For the purposes of these certificates, Used Vehicles shall be considered: Those vehicles that have been registered and/or used by an end user in some place previously and that do not have the manufacturer's warranty, said condition must be demonstrated by presenting the Title of Ownership from the country of registration of the vehicle, duly accredited for its legal recognition in Costa Rica.
Vehicles that do not have a Title of Ownership from abroad shall not be considered as used, so the emission certificate that must be presented shall correspond to that for new vehicles.
3.1. Requirements for visaing in the MOPT the certificates of used vehicles:
1. To be issued by the manufacturer of the vehicles or, failing that, issued by a center, workshop, laboratory, institution, etc., endorsed by the competent authority in matters of control of pollutant emissions from motor vehicles, whether from the national government or the region of the country of origin of the certificates. In this latter case, certification from the respective government must be attached, in each importation, that said competent authority is the one having the competences in matters of regulating vehicular emissions and with the faculties to certify that the center, workshop, laboratory, institution, etc., has official recognition to perform said tests. Furthermore, the certificates must clearly indicate the name and signature of that competent Authority.
2. Having been issued, at most, two months before the date consigned in the Bill of Lading or BL.
3. Being duly consularized, written in the Spanish language or, in its absence, being written in the original language, but attaching a faithful translation into Spanish performed by an official translator recognized by the Ministry of Foreign Affairs of the country of origin of the certificate, also duly consularized, or by an official translator recognized by the Ministry of Foreign Affairs of Costa Rica.
4. Being legally valid in the country where they are issued.
Furthermore, to the certificate must be attached the Title of Ownership of the vehicle duly accredited for its legal recognition in Costa Rica, with official translation, consularized and authenticated by the Ministry of Foreign Affairs and Worship of Costa Rica.
3.2. Content of the certificates for used vehicles.
A. Identification information for the used vehicles:
i. Make of the Vehicle.
ii. Model.
iii. Engine Family.
iv. Fuel Type.
v. Year of commercialization or manufacture of the model.
vi. Displacement, unless the vehicle uses electrical energy as its main source of propulsion.
vii. Power.
viii. VIN and/or Chassis No.
B. Technical test information for used Gasoline, Alcohol, Gasohol, and similar vehicles.
B.1. Tests in terms of Concentration (% by vol of total gases) The results of the tests performed in this order must be clearly indicated in the Certificates stipulated by this regulation.
The results shall be those obtained in tests performed at idle and at fast idle or engine at cruising speed. This latter test performed between 2000 and 2200 revolutions per minute.
B.2. In a sworn statement rendered by the importer, it must be indicated that the vehicle has a closed-loop emission control system, one of whose elements is the three-way catalytic converter, and attest that the perfect functioning of said system was verified, so that it has not been modified or altered abroad and that its parts and elements are those recommended by the manufacturer. The foregoing in accordance with Article 33 of the Law on Traffic, Law No. 7331 and its amendments.
C. Technical test information for used Diesel vehicles C.1. Test in terms of Opacity The results of the test may be in terms of opacity percentage or in absorption coefficient (K value). The test must be performed by the free acceleration procedure, with a partial flow opacimeter of LA = 430 mm and the reading of the results at the maximum peak of the maximum load curve, all of which must be clearly indicated, together with the final result of the test, in the Certificates stipulated by this regulation.
