For the purposes of this regulation, the following terms mean:
Hydrant Commission (Comisión de Hidrantes): Interinstitutional Technical Commission for the Control and Development of the Hydrant Network of Costa Rica (Comisión Técnica Interinstitucional para el Control y Desarrollo de la Red de Hidrantes de Costa Rica).
Tall Building (Edificio Alto): Any building with a height greater than 22 m, measured from the lowest sidewalk level to the finished floor level of the last habitable floor.
Administrating and Operating Entity (Ente Administrador y Operador): The administrating or operating entity of the aqueduct system that has under its responsibility the public service of the hydrant network, its installation, development, operation, and maintenance.
Technical Entity (Ente Técnico): For the purposes of this regulation and in accordance with Law No. 8641, the Benemérito Cuerpo de Bomberos de Costa Rica shall act as the technical instance.
Hydrant (Hidrante): A hydrant is understood to be the emergency and fire-fighting device or water intake, designed to provide considerable flow in case of fire; situated at strategic points on public or private roads, duly equipped in accordance with the technical provisions issued by the Benemérito Cuerpo de Bomberos de Costa Rica and that is duly connected and operational with the drinking water network system on the public or private road, or in installations of public or private buildings with the necessary equipment to make it function; where the Benemérito Cuerpo de Bomberos de Costa Rica or the public or private administrating and operating entity of the aqueduct and sewer system, according to the area of competence, may use it in case of imminent risk or emergency.
Public Hydrant (Hidrante público): It is the publicly owned device, situated on the public road and connected to a public water network.
Private Hydrant (Hidrante privado): It is the privately owned device situated within the property and connected to the fire network of the establishment, residential occupancy, or housing complex for whose protection it is intended.
High-Risk Industry (Industria de Alto Riesgo): That in which fuels or other flammable liquids are handled, used, or stored, under conditions in which flammable vapors are released; where grain dust, sawdust, or plastic, aluminum, or magnesium dusts, or other explosive dusts are generated; where dangerous chemical products are manufactured, stored, or handled; where cotton or other combustible fibers are processed or handled under conditions that could generate suspended flammable material.
