I—That by Executive Decree (Decreto Ejecutivo) No. 8494-A, dated April 28, 1978, the Golfo Dulce Forest Reserve was established, having an approximate area of eighty-four thousand five hundred thirty-eight hectares (84,538 ha).

II—That recent inspections carried out by officials of the Directorate General of Forestry have shown that within said Reserve, some lands with agricultural and livestock suitability, reduced to private ownership, were included, which have no reason to be subject to the forestry regime and should, consequently, be excluded from it.
