La reforma reprograma el cronograma de reducción: para 2008 el contenido máximo de azufre es de 0.20% m/m, y a partir del 15 de enero de 2009 se reduce a 0.05% m/m. El resto de la regulación se mantiene sin cambios. El decreto refleja el cumplimiento de compromisos gubernamentales de reducción paulatina de azufre en el diésel.
