Requirements to be able to request the exemption from submission of the Operational Report before an EAAS To be able to request the exemption from submission of the operational report, the generating entity must comply with some prior requirements, such as:
1. Discharge solely and exclusively ordinary wastewater: Wastewater generated by domestic human activities (use of toilets, showers, washbasins, sinks, etc.); in addition to discharging solely and exclusively into a sanitary sewer.
2. Having taken the necessary preventive measures (due to the characteristics of its activity) of grease traps, solid traps, or other types of pretreatment for the wastewater. The criterion of necessity for these mechanisms shall be issued exclusively by the Ministry of Health or the corresponding EAAS.
Once the Generating Entity complies with the two previous requirements, and before requesting the exoneration from the operational report, the following information must be compiled:
1. Verification that the EAAS (Administrating Entity of the Sanitary Sewer) is including, in the payment receipt for potable water services, the corresponding sanitary sewer service. In case of having sewer service and it is not being billed, the corresponding charge must be arranged.
2. The service identification number (NIS) or the last billing receipt for the potable water and sewer service.
3. The number of its operating permit and the corresponding municipal license (patente).
4. Verify the existence, in the premises of the commercial establishment, of a discharge into a septic tank, in addition to the discharge into the sanitary sewer.
5. The number of employees of the commercial establishment: total, administrative, production process, etc.
6. The working hours of the commercial establishment.
7. The most recent data related to the number of clients served during each working schedule.
8. A description of the production process, service sales activities, etc., carried out in the commercial establishment. Specify what type of liquid and solid waste is generated in the commercial establishment, and their final disposal, as the case may be (attach proof thereof).
9. Indicate the number of inspection chambers and the total area of the commercial establishment.
10. Indicate if it has any "prior treatment" of the wastewater before its discharge into the sanitary sewer.
11. Indicate if there is a potable water supply from wells or other means different from a public supply network.
12. Indicate if it has storage tanks for water (potable, residual, recirculation, rainwater, etc.)
The representative of the generating entity (the person who will sign as the official responsible party for the declared information) must appear at the EAAS office with the information from the points above, to fill out an application form that will exist in the EAAS office. Together with the official, they must fill out the form with real and truthful information, such that there can be two final procedures:
1. The sending of a note by the EAAS to the interested party, through which it is informed of the result of the request. This must be carried out within a period not exceeding 7 business days, counted from the date of receipt of the form at the EAAS office.
2. The scheduling of an inspection of the Generating Entity, according to the technical criterion that so recommends. After the inspection, the EAAS will deliver a note to the interested party on the results of the request, which must be done within a period not exceeding 7 business days, counted from the day of the inspection.
The notification may be delivered personally, by fax, or by email.

Here you must write down the official name of your commercial establishment.
The CIIU code corresponds to an international classification that allows identification, by means of a number, of each of the most common commercial activities. If, in the Regulation on Discharge and Reuse of Wastewater (33601-MINAE-S), the number corresponding to the activity you carry out is not tabulated, please request the corresponding number at the time of submitting the report to request the exemption from the operational report.
A receiving body is any spring, recharge zone, river, stream, permanent or intermittent brook, lake, lagoon, marsh, natural or artificial reservoir, artificial canal, estuary, mangrove, peat bog, swamp, fresh, brackish, or salt water, where wastewater is discharged.
An EAAS is an Administrating Entity of the Sanitary Sewer (Legal person, public or private, responsible for administering a sanitary sewer system). It can be the AyA, a Municipality, etc. You must verify, through your payment receipt for potable water and sanitary sewer services, who is responsible for the administration of the network into which you discharge your wastewater.
IMPORTANT NOTE: IN CASE THE GENERATING ENTITY INCREASES OR VARIES THE WORK ACTIVITY DECLARED IN THIS DOCUMENT, IT MUST IMMEDIATELY INFORM THE EAAS.
IMPORTANT NOTE: AT ANY TIME AND WITHOUT PRIOR NOTICE, THE CONTROL DEPARTMENT FOR GENERATING ENTITIES OF THE EAAS MAY CARRY OUT VISITS TO THE PREMISES OF THE GENERATING ENTITY TO CONDUCT INSPECTIONS ON THE QUALITY OF THE DISCHARGE.
FORM REQUEST FOR EXEMPTION FROM SUBMISSION OF THE OPERATIONAL REPORT FOR WASTEWATER BEFORE AN EAAS DECREE Nº 33601-MINAE-S This form must present a description of the activities carried out by the GENERATING ENTITY, indicating in which activities water is used and the corresponding points of discharge into the sanitary sewer. It must be completed when the exemption from the Operational Report is requested. Generating entities not included in Annex Nº 1 of DE.33601-S-MINAE, that discharge SOLELY AND EXCLUSIVELY ordinary wastewater into a sanitary sewer may request the exemption from submitting Operational Reports to the EAAS.
