- a)Its purpose: To develop the tourist plant of lodging, gastronomy and related services for tourists and visitors who stay overnight in this coastal sector.
- b)Location: Identified with the acronym ZHC, according to map No. 20. Two zones are located, the first in two blocks bounded by landmarks No. 94 and No. 99 - 10 meters and the second bounded to the north by the Quebrada Florentino and to the south by the road that leads to the Reserva Absoluta de Cabo Blanco, this latter sector without landmarks.
- c)Permitted Uses: Hotels, cabins, restaurants, bars, sports areas, passive recreation areas, pools, gyms, cafeterias and show halls and other services related to the lodging activity.
- d)Conditional Uses: Commerce of sports articles, campground, stores.
- e)Conflicting Uses: Industry, livestock raising, intensive agriculture or any installation that is not of a tourist nature and that generates noise, odors, smoke, vibration or uncontrollable waste and that is not linked to lodging service.
- f)Requirements: The interested party or applicant for a concession must comply with the requirements of articles 54, 55 and 56 of the Regulations of Law 6043 and articles 31, 33 and 37 of Law No. 6043. The site design must try to adjust as much as possible to the following general standards:

The interested party must submit a Development project for the area under concession, indicating: | | > Project Name according to the typology established by the ICT.
> Name of the Concessionaire (individuals or legal entities).
> Plan Format according to the Centralizing Commission for Construction Permits.
> Complete plans according to the guidelines of the Centralizing Commission for Construction Permits.
> Name, signature and registration number of the responsible professionals incorporated to the CF1A.
> Exclusive use of the International System of Weights and Measures.
> Exclusive use of the Spanish language.
> Consulting Contract signed by the responsible professional.
> Cadastral plan of the property.
> Location and localization plans of the estate, its adjacent properties, restrictions, alignment, etc.
> Site plan indicating existing and projected installations in stages if any, etc.
> Floor plans per level, sections, elevations, finishes, sections, details, etc., all duly dimensioned and in accordance with the guidelines of the Centralizing Commission for Construction Permits. > Certificate of potable water availability (according to the requirements of the Department of Development, ICT).
> Site plan indicating contour lines, treatment of stormwater, black water and solid waste, pedestrian and vehicular accesses among others, in addition to all existing and projected constructions with indication of development stages.
> Site plan and if necessary specific plans indicating gardening and landscaping.
> Earthworks (Movimiento) and surface treatment in cases where the conformation of the terrain warrants it, to avoid landslide problems (specify in the immediate zones).
Once the preliminary project is approved by the ICT, the interested party must prepare the construction plans for the infrastructure works and installations, in which they must comply with the standards established on the matter by the Instituto Nacional de Vivienda y Urbanismo, Instituto Costarricense de Turismo and the Ministry of Health. In addition, they must submit the environmental impact assessment (evaluación de impacto ambiental) approved by the SETENA. In addition, all relative standards for this type of project must be complied with, established in the Urban Planning Law, and the Construction and Subdivision and Urbanization Regulations.
g. Concession: According to the provisions of Law No. 6043 and its Regulations. No concessions shall be given and no type of construction shall be permitted on lands where the public zone is not duly demarcated by the IGN landmarks.
