in the entirety of the text - Full Text of Norm 28993 Establishes the Technical Committee for Research in Biodiversity and Cultural Resources of the System of Conservation Areas Full Text of record: 944E6 No. 28993 No. 28993 THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY In exercise of the powers conferred by article 140, subsections 3) and 18) of the Political Constitution in relation to Law No. 6084 of August 24, 1977, Law Creating the National Parks Service; Law No. 7317, Wildlife Conservation Law; Law No. 7554, Organic Law of the Environment; Law No. 7575, Forestry Law; Law No. 7788, Biodiversity Law and the Convention on Biological Diversity.
1. It is a priority of the Ministry of Environment and Energy to promote basic and applied research, resulting in greater knowledge of the natural (renewable and non-renewable) and cultural resources of the country.
2. That basic and applied research contributes to protecting, conserving and managing natural (renewable and non-renewable) and cultural resources, within and outside Protected Wilderness Areas, which are administered by the Ministry of Environment and Energy.
3. That it is the function of the Ministry of Environment and Energy to contribute to the social and economic development of the country, through research and the proper dissemination and application of its results.
4. That research policies and actions falling under SINAC's purview were established within the SINAC's Strategic Promotion Areas and Protected Areas.
5. That research is a strategic matter identified in the National Biodiversity Strategy (1999).
6. That research is a strategic matter identified by SINAC (1999) as a priority in terms of national and international cooperation.

The SINAC Technical Research Committee shall be composed of:

The Committee shall define the term of validity for the appointment of its members and shall establish the frequency with which they must meet.
1. Advise as the official SINAC body concerning research.
2. Promote, coordinate and facilitate the execution and monitoring of the Regional Strategies and the National Strategy for Research in biodiversity and cultural resources.
3. Foster management capacity to formulate technical and financial cooperation proposals for the implementation of the Regional Strategies and the National Strategy and other research actions.
4. Establish coordination channels and strategic alliances with universities, organizations, research centers, independent researchers, etc., for the implementation of the strategies.
5. Ensure that research results are appropriately disseminated.
6. Foster spaces for the dissemination of research (forums, seminars, etc.) at the national and regional levels.
7. Support the management of regional research components (improve technical and administrative supervision, among others).
8. Participate in and resolve "conflict" matters regarding research in the Conservation Areas.
9. Participation in the definition of policies, regulations, procedure manuals, pertaining to research, within the institution.
10. Identify the problems and research needs that contribute to resolving priorities and their application in the administration of natural resources in the Conservation Areas.
11. Foster spaces for updating the strategies.
12. Submit the technical reports required by the SINAC Directorate.
13. Promote training and the exchange of experiences in research matters, at the national and international level.

2. Que las investigaciones básicas y aplicadas contribuyen a proteger, conservar y manejar los recursos naturales (renovables y no renovables) y culturales, dentro y fuera de las Áreas Silvestres Protegidas, que son administrados por el Ministerio del Ambiente y Energía.
3. Que es función del Ministerio del Ambiente y Energía contribuir al desarrollo social y económico del país, a través de la investigación y a la correcta divulgación y aplicación de sus resultados.
4. Que se establecieron dentro de las Áreas Estratégicas de Fomento y Áreas Protegidas del SINAC, las políticas y las acciones de investigación que competen al SINAC.
5. Que la investigación es un asunto estratégico identificado en la Estrategia Nacional de Biodiversidad (1999).
6. Que la investigación es un asunto estratégico identificado por el SINAC (1999) como prioritario en materia de cooperación nacional e internacional.

El Comité Técnico de Investigación del SINAC estará constituido por:

El Comité definirá el periodo de vigencia del nombramiento de sus integrantes y establecerá la frecuencia con la que éstos deberán reunirse.
1. Asesorar como órgano oficial del SINAC en lo concerniente a investigación.
2. Promover, coordinar y facilitar la ejecución y seguimiento de las Estrategias Regionales y la Nacional de Investigación en biodiversidad y recursos culturales.
3. Propiciar la capacidad de gestión para formular propuestas de cooperación técnica y financiera para la implementación de las Estrategias Regionales y la Nacional y otras acciones de investigación.
4. Establecer canales de coordinación y alianzas estratégicas con universidades organizaciones, centros de investigación, investigadores independientes, etc; para la implementación de las estrategias.
5. Velar porque los resultados de investigación sean divulgados apropiadamente.
6. Propiciar espacios para la divulgación de la investigación (foros, seminarios, etc.) nacionales y regionales.
7. Apoyar la gestión de los componentes de investigación regionales (mejorar la supervisión técnica y administrativa, entre otras).
8. Participar y resolver asuntos de "conflicto" de investigaciones en las AC.
9. Participación en la definición de políticas, reglamentos, manuales de procedimientos, atinentes a la investigación, dentro de la institución.
10. Identificar la problemática y necesidades de investigación que contribuyan en la resolución de las prioridades y de su aplicación en la administración de los recursos naturales en las AC.
11. Propiciar espacios para la actualización de las estrategias.
12. Presentar los informes técnicos requeridos por la Dirección del SINAC.
13. Promover la capacitación e intercambio de experiencias en materia de investigación, a nivel nacional e internacional.
