16358-MAG published in the Official Gazette La Gaceta 141 on Friday, July 26, 1985, has among its main objectives to bring the country up to date with the Convention on International Trade in Endangered Species of Wild Flora and Fauna, safeguarding an area whose characteristics and wetlands would allow the preservation of wildlife species officially declared as endangered that are found in that region. Among them: Manatee or sea cow (Trichechus manatus), Baird's Tapir (Tapirus bairdii), cougar (Puma concolor), jaguar or tiger (Panthera onca), margay or tigrillo (Leopardus wiedii), jaguarundi (Herpailurus yaguarondi), mantled howler monkey (Alouatta palliata), white-faced capuchin monkey (Cebus capucinus), Geoffroy's spider monkey (Ateles goeffroyi), reptiles such as the common boa (Boa constrictor), green iguana (Iguana iguana), spectacled caiman (Caiman crocodilus), birds such as: keel-billed toucan (Ramphastos sulfuratos), scarlet macaw (Ara macao), great green macaw (Ara ambigua), among others. 2º—That the country has acquired the international responsibility to conserve natural resources, including endangered wildlife species, through the ratification of conventions such as (CITES), the Convention on Wetlands (RAMSAR), the Convention on Biological Diversity, and the Convention for the Protection of the Flora, Fauna, and Natural Scenic Beauty of the Countries of America, among others. 3º—That with the same desire for conservation of species susceptible to such protection, the need has been determined to expand the Cerro Tortuguero zone contained within the existing refuge, in a ring with forest cover (cobertura boscosa) located there, which, in addition to the aforementioned, will allow the State to control and supervise the persistence of the existing forest resource in an area administered by the Municipality of Pococí and the Port Administration and Development Board for the Atlantic Slope (JAPDEVA), complying, among others, with the provisions of Articles 13 and 14 of the Forestry Law (Ley Forestal) No. 7575. Therefore:

16358-MAG, published in La Gaceta No. 141 on Friday, July 26, 1985, in the sector comprised on the 1:50.000 scale Cartographic Sheet of the National Geographic Institute (IGN) bearing the following name and number: Tortuguero 3447-I, site known as Cerro Tortuguero. The area to be expanded is 13 hectares 1,103.52 m², which is described in the following coordinates:

Sector 1: The continental territory surrounded by the San Juan River, the Colorado River, Caño Bravo, and the Caribbean Sea. Specifically, these are Isla Calero, Isla Machuca, and Isla Chupadero (Cartographic Sheet Colorado 3448 II, scale 1:50,000). Sector 2: The continental territory comprising the entirety of Isla Brava, Islas Buena Vista, Islas Cuacas, Islas Glillo, Isla Gigantona, and Islas Marías, Cartographic Sheet Colorado 3448 II, scale 1:50,000. Sector 3: The continental territory of the Protected Wildlife Area (Área Silvestre Protegida) corresponding to the canton of Sarapiquí (Community of La Aldea and surroundings). Sector 4: The continental territory of the Protected Wildlife Area corresponding to the canton of Pococí, with the exception of the sectors previously described within that canton.

30355-MINAE, "Fees for Protected Wildlife Areas under the Administration of the National System of Conservation Areas (SINAC)," shall apply, with one exception in Sector 4 as follows: a fee of US$2.00 for foreigners and ¢300.00 for nationals shall apply solely in the area comprising Cerro Tortuguero, for the purpose of encouraging visitation to the site. The proceeds from the entrance fees shall be allocated directly to the environmental and ecotourism recovery of the place.

2 of Decree No. 30355-MINAE, published in La Gaceta 92 on Wednesday, May 15, 2002, titled "Fees for Protected Wildlife Areas under the Administration of the National System of Conservation Areas," so that henceforth what is designated in this decree as "Sector 4" is excluded, which shall be governed by the fee provided for in this Executive Decree.

Entre ellas: Manatie o vaca marina (Trichechus manatus), Danta o Tapir (Tapirus bairdii), Puma (Puma concolor), jaguar o tigre (Panthera onca), Causel o Tigrillo (Leopardus wiedii), León Breñero (Herpailurus yaguarondi), Mono Congo (Alouatta palliata), mono cara blanca (Cebus capucinus), Mono Colorado (Ateles goeffroyi), reptiles como la beker (Boa constrictor), Iguana (Iguana iguana), Caimán (Caiman crocodilus), aves como: Curré o Tucán (Ramphastos sulfuratos), lapa roja (Ara macao), lapa verde (Ara ambigua) entre otras. 2º—Que el país ha adquirido la responsabilidad internacional de conservar los recursos naturales, entre ellos las especies silvestres en peligro de extinción, con la ratificación de convenios como (CITES), Convención sobre los Humedales (RAMSAR), Convención de Diversidad Biológica y el Convenio para la protección de la Flora, de la Fauna y de las Bellezas Escénicas Naturales de los Países de América entre otras. 3º—Que con el mismo afán de conservación de las especies susceptibles de esa protección, se ha determinado la necesidad de ampliar la zona del Cerro Tortuguero contenida en el refugio existente, en un anillo con cobertura boscosa allí ubicada lo cual además de lo apuntado, permitirá al Estado controlar y supervisar la persistencia del recurso forestal existente en un área administrada por la Municipalidad de Pococí y la Junta de Administración Portuaria para el Desarrollo de la Vertiente Atlántica cumpliendo entre otros con lo establecido en los artículos 13 y 14 de la Ley Forestal número 7575. Por tanto:

El Área a ampliar es de 13 hectáreas 1 103,52 m2, que se describe en las siguientes coordenadas:

Sector 1: Es el territorio continental que se encuentra rodeado por el Río San Juan; el Río Colorado; Caño Bravo y el Mar Caribe. Específicamente son las Islas Calero, Machuca y Chupadero (Hoja Cartográfica Colorado 3448 II, escala 1:50.000). Sector 2: Es el territorio continental que comprende la totalidad de la Isla Brava; las Islas Buena Vista; las Islas Cuacas; las Islas Glillo; Islas Gigantona e Islas Marías, Hoja Cartográfica Colorado 3448 II, escala 1: 50.000. Sector 3: Es el territorio continental del Área Silvestre Protegida que corresponde al cantón de Sarapiquí (Comunidad de la Aldea y alrededores). Sector 4: El territorio continental del Área Silvestre Protegida que corresponde al cantón de Pococí, con la excepción de los sectores anteriormente descritos dentro de ese cantón.

El aporte de las cuotas de ingreso se destinará directamente a la recuperación ambiental y ecoturística del lugar.
