1.—That through agreement AJDIP/238-2002, of August 22, 2002, published in La Gaceta number 192, of October 7, 2002, this Board of Directors established the requirements for granting licenses; permits and fishing cards, substitution, inactivity and transfer of vessels, export and import of fishery products and inputs for fishing and aquaculture, and landing of fishery products.
2.—That regardless of the positive application that the indicated agreement has had, it is necessary for reasons of timeliness, convenience, and efficiency in the provision of services, that for the processing of sport fishing licenses for the first time or their renewal, both for nationally flagged and foreign vessels, the applications may be signed by the holder or owner of the vessel or, failing that, by the Captain of the same.
