in the entirety of the text - Complete Text of Regulation 36743 Declares of Public Utility for the interests of the State the Administrative Association of the Rural Aqueduct of Jabillos Complete Text of the act: DD2E4 Nº 36743-JP THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF JUSTICE AND PEACE Based on the provisions of articles 140, subsection 18) and 146 of the Political Constitution, article 32 of the Associations Law (Ley de Asociaciones), and articles 27 and following of its Regulation (Reglamento).
I.-That article 32 of the Associations Law (Ley de Asociaciones) number 218 of August eight, nineteen thirty-nine and its amendments, grants the Executive Branch the power to declare of Public Utility simple, federated, or confederated Associations whose development and activities are particularly useful for the interests of the State, and thereby contribute to solving a social need.
II.-That the Administrative Association of the Rural Aqueduct of Jabillos (Asociación Administradora del Acueducto Rural de Jabillos), legal entity identification number 3-002-213392, was registered in the Associations Registry (Registro de Asociaciones) of the Public Registry since December tenth, nineteen ninety-seven, under volume Nº 443, entry 4548.
III.-That the purposes pursued by the Association, according to article four of its bylaws, are: ". Article four: The purposes of the Association are the following: A) To build an aqueduct in the locality of Jabillos; B) To manage, operate, and maintain the aqueduct in good conditions, in accordance with the provisions and regulations issued by the Costa Rican Institute of Aqueducts and Sewers (Instituto Costarricense de Acueductos y Alcantarillados); C) To obtain the effective participation of the community in the construction and maintenance of the aqueduct; D) To collaborate in educational programs and campaigns that are undertaken; E) To help explain and disseminate within the community the provisions of the aforementioned National Institute; F) To cooperate with the plans, projects, and works undertaken by the Institute in the community; G) To participate in the surveillance and protection of the aqueduct's supply sources, avoid their contamination, and help with the protection of the region's watersheds ." IV.-That such purposes solve a social need of the first order, and therefore deserve the support of the Costa Rican State. Therefore, They decree:

II.-Que la Asociación Administradora del Acueducto Rural de Jabillos, cédula de persona jurídica número 3-002-213392, se inscribió en el Registro de Asociaciones del Registro Público desde el día diez de diciembre de mil novecientos noventa y siete, bajo el tomo Nº 443, asiento 4548.
III.-Que los fines que persigue la Asociación, según el artículo cuarto de sus estatutos, son: ". Artículo cuarto: Los fines de la Asociación son los siguientes: A) Construir un acueducto en la localidad de Jabillos; B) Administrar, operar y conservar en buenas condiciones el acueducto, de acuerdo con las disposiciones y reglamentos que al respecto emita el Instituto Costarricense de Acueductos y Alcantarillados; C) Obtener la participación efectiva de la comunidad en la construcción y mantenimiento del acueducto; D) Colaborar en los programas y campañas de índole educativo que se emprendan; E) Ayudar a explicar y divulgar en la comunidad las disposiciones del Instituto Nacional mencionado; F) Cooperar con los planes, proyectos y obras que emprenda el Instituto en la comunidad; G) Participar en la vigilancia y protección de las fuentes de abastecimiento del acueducto, evitar las contaminaciones de las mismas y ayudar a la protección de las cuencas hidrográficas de la región .". IV.-Que tales fines solventan una necesidad social de primer orden, por lo cual merecen el apoyo del Estado Costarricense. Por tanto,
