The powers and responsibilities of the SE of SIREA are the following:
- a)To select the organizers for each of the initial recognitions created in article 10° of this regulation.
- b)To create and keep updated the following registries:
b.1) Registry of Environmental Recognitions incorporated into SIREA; b.2) Registry of Organizers of the Recognitions incorporated into SIREA; b.3) Registry of Recognized Organizations; b.4) Registry of organizations that are participating in Voluntary Agreements on Cleaner Production.
These registries shall be available on the MINAET website.
- c)To submit for the knowledge of the Minister of Environment, Energy, and Telecommunications:
c.1. The normative instruments required for the effective implementation of SIREA recognitions.
c.2. The recommendations for the incorporation of recognitions into SIREA.
c.3. The recommendations of the organizations that passed the evaluation process for the initial recognitions created in article 10° of the present regulation.
c.4. Studies on the costs of the services provided by the SIREA organizer or organizers, as applicable. The costs to be charged by the organizers shall be made official through an executive decree issued by the Executive Branch.
c.5. Cooperation agreements between MINAET and the organizer or organizers, in accordance with the provisions of articles 5° subsection b) and 7° subsection b) of this regulation.
- c)To follow up on legal appeals or claims that may be filed during the processing of any of the initial recognitions created in article 10° of the present regulation.
- d)To prepare and update the profile of the evaluators and technical experts for the initial SIREA recognitions created in article 10º of this regulation.
- e)To inform the organizations, in coordination with the organizers, of the result of the evaluations carried out by the evaluators and technical f) To coordinate with the organizer or organizers the logistics of the recognition award ceremonies.
- g)To verify that the recognitions that form part of SIREA comply with the requirements established in article 12° of this regulation.
- h)To select the SIREA insignia and recommend to the Minister of Environment, Energy, and Telecommunications the granting or withdrawal of these to the organizer or organizers or to the organizations that were recognized in accordance with the provisions of Chapter VI of this regulation. Likewise, to make public knowledge of the withdrawal of the commercial use of the insignia.
- i)To promote Voluntary Agreements on Cleaner Production within the framework of SIREA.
- j)To monitor and supervise the powers and responsibilities of the organizer or organizers of the initial SIREA recognitions, in accordance with the provisions of this regulation and the collaboration agreements that may arise as per subsection c.5. of this article and articles 5° subsection b) and 7° subsection b) of this regulation.
- k)To review the financial and operational reports issued by the Organizer of the recognitions contemplated in article 10° of this regulation.
