1.Chair. The Chair is responsible for the following:
a. Coordinating with the Comisión Técnica Evaluadora (CTE) of the Ministry of Environment, Energy and Telecommunications.
b. Presiding over the meetings of the Commission.
c. Convening ordinary, extraordinary, and working sessions.
d. Drawing up and proposing the agenda for ordinary sessions, maintaining a priority order in pursuit of the institutional interest, and submitting it to the approval of the Commission immediately after verifying the quorum for the session.
e. Declaring sessions open at the appointed time and adjourning them after having dealt with the matters they decided to address.
f. When deemed appropriate, for reasons of convenience and timeliness, the Chair may order the suspension of the session.
g. Directing the discussions, guiding the debate toward the fundamental points, and demanding that due order and mutual respect be observed among the participants.
h. Authorizing with his/her signature the minutes in the respective book.
i. Granting permission to members to leave sessions, provided this does not break the quorum.
j. Representing the Commission at meetings with the heads of the institution, becoming the spokesperson for the body with regard to the proposals and submissions prepared by the organ, without prejudice to the delegation of that representation, for convenience, for a specific case.
k. Appointing the necessary committees for the study or performance of specific tasks, in accordance with the work program that has been established, in an effort to make the work of the Commission more effective.
l. The Chair shall also have all other functions granted by the Commission.
2.Secretary. The Secretary is responsible for the following:
a. Communicating to the other members the agenda for ordinary sessions with sufficient advance notice of the meeting date.
b. Recording in the respective book the minutes approved by the Commission, signing at the foot thereof, as evidence of the accuracy of the record.
c. Providing timely notice of the agreements issued by the Commission and the reception of interested persons granted by the Chair.
d. Drafting correspondence and signing such communications as delegated by the Chair.
e. Organizing and keeping up-to-date the archive of the Commission.
f. Recording attendance at sessions, leaving evidence thereof in the minutes, as well as the justifications, if any, for absences and late arrivals.
g. Keeping the minute record of matters dealt with in the sessions and drafting the minutes, so as to leave a clear and precise record of the deliberations, agreements, and resolutions adopted.
h. Any other function assigned by the Commission.
3.Members. The other members of the Commission are responsible for the following:
a. Attending punctually the ordinary, extraordinary, and working sessions to which they are summoned and, in the event of being unable to attend, forwarding to the Chair the corresponding justification.
b. Proposing to the Chair the inclusion of matters to be addressed in the agenda of ordinary sessions, and approving the latter as the initial act of the meeting.
c. Performing the committee assignments that the Chair designates and reporting the results in writing within the agreed timeframe.
d. Requesting the floor from the Chair to address matters under discussion.
e. Requesting the review of the agreements of the Commission and the revocation or modification thereof.
f. Casting their vote, affirmative or negative, on the matters submitted for their consideration.
g. Formulating projects, propositions, and motions they deem timely.
h. Procuring and studying the necessary information, consulting minutes, books, or correspondence relating to environmental matters, and other related topics, for the purpose of having better judgment on matters resolved or to be resolved in the sessions.
i. Participating in all those activities in which the Ministry has an interest in environmental matters.
j. Calling the Chair to order, whenever, in the exercise of his/her office, he/she departs from the activities this regulation grants him/her.
k. Requesting the Secretary to have their words recorded in the minutes when deemed necessary.
l. Recording in the respective book the minutes approved by the Commission, signing at the foot thereof, as evidence of the accuracy of the record.
m. Such other powers as the Commission grants them by agreement.
