"Article 1—A state of national emergency is declared for the situation caused by extreme hydrometeorological conditions that occurred during the months of August and September of 2010, which have affected the Central Pacific, North, South, Central Valley and Guanacaste, associated with low-pressure systems and tropical waves at a regional level in the Caribbean Sea that have generated abundant rainfall in all the cantons of the provinces of Puntarenas, Alajuela, Heredia, San José, Cartago and Guanacaste, with specific impact on the national road network of the cantons of Esparza, Parrita, Puntarenas, Osa, Buenos Aires, Corredores, Garabito, Golfito and Montes de Oro of the province of Puntarenas; the cantons of San Ramón, Poás, Atenas, Zarcero, San Carlos, Naranjo, Palmares, Grecia, Alajuela, San Mateo and Valverde Vega, of the Province of Alajuela; the cantons of Acosta, Aserrí, Mora, Santa Ana, Puriscal, Tibás, Curridabat, Desamparados, Vázquez de Coronado, Alajuelita, León Cortés, Tarrazú, Turrubares, Dota, Escazú, Goicoechea, Moravia, Pérez Zeledón and San José of the province of San José, the cantons of La Unión, Cartago, El Guarco and Oreamuno of the province of Cartago; the cantons of Heredia, Barva, Santa Bárbara, San Pablo, Santo Domingo and San Isidro of the province of Heredia and the cantons of Abangares, Bagaces, Carrillo, La Cruz, Liberia, Nandayure, Nicoya, Santa Cruz and Tilarán of the province of Guanacaste."
