): Waste that has reuse value or has the potential to be valorized through recycling or composting processes.
Bulky or non-traditional solid waste (Residuo sólido voluminoso o no tradicional): Objects sporadically disposed of by their owners upon having finished their useful life, which, due to their size, weight, or characteristics, are not suitable for ordinary collection and require a special collection service.
Waste separation (Separación de residuo): Procedure by which solid waste is prevented from being mixed from the generating source.
Treatment (Tratamiento): Transformation of waste or specific parts into new products or the change of characteristics, such as recycling, composting, mechanical-biological treatment, thermal treatment, among others.
User (Usuario): Any natural and legal person who is affected or benefited by the GIRS services.
Valorization (Valorización): Set of associated actions whose objective is to give added value to waste for production processes through the recovery of materials and/or energy use and the rational use of resources.
