These regulations shall govern the use and characteristics of the uniforms and insignia authorized for the officials of the National System of Conservation Areas.

• a)Daily use uniform:

Consists of a short-sleeved aviator-type shirt or blouse, of sand-green color, with seven beige-colored buttons, with two epaulettes on the shoulders, one on the right and another on the left, an end where it buttons in an arrow shape, secured at its distal end by a beige-colored button, 3 centimeters wide, uniform (same measurement at base, center, and end), starting from the sleeve seam and ending 3 centimeters before reaching the base of the collar, with two pockets: one on the right and another on the left, with a flap with corner cuts and with a velcro closure underneath on each of them, and on the left pocket, the stitched insignia or badge of the corresponding Conservation Area (AC) will be placed. The lower part of the shirt will be straight and the sides will be slightly curved for its better adaptation to the body.

The men's trousers shall be olive green in color, without pleats, with two slanted front pockets placed one on the right and another on the left; with two buttonhole-type back pockets placed one on the right and another on the left, the fly shall be provided with a zipper. The trousers must have waist adjustment tabs, and a black leather belt shall be used. The trouser belt loops shall measure 2 centimeters wide by 4 and a half centimeters long, to carry a belt, and placed two at the front and three at the back.

The shoes shall be black in color, with black laces, and black socks shall be used.

The women's trousers or skirt shall be olive green in color, without pleats, with two slanted front pockets placed one on the right and another on the left; with two buttonhole-type back pockets placed one on the right and another on the left, the fly shall be provided with a zipper, and a black leather belt shall be used.

The trousers must have waist adjustment tabs, the trouser belt loops shall measure 2 centimeters wide by 4 and a half centimeters long, to carry a belt, and placed two at the front and three at the back.

In the case of the skirt, the length shall be knee-length, the skirt belt loops shall measure 2 centimeters wide by 4 and a half centimeters long, to carry a belt, and placed two at the front and three at the back.

The shoes shall be closed, with a medium or low heel, and black in color.

In the case of officials from the administrative offices of SINAC, they may use sand-green colored polo-type shirts, with the insignia described in article 12 and with the trousers or skirt indicated in previous paragraphs.

• b)General field work uniform:

The field work uniform shall be used by officials carrying out control and protection activities and operations in mountainous, maritime, and riverside zones. Said uniform shall consist of the following pieces:

The shirt with ventilation mesh on the back part, short-sleeved, sand-green in color, with 7 beige-colored buttons, with two epaulettes, one on the right and another on the left on the shoulders, an end where it buttons in an arrow shape, secured at its distal end by a beige-colored button, 3 centimeters wide, uniform (same measurement at base, center, and end), starting from the sleeve seam and ending 3 centimeters before reaching the base of the collar, with two pockets: one on the right and another on the left, with a flap with corner cuts and with a velcro closure underneath on each of them, on the left pocket, the stitched insignia of the Conservation Area will be placed. The lower part of the shirt or blouse will be straight and the sides will be slightly curved for its better adaptation to the body.

The trousers shall be long cargo-type in "Rip stop" fabric of olive green color, with reinforcement between the legs, two slanted front pockets one on the left and another on the right, with bar tacking on the front pockets, two back pockets with flap one on the right and another on the left with velcro closure, two expandable-type side pockets with velcro closure at knee height, the trouser belt loops shall measure 2 centimeters wide by 4 and a half centimeters long, to carry a belt, and placed two at the front and three at the back, the fly shall be provided with a metal zipper (high-resistance safety metal jean zipper), it must have reinforcement at the knees of a double layer of the same type of fabric used in the trouser's manufacture (Rip Stop weight 220 g / m2), the double layer must be sewn internally with a special seam at knee height, a dark green cord of durable material to adjust the hem, the fabric to be used must be resistant to field traction, tearing, abrasion, and washing, and a black synthetic material belt shall be used.

The shoes shall be mid-calf height, black in color, lace-up, with black laces and flexible sole, and black socks shall be used.

The jacket (military-type) shall have buttons on the front of olive green color. On it, it shall have two pockets, one on the left and another on the right with a straight flap and with a velcro closure underneath on each of them, and over the left pocket, the stitched insignia of the Conservation Area will be placed.

For operations at sea or in coastal zones, the round-neck shirt may be used with the following characteristics: sand-green in color. Likewise, short cargo-type trousers at knee height, in "Rip stop" fabric of olive green color, the fly shall be provided with a metal zipper (high-resistance safety metal jean zipper), with two front pockets placed one on the right and another on the left; two buttonhole-type back pockets, with a straight flap and with a velcro closure placed one on the right and another on the left, two side pockets with flap with velcro closure, placed at thigh height.

The shoes shall be black in color, mid-calf height, flexible sole, with black laces, black socks shall be used, or if required, sandals of the type for aquatic sports may be used, with a rubber sole, with synthetic components adapted to sea water, black in color, and with multiple velcro adjustment possibilities.

• c)Field work uniform for fire control duties:

Said uniform corresponds to activities of prevention, control, and liquidation of forest fires and other incidents; an adequate uniform is required, which facilitates the actions and tasks to be performed, allows safety and comfort both in the use of equipment and tools, the application of control techniques, travel to the sites where these fires occur, and the protection of personnel.

The shirt of golden yellow color, which facilitates the location of the persons wearing them in the places where forest fires are attended, so that they can be located easily, at all times, both by their colleagues and by the personnel directing the forest fire attention and control actions. The design characteristics of the shirts are:

1. The fabric to be used must be of fireproof material or 100% cotton, without synthetic materials, to avoid burns and other damages to the officials from the high radiation generated during the fire or from direct contact with the fire.

2. With a weight equal to or less than 270 gr/m2.

3. Cuffs and pockets that will close with velcro-type adhesive strip.

4. The shirt shall be golden yellow in color, with 7 white buttons or snaps in front, with long sleeves and the cuffs shall be closed by a velcro-type adhesive strip, on the front it shall have two pockets: one on the right and another on the left, with a straight flap and with a velcro closure underneath on each of them. They shall possess a 'shirt-type' collar closed with a button. The lower part of the shirt shall be straight and the sides shall be slightly curved for its better adaptation to the body.

5. On the back of the shirt, it shall have four orifices for greater aeration, these same orifices shall be in the armpits. The shirts must be new, of recent manufacture, and made with first-quality materials.

Given that this material will be used in harsh working conditions during extinction, its basic qualities shall be such that they combine, along with its careful manufacture, lightness and comfort of use, a high resistance and effectiveness against fire.

The trousers are a garment for dress and personal protection that fits the body at the waist and descends covering each leg to the ankles. The characteristics of the trousers are:

1. The fabric to be used must be of fireproof material or 100% cotton without synthetic materials, to avoid burns and other damages to the officials from the high radiation generated during the fire or from direct contact with the fire.

2. The weight of the trousers shall be equal to or less than 270 gr/m2.

3. The trousers shall be olive green in color.

4. They must be resistant to field traction, to tearing, to abrasion resistance, and to washing (shrinkage).

5. The trousers shall be long cargo-type and the fly shall be provided with a metal zipper closing at its top part with a button or snap aligned with the same and centered on the waistband.

6. The trousers shall be straight-type, with two front pockets lined with the same fabric as the ensemble and two back patch pockets with a straight flap and with a velcro closure underneath on each of them; likewise, they must have two pockets, one on each side of the knees cargo-type, with reinforcement in the gluteus area, and knees.

The boot-type footwear must be black in color, made of leather, with a sole resistant to friction and to high temperatures, provided with a mid-calf height, which must present the following characteristics:

1. Given that this material will be used in extinction operations, in harsh working conditions, its basic characteristics shall be such that they combine conditions of robustness, flexibility, lightness, ease of preservation and maintenance, to ensure the greatest effectiveness and duration of the same.

2. The dimensions and weight of the boots must comply with the following dimensions: Height 225 mm. ± 10 mm, weight 1.5 Kg. (per pair).

3. The body of the boot shall be made of bovine leather in black color, the lower band of the sole shall be of rubber or nitrile carved with the chemical composition pertinent to obtain the abrasion resistance necessary for the work to be performed, in the inner lining synthetic textile material may be used, provided it does not hinder the easy aeration of the foot, nor the elimination of heat.

4. The laces shall be black in color and of material resistant to elevated temperatures with proven resistance against humidity and contact heat.

5. The eyelets, rivets, and other metal parts must be protected against oxidation.

6. The ankle and the lower part of the leg must be well protected and adjusted by means of a closure with laces and metal eyelets, extending preferably up to the top part of the height.

7. Frontally, the height shall be closed by a bellows sewn to its inner edge, the tongue not being accepted.

8. The heel and the toe cap shall be reinforced with leather, metallic protectors not being admitted for the latter.

9. Internally, the shoes shall be lined with textile material, at least from the mid-lateral part of the foot and the instep, up to the toe cap; they shall be provided with an internal insole of insulating material against possible overheating when walking on burned grounds.

10. The leather used for the manufacture of the shoes must be treated against humidity, no waterproofing procedure that hinders the aeration of the foot being admitted; likewise, no type of anti-water grease must be applied to the skin.

11. It must be taken into account in their manufacture and for their sizing, that normally they will be used with two pairs of socks, one fine cotton covering the foot, and the second, thick outer and 100% cotton.

12. The sole shall be of rubber or nitrile, sewn with strong high-resistance thread, if this thread appears on the lower part of the sole, apart from the properties referred to previously, it must be fireproof to avoid its breakage on contact with embers.

13. The design of the tread and heel shall be deep and non-slip, constituted by prismatic wedge-shaped lugs, of trapezoidal section, interspersed among these, others of smaller size may be placed, with different arrangement and shape, so that the grip is maximum on smooth, wet, slippery, or disaggregable terrains.

14. To facilitate movement on descents down steep slopes or traversing hillsides, the heel in its rear zone shall have a height of 30 mm. ± 2 mm. and 20 mm. ± 1 mm. at the insertion with the tread.

15. Soles with flat or wedge heels with smooth leather soles and soft or plastic rubber soles, both with a low melting point, are not admitted.

16. The pieces of leather that constitute the body of the boot, as well as the sole, shall be sewn with high-resistance thread and reinforced with double stitching in those areas that support greater stresses and with a higher risk of breakage.

• d)Formal uniform:

The formal uniform shall be used to attend official acts, celebrations of the National System of Conservation Areas, protocolary activities, meetings with foreign institutions and corps, in courses or seminars that so merit it, both national and international.

The men's uniform shall consist of an aviator-type shirt sand-green in color, with 7 beige buttons, with two epaulettes on the shoulders, one on the right and another on the left, an end where it buttons in an arrow shape, secured at its distal end by a beige-colored button, 3 cm wide, uniform (same measurement at base, center, and end), starting from the sleeve seam and ending 3 centimeters before reaching the base of the collar, long-sleeved, with two pockets: one on the right and another on the left, with a flap with corner cuts and with a velcro closure underneath on each of them, on the left pocket, the stitched insignia of the Conservation Area will be placed. The lower part of the shirt shall be straight and the sides shall be slightly curved for its better adaptation to the body.

The women's uniform shall consist of a long-sleeved aviator-type blouse, sand-green in color, with 7 beige buttons, with two epaulettes on the shoulders, one on the right and another on the left, an end where it buttons in an arrow shape, secured at its distal end by a beige-colored button, 3 centimeters wide, uniform (same measurement at base, center, and end), starting from the sleeve seam and ending 3 centimeters before reaching the base of the collar, with two pockets: one on the right and another on the left, with a flap with corner cuts and with a velcro closure underneath on each of them. The lower part of the blouse shall be straight and the sides shall be slightly curved for its better adaptation to the body.

The women's trousers or skirt shall be olive green in color, without pleats, with two slanted front pockets placed one on the right and another on the left; with two buttonhole-type back pockets placed one on the right and another on the left, the fly shall be provided with a zipper, and a black leather belt shall be used.

The trousers must have waist adjustment tabs, the trouser belt loops shall measure 2 centimeters wide by 4 centimeters and a half long, to carry a belt, and placed two at the front and three at the back.

In the case of the skirt, the length shall be knee-length, the skirt belt loops shall measure 2 centimeters wide by 4 centimeters and a half long, to carry a belt, and placed two at the front and three at the back.

The officials from administrative offices of the National System of Conservation Areas must use one of the indicated uniforms when visiting Protected Wild Areas in the performance of their functions, at meetings, special events, or when the Director of the Conservation Area or the Executive Management so orders.

Permitted Accessories

The cape shall have the following characteristics: cactus green color, front velcro closure, reflective bands on the back and on the sleeves, with the badge of the National System of Conservation Areas stamped on the back, and on the front on the left side, it must contain the stamped badge of the respective Conservation Area.

The reflective vest shall be in orange color, with yellow bands in reflective material and of standard type. Said vest shall form part of the uniform when so required by the nature of the actions to be carried out by the official.

The use of the jacket and the coat shall be designated according to the climate of the workplace and shall be olive green in color. When required, reflective bands may be used on the sleeve or back.

The use of the helmet shall be mandatory when carrying out the activity of speleology whose objective is the exploration and study of underground cavities, for firefighting or another type of incident.

Both shall be sand-green in color, with the insignia of the National System of Conservation Areas sewn on the front.

The use of solar protection lenses is optional, but if used, they shall be of sports type, with dark colored frames and lenses and with 100% protection against ultraviolet rays.

Rules on the Use of Uniforms

In accordance with the safety, good personal presentation, and decorum that an official of the National System of Conservation Areas must project while using the uniform, officials must observe the following rules:

• a)Male personnel:

1. Must wear the shirt with the tails tucked in and keep the shirt buttoned.

2. Keep clean-shaven, or if using a beard, this must be short.

3. Nails must always be kept short and clean.

4. The use of a wristwatch is authorized, a maximum of two rings, a chain which must be kept under the shirt.

5. During free time, the uniform may not be used; however, at the moment when the official travels from his home to his workplace and vice versa, its use is authorized, and it must be worn completely and correctly.

6. The uniform must always be kept clean, well ironed, wear the tails tucked in, when they are in public service duties or representing the institution in public and private activities.

• b)Female personnel:

1. The use of makeup is authorized, as long as it is not excessive, inappropriate, or too flashy.

2. The use of a wristwatch is authorized, a maximum of two rings, a chain or necklace, which must be kept under the blouse, and in the event that earrings are used, only one earring per ear is authorized and they must be small.

3. Nails must always be kept clean. The use of cosmetic nail polish in a discreet color is permitted.

4. During free time, the uniform may not be used; however, during travel from her home to her workplace and vice versa, its use is authorized, wearing it completely and correctly.

5. The uniform must always be kept clean, well ironed, in excellent presentation, and wear the tails tucked in, when they are in public service duties or representing the institution in public and private activities.

General Rules on the Use and Placement of Insignia

The badge of the National System of Conservation Areas must be embroidered on fabric and shall be placed on the shirts, blouses, polo-type shirt, jacket, coats, and jacket sewn 3.5 centimeters from the shoulder seam, on the left sleeve, with the exception of the t-shirts, capes, and vests, where they shall be stamped; and the national flag must be embroidered on fabric and sewn 3.5 centimeters from the shoulder seam on the right sleeve, with the exception of the t-shirts, on which it must be stamped.

On ponytail caps and guanacasteco-type hats, the insignia must be sewn on the front and centered.

The badge of the Conservation Area must be embroidered on fabric and shall be placed sewn on the left pocket, with the exception of the t-shirts, on which it must be stamped, on the left side at chest height.

In the case of the types of uniforms indicated in article 2 of this executive decree, when the Protected Wild Area has some special designation, as is the case of denominations given by Conventions such as: UNESCO, RAMSAR, or others, it shall be at the discretion of the Director of the respective Conservation Area (AC), with the approval of the Executive Director of SINAC, the use or not by the officials of the insignia referring to said characteristic as a distinction, which must be embroidered on fabric and sewn placed on the right sleeve below the flag of Costa Rica, and it is recommended not to place more than one of these insignia on the sleeve.

The distinctions indicated in the previous paragraph shall be placed sewn, 2 centimeters from the edge of the sleeve below the Flag of Costa Rica. The measurements of the distinction must not exceed 6 centimeters in height and 5 centimeters in width.

The badge of the National Fire Management Program shall only be used on the fire control field work uniform and shall be embroidered directly on the left pocket.

In the case of the field work uniforms to be used in forest fire control duties by volunteer brigade members, these shall not have the official distinctives, they shall only carry the badge of the National Fire Management Program embroidered on the right pocket.

The use of pins alluding to national parks is authorized for use in special activities, on the daily use uniform or on the formal one.

Only the insignia, shields, and additional garments authorized by the Executive Management of the National System of Conservation Areas may be used on the uniforms.

The Disciplinary Regime and Supply of Uniforms

Non-compliance with the provisions contained in these Regulations shall be governed by what is provided in articles 105, 107, and 108 of the Autonomous Service Regulations of the Ministry of Environment, Energy and Telecommunications, Executive Decree No. 28409 of December 1, 1999, specifically referring to minor faults.

The National System of Conservation Areas shall be responsible for providing the uniforms to the institution's officials for the proper performance of their functions.

The different heads, according to the structure of the National System of Conservation Areas and the Executive Secretariat, shall be responsible for ensuring the adequate use of the uniforms by their subordinates, in accordance with what is indicated in this executive decree.

Repeal Executive Decree No. 21383-MINAE of June 10, 1992.

It shall be effective from its publication in the Official Gazette La Gaceta.

Given at the Presidency of the Republic.—San José, at ten o'clock on the twenty-sixth of September of the year two thousand eleven.

El presente reglamento regulará el uso y las características de los uniformes y distintivos autorizados para los funcionarios del Sistema Nacional de Áreas de Conservación.

• a)Uniforme de uso diario:

Consta de camisa o blusa tipo aviador de manga corta, de color verde arena, con siete botones en color beige, con dos charreteras en los hombros, una a la derecha y otra a la izquierda, extremo donde se abotona en forma de flecha, fijada en su extremo distal mediante un botón color beige, ancho de 3 centímetros, uniforme (igual medida base, centro y extremo), iniciando de la costura de la manga y finalizando 3 centímetros antes de llegar a la base del cuello, con dos bolsas: una a la derecha y otra a la izquierda, con tapa con cortes en las esquinas y con cierre de velcro por debajo en cada una de ellas, y en la bolsa izquierda se colocará cosida la insignia o distintivo del Área de Conservación (AC) que corresponda. La parte inferior de la camisa será recta y los costados serán ligeramente curvados para su mejor adaptación al cuerpo.

El pantalón de hombre será de color verde olivo, sin paletones, con dos bolsas delanteras sesgadas colocadas una a la derecha y otra a la izquierda; con dos bolsas traseras tipo ojal colocadas una a la derecha y otra a la izquierda, la jareta estará provista de cremallera. El pantalón deberá contar con tensores de ajuste para la cintura, y se utilizará faja de cuero color negro. Las fajillas del pantalón medirán 2 centímetros de ancho por 4 centímetros y medio de largo, para portar cinturón, y colocadas dos al frente y tres en la parte de atrás.

Los zapatos serán de color negro, con cordones de color negro y se utilizarán medias de color negro.

El pantalón de mujer o falda será de color verde olivo, sin paletones con dos bolsas delanteras sesgadas colocadas una a la derecha y otra a la izquierda; con dos bolsas traseras tipo ojal colocadas una a la derecha y otra a la izquierda, la jareta estará provista de cremallera y se utilizará faja de cuero color negro.

El pantalón deberá contar con tensores de ajuste para la cintura, las fajillas del pantalón medirán 2 centímetros de ancho por 4 centímetros y medio de largo, para portar cinturón, y colocadas dos al frente y tres en la parte de atrás.

Para el caso de la falda el largo será a la altura de la rodilla, las fajillas de la enagua medirán 2 centímetros de ancho por 4 centímetros y medio de largo, para portar cinturón, y colocadas dos al frente y tres en la parte de atrás.

Los zapatos serán cerrados, tacón medio o bajo y de color negro.

Para el caso de los funcionarios de las oficinas administrativas del SINAC, podrán utilizar camisetas tipo polo de color verde arena, con las insignias descritas en el artículo 12 y con el pantalón o falda indicados en párrafos anteriores.

• b)Del uniforme de faena en general:

El uniforme de faena será utilizado por los funcionarios que desempeñen actividades y operativos de control y protección en zonas montañosas, marítimas y ribereñas. Dicho uniforme constará de las siguientes piezas:

La camisa con malla de ventilación en la parte de la espalda, de manga corta, de color verde arena, con 7 botones de color beige, con dos charreteras una a la derecha y otra a la izquierda en los hombros, extremo donde se abotona en forma de flecha, fijada en su extremo distal mediante un botón color beige, ancho de 3 centímetros, uniforme (igual medida base, centro y extremo), iniciando de la costura de la manga y finalizando 3 centímetros antes de llegar a la base del cuello, con dos bolsas: una a la derecha y otra a la izquierda, con tapa con cortes en las esquinas y con cierre de velcro por debajo en cada una de ellas, en la bolsa izquierda se colocará la insignia cosida del Área de Conservación. La parte inferior de la camisa o blusa será recta y los costados serán ligeramente curvados para su mejor adaptación al cuerpo.

El pantalón será largo tipo cargo en tela "Rip stop" de color verde olivo, con refuerzo entre piernas, dos bolsas delanteras sesgadas una a la izquierda y otra a la derecha, con atraque en las bolsas delanteras, dos bolsas traseras con tapa una a la derecha y otra a la izquierda con cierre de velcro, dos bolsas laterales tipo expansivas con cierre de velcro a la altura de la rodilla, las fajillas del pantalón medirán 2 centímetros de ancho por 4 centímetros y medio de largo, para portar cinturón, y colocadas dos al frente y tres en la parte de atrás, la jareta estará provista de cremallera de metal (zíper de jean metálico con seguridad de alta resistencia), deberá tener refuerzo en las rodillas de doble capa del mismo tipo de tela utilizado en la confección del pantalón (Rip Stop peso 220 g / mt2), la doble capa debe ser cosida en forma interna con costura especial a la altura de la rodilla, cordón verde oscuro de material duradero para ajustar el ruedo, la tela a utilizar deberá ser resistente a la tracción en campo, al rasgado, a la abrasión y al lavado , y se utilizará faja de material sintético color negro.

Los zapatos serán de caña media, de color negro, de amarre, con cordones negros y suela flexible y se utilizarán medias de color negro.

La chaqueta (tipo guerrera) tendrá botones al frente de color verde olivo. En la misma, tendrá dos bolsas una a la izquierda y otra a la derecha con tapa recta y con cierre de velcro por debajo en cada una de ellas, y sobre la bolsa izquierda se colocará cosida la insignia del Área de Conservación.

Para operaciones en el mar o en zonas costeras se podrá utilizar la camiseta de cuello redondo con las siguientes características: de color verde de arena. Asimismo, pantalón corto tipo cargo a la altura de la rodilla, en tela "Rip stop" de color verde olivo, la jareta estará provista de cremallera de metal (zíper de jean metálico con seguridad de alta resistencia), con dos bolsas delanteras colocadas una a la derecha y otra a la izquierda; dos bolsas traseras tipo ojal, con tapa recta y con cierre de velcro colocadas una a la derecha y otra a la izquierda, dos bolsas laterales con tapa con cierre de velcro, colocadas a la altura de los muslos.

Los zapatos serán de color negro, de caña media, suela flexible, con cordón de color negro, se utilizarán medias de color negro, o en caso de requerirse, se podrá utilizar sandalias del tipo para deportes acuáticos, con suela de hule, con componentes sintéticos adaptados al agua de mar, de color negro y con múltiples posibilidades de ajuste en velcro.

• c)Uniforme de faena en labores de control de incendios:

Dicho uniforme corresponde a las actividades de prevención, control y liquidación de incendios forestales y otros incidentes; se requiere de un uniforme adecuado, que facilite las acciones y tareas a realizar, permita la seguridad y comodidad tanto en el uso de equipos y herramientas, la aplicación de técnicas de control, el desplazamiento a los sitios donde se presentan estos incendios y la protección del personal.

La camisa de color amarillo oro, que facilite la ubicación de las personas que las portan en los lugares donde se atienden los incendios forestales, para que sean ubicados con facilidad, en todo momento, tanto por sus compañeros como por el personal que dirige las acciones de atención y control de los incendios forestales. Las características de diseño de las camisas son:

1. La tela a utilizar debe ser de material ignifugo o 100% de algodón, sin materiales sintéticos, para evitar quemaduras y otros daños a los funcionarios por la alta radiación que se genera durante el incendio o por contacto directo del fuego.

2. Con un peso igual o inferior a 270 gr/m2.

3. Puños y bolsillos que se cerrarán con banda adhesiva tipo velcro.

4. La camisa será de color amarillo oro, con 7 botones o broches de color blanco adelante, con manga larga y los puños se cerrarán mediante una tira adhesiva tipo velcro, en el frente llevará dos bolsas: una a la derecha y otra a la izquierda, con tapa recta y con cierre de velcro por debajo en cada una de ellas. Poseerán un cuello de tipo "camisero" cerrado con botón. La parte inferior de la camisa será recta y los costados serán ligeramente curvados para su mejor adaptación al cuerpo.

5. En la espalda de la camisa llevará cuatro orificios para mayor aireación, estos mismos orificios irán en las axilas. Las camisas deberán ser nuevas, de reciente fabricación y elaboradas con materiales de primera calidad.

Dado que este material será utilizado en duras condiciones de trabajo durante la extinción, sus cualidades básicas serán tales que reúnan junto a su esmerada confección, ligereza y comodidad de uso, una elevada resistencia y efectividad contra el fuego.

El pantalón es una prenda de vestir y de protección personal que se ciñe al cuerpo en la cintura y desciende cubriendo cada pierna hasta los tobillos. Las características de los pantalones son:

1. La tela a utilizar debe ser de material ignifugo o 100% de algodón sin materiales sintéticos, para evitar quemaduras y otros daños a los funcionarios por la alta radiación que se genera durante el incendio o por contacto directo del fuego.

2. El peso del pantalón será igual o inferior a 270 gr/m2.

3. El pantalón será de color verde olivo.

4. Deberá ser resistente a la tracción en campo, al rasgado, a la abrasión resistencia y al lavado (encogimiento).

5. El pantalón será largo tipo cargo y la jareta estará provista de cremallera metálica cerrando en su parte superior con un botón o broche alineado con la misma y centrado en pretina de cintura.

6. Los pantalones serán de tipo recto, con dos bolsillos delanteros con forro del mismo tejido del conjunto y dos bolsillos traseros de parche con tapa recta y con cierre de velcro por debajo en cada una de ellas; así mismo deberá de contar con dos bolsillos uno a cada lado de las rodillas tipo cargo, con refuerzo en área de glúteos, y rodillas.

El calzado tipo botas deben ser de color negro, elaborados en cuero, con suela resistente al rozamiento y a las altas temperaturas, provistos de media caña, los cuales deben presentar las siguientes características:

1. Dado que este material será utilizado en operaciones de extinción, en duras condiciones de trabajo, sus características básicas serán tales que reúnan unas condiciones de robustez, flexibilidad, ligereza, facilidad de conservación y mantenimiento, para asegurar la mayor efectividad y duración del mismo.

2. Las dimensiones y peso de las botas deberá cumplir las siguientes dimensiones: Altura 225 mm. ± 10 mm, peso 1.5 Kg. (par).

3. El cuerpo de la bota estará confeccionado en cuero vacuno en color negro, la banda inferior del piso será de caucho o nitrilo labrado con la composición química pertinente para obtener la resistencia a la abrasión necesaria para el trabajo a realizar, en el forrado interior podrá utilizarse material textil sintético, siempre que no dificulte la fácil aireación del pie, ni la eliminación del calor.

4. Los cordones serán de color negro y de material resistente a elevadas temperaturas con probada resistencia contra la humedad y al calor por contacto.

5. Los ojetes, remaches y demás partes metálicas deberán estar protegidas contra la oxidación.

6. El tobillo y la parte inferior de la pierna deben quedar bien protegidos y ajustados mediante un cierre con cordones y ojetes metálicos, extendiéndose preferiblemente hasta la parte superior de la caña.

7. Frontalmente la caña irá cerrada mediante una cartera cosida al borde interno de la misma, no aceptándose la lengüeta.

8. El talón y la puntera irán reforzados con cuero, no admitiéndose para esta última los protectores metálicos.

9. Interiormente, los zapatos irán forrados de material textil, al menos desde el lateral medio del pie y el empeine, hasta la puntera; estarán provistas de una plantilla interna de material aislante contra posibles recalentamientos al transitar por terrenos quemados.

10. El cuero que se utilice para la elaboración de los zapatos, deberá estar tratado contra la humedad, no admitiéndose ningún procedimiento de impermeabilizado que dificulte la aireación del pie; asimismo no debe de aplicarse sobre la piel ningún tipo de grasas contra el agua.

11. Debe tenerse en cuenta en su confección y para su dimensionado, que normalmente se utilizarán con dos pares de calcetines uno de algodón fino cubriendo el pie, y el segundo, exterior grueso y 100% de algodón.

12. La suela será de caucho o nitrilo, cosida con hilo fuerte de gran resistencia, si este hilo aparece por la parte inferior de la suela aparte de las propiedades referidas anteriormente deberá ser ignífugo para evitar su rotura al contacto con las brasas.

13. El diseño de la planta y tacón será profundo y antideslizante, constituido por tacos prismáticos en cuña, de sección trapezoidal intercalados entre estos pueden ir otros menores, con distinta disposición y forma, de manera que la sujeción sea máxima sobre terrenos lisos, húmedos, resbaladizos o disgregables.

14. Para facilitar el desplazamiento en descensos por pendientes pronunciadas o a media ladera, el tacón en su zona posterior tendrá una altura 30 mm. ± 2 mm. y de 20 mm. ± 1 mm. en la inserción con la planta.

15. No se admiten suelas con tacón plano o en cuña con suela de cuero lisa y de goma blanda o de plástico, ambas con bajo punto de fusión.

16. Las piezas de piel que constituyen el cuerpo de la bota, así como la suela, irán cosidas con hilo de gran resistencia y reforzadas con doble puntada en aquellas zonas que soporten mayores esfuerzos y con mayor riesgo de rotura.

• d)Uniforme formal:

El uniforme formal se utilizará para asistir a actos oficiales, celebraciones del Sistema Nacional de Áreas de Conservación, actividades protocolarias, encuentros con instituciones y cuerpos extranjeros, en cursos o seminarios que así lo ameriten, tanto nacionales como internacionales.

El uniforme de los hombres constará de camisa tipo aviador color verde arena, con 7 botones beige, con dos charreteras en los hombros, una a la derecha y otra a la izquierda, extremo donde se abotona en forma de flecha, fijada en su extremo distal mediante un botón color beige, ancho de 3 cm, uniforme (igual medida base, centro y extremo), iniciando de la costura de la manga y finalizando 3 centímetros antes de llegar a la base del cuello, de manga larga, con dos bolsas: una a la derecha y otra a la izquierda, con tapa con cortes en las esquinas y con cierre de velcro por debajo en cada una de ellas, en la bolsa izquierda se colocará cosida la insignia del Área de Conservación. La parte inferior de la camisa será recta y los costados serán ligeramente curvados para su mejor adaptación al cuerpo.

El pantalón será de color verde olivo, sin paletones, con dos bolsas delanteras sesgadas colocadas una a la derecha y otra a la izquierda; con dos bolsas traseras tipo ojal colocadas una a la derecha y otra a la izquierda, la jareta estará provista de cremallera metálica. El pantalón deberá contar con tensores de ajuste para la cintura y se utilizará faja de material cuero de color negro. Las fajillas del pantalón medirán 2 centímetros de ancho por 4 centímetros y medio de largo, para portar cinturón, y colocadas dos al frente y tres en la parte de atrás. Los zapatos serán de color negro, con cordones de color negro y se utilizarán medias de color negro.

El uniforme de las mujeres, constará de una blusa tipo aviador de manga larga, color verde arena, con 7 botones beige, con dos charreteras en los hombros, una a la derecha y otra a la izquierda, extremo donde se abotona en forma de flecha, fijada en su extremo distal mediante un botón color beige, ancho de 3 centímetros, uniforme (igual medida base, centro y extremo), iniciando de la costura de la manga y finalizando 3 centímetros antes de llegar a la base del cuello, con dos bolsas: una a la derecha y otra a la izquierda, con tapa con cortes en las esquinas y con cierre de velcro por debajo en cada una de ellas. La parte inferior de la blusa será recta y los costados serán ligeramente curvados para su mejor adaptación al cuerpo.

El pantalón de mujer o falda será de color verde olivo, sin paletones con dos bolsas delanteras sesgadas colocadas una a la derecha y otra a la izquierda; con dos bolsas traseras tipo ojal colocadas una a la derecha y otra a la izquierda, la jareta estará provista de cremallera y se utilizará faja de cuero color negro.

El pantalón deberá contar con tensores de ajuste para la cintura, las fajillas del pantalón medirán 2 centímetros de ancho por 4 centímetros y medio de largo, para portar cinturón, y colocadas dos al frente y tres en la parte de atrás.

Para el caso de la falda el largo será a la altura de la rodilla, las fajillas de la enagua medirán 2 centímetros de ancho por 4 centímetros y medio de largo, para portar cinturón, y colocadas dos al frente y tres en la parte de atrás.

Los funcionarios y funcionarias de oficinas administrativas del Sistema Nacional de Áreas de Conservación, deberán utilizar alguno de los uniformes indicados, cuando visiten las Áreas Silvestres Protegidas en el desempeño de sus funciones, en reuniones, eventos especiales o cuando el Director del Área de Conservación o la Dirección Ejecutiva así lo dispongan.

De los accesorios permitidos

La capa tendrá las siguientes características: color verde cactus, cierre frontal con velcro, bandas reflectivas en la espalda y en las mangas, con el distintivo del Sistema Nacional de Áreas de Conservación estampado en la espalda, y al frente en el lado izquierdo deberá contener estampado el distintivo del Área de Conservación respectiva.

El chaleco reflectivo será en color naranja, con bandas amarillas en material reflectivo y tipo estándar. Dicho chaleco formará parte del uniforme cuando así se requiera por la naturaleza de las acciones a realizar por el funcionario.

La utilización de la jacket y el abrigo se designarán según el clima del lugar de trabajo y serán de color verde olivo. Cuando se requiera, se podrá utilizar bandas reflectivas en la manga o espalda.

El uso del casco será obligatorio cuando se desarrolle la actividad de espeleología cuyo objeto es la exploración y estudio de las cavidades subterráneas, para el combate de incendios u otro tipo de incidentes.

Ambos serán de color verde arena, con la insignia del Sistema Nacional de Áreas de Conservación cosida al frente.

El uso de lentes de protección solar es opcional, pero de utilizarse, serán de tipo deportivo, con aro y lentes de color oscuro y con protector 100% contra los rayos ultravioletas.

Reglas sobre el uso de uniformes

Acorde con la seguridad, buena presentación personal y el decoro que debe proyectar un funcionario del Sistema Nacional de Áreas de Conservación durante la utilización del uniforme, los funcionarios deberán observar las siguientes reglas:

• a)Personal masculino:

1. Deberá usar la camisa con las faldas por dentro y mantener la camisa abotonada.

2. Mantenerse rasurado, o en caso de usar barba ésta debe ser corta.

3. Las uñas deben mantenerse siempre cortas y limpias.

4. Se autoriza el uso de reloj de pulsera, máximo dos anillos, una cadena la cual deberá mantenerse por debajo de la camisa.

5. Durante el tiempo libre no se podrá utilizar el uniforme; sin embargo, al momento en que el funcionario se desplace desde su domicilio a su lugar de trabajo y viceversa, se autorizará su uso, debiendo portarlo en forma completa y correcta.

6. El uniforme deberá mantenerse siempre limpio, bien planchado, usar las faldas por dentro, cuando estén en labores de atención al público o en representación de la institución en actividades públicas y privadas.

• b)Personal femenino:

1. Se autoriza el uso de maquillaje, sin que éste sea excesivo, inapropiado o demasiado llamativo.

2. Se autoriza el uso de reloj de pulsera, máximo dos anillos, una cadena o collar, la cual deberá mantenerse por debajo de la blusa, y en caso de que se utilicen aretes, solamente se autoriza un arete por oreja y los mismos deberán ser pequeños.

3. Las uñas deben mantenerse siempre limpias. Se permite el uso de esmalte cosmético en color discreto.

4. Durante el tiempo libre no se podrá utilizar el uniforme; sin embargo, en el desplazamiento desde su domicilio a su lugar de trabajo y viceversa se autoriza su uso, portándolo en forma completa y correcta.

5. El uniforme deberá mantenerse siempre limpio, bien planchado, en excelente presentación y usar las faldas por dentro, cuando estén en labores de atención al público o en representación de la institución en actividades públicas y privadas.

Generalidades sobre el uso y colocación de las insignias

El distintivo del Sistema Nacional de Áreas de Conservación, deberá ser bordado en tela y se colocará en las camisas, blusas, camiseta tipo polo, chaqueta, abrigos y jacket cosido a 3,5 centímetros de la costura del hombro, en la manga izquierda, con excepción de las camisetas, capas y chalecos serán estampadas; y la bandera nacional deberá ser bordada en tela y cosida a 3,5 centímetros de la costura del hombro en la manga derecha, con excepción de las camisetas, en las cuales deberá ser estampada.

En las gorras de coleta y sombreros tipo guanacasteco, las insignias deberán ser cosidas al frente y centradas.

El distintivo del Área de Conservación deberá ser bordado en tela y se colocará cosido en la bolsa izquierda, con excepción de las camisetas, en las cuales se deberá estampar, en el lado izquierdo a la altura del pecho.

Para el caso de los tipos de uniformes indicados en el artículo 2 del presente decreto ejecutivo, cuando el Área Silvestre Protegida cuente con alguna designación especial, como es el caso de la denominaciones dadas por Convenciones como: UNESCO, RAMSAR u otros, quedará a criterio del Director del Área de Conservación (AC) respectiva, con la aprobación del Director Ejecutivo del SINAC, la utilización o no por parte de los funcionarios, de la insignia referente a dicha característica a modo de distinción, la cual deberá ser bordada en tela y cosida ponerse en la manga derecha por debajo de la bandera de Costa Rica y se recomienda no poner más de una de estas insignias en la manga.

Las distinciones indicadas en el párrafo anterior se colocarán cosidas, a 2 centímetros del borde de la manga por debajo de la Bandera de Costa Rica. Las medidas de la distinción no deberán exceder a 6 centímetros de alto y 5 centímetros de ancho.

El distintivo del Programa Nacional de Manejo del Fuego sólo se usará en el uniforme de faena de control de incendios y se bordará directamente en la bolsa izquierda.

Para el caso de los uniformes de faena a utilizar en labores de control de incendios forestales por parte de los brigadistas voluntarios, estos no tendrán los instintivos oficiales, sólo llevarán el distintivo del Programa Nacional de Manejo del Fuego bordado en la bolsa derecha.

Se autorizará el uso de pines alusivos a los parques nacionales para ser utilizados en actividades especiales, en el uniforme de uso diario o en el formal.

En los uniformes se podrá utilizar únicamente las insignias, escudos y prendas adicionales, que la Dirección Ejecutiva del Sistema Nacional de Áreas de Conservación autorice.

Del régimen disciplinario y suministro de uniformes

El incumplimiento de las disposiciones contenidas en el presente Reglamento, se regirá por lo dispuesto en los artículos 105, 107 y 108 del Reglamento Autónomo de Servicios del Ministerio de Ambiente, Energía y Telecomunicaciones, Decreto Ejecutivo Nº 28409 del 01 de diciembre de 1999, específicamente lo referente a las faltas leves.

El Sistema Nacional de Áreas de Conservación, será el encargado de proveer los uniformes a los funcionarios de la institución, para el buen desempeño de sus funciones.

Las diferentes jefaturas de acuerdo a la estructura del Sistema Nacional de Áreas de Conservación y de la Secretaría Ejecutiva serán las responsables de velar por el adecuado uso de los uniformes por parte de sus subalternos, de conformidad a lo indicado en el presente decreto ejecutivo.

Deróguese el Decreto Ejecutivo Nº 21383-MINAE del 10 de junio de 1992.
