Complete Text record: 103A57 Nº 31306-MINAE Nº 31306-MINAE THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY(*) Pursuant to the powers and authorities conferred upon them by articles 140 and 146 of the Political Constitution, Law Nº 7152 of June 5, 1990, Organic Law of the Ministry of Environment and Energy(*), published in La Gaceta Nº 117 of June 21, 1990, and

1º-The high interest that fostering environmental conservation in the country represents for the Government of the Republic, through the Ministry of Environment and Energy(*), among whose objectives is to formulate, plan, and execute national strategies and policies regarding environmental protection, promotion, and rational use of natural resources (biodiversity, water, energy, climate, geological, and mining resources), in accordance with sustainability criteria that incorporate gender equity and the fight against poverty.

1. 2That the mission of the Costa Rican State is, in accordance with the National Strategy for the Conservation and Sustainable Use of Biodiversity, to articulate the efforts of the different social and economic sectors to achieve the national objectives of conservation and sustainable use of biodiversity, promoting joint actions and local, regional, national, and international strategic alliances, through the Ministry of Environment and Energy(*).
2. 3That among the objectives of MINAE is to promote the development of environmental education at all educational levels and for the general public.
3. 4That Costa Rica has fought for thirty years for the conservation of its natural resources, and this recognition earned it the designation by sea turtle experts at the "23rd Annual Symposium on Sea Turtle Biology and Conservation", held in Kuala Lumpur, Malaysia, held this past March, 2003.
4. 5That Costa Rica has signed and ratified the Inter-American Convention for the Protection and Conservation of Sea Turtles, and that with the support of the Ministry of Environment and Energy (MINAE), the Costa Rican Institute of Fisheries (INCOPESCA), and the Ministry of Public Security with the help of national and foreign non-governmental organizations, they carry out research, protection, and conservation activities for sea turtles to comply with this agreement.
5. 6That The Sea Turtle Society is an international non-profit organization, organized in accordance with the laws of the State of South Carolina, United States of America, and was established for the purpose of holding the annual symposium on scientific studies related to the biology and conservation of sea turtles and their marine and terrestrial ecosystems and the production of journals and proceedings associated with the Symposium; and that in fulfillment of this mission, The Sea Turtle Society, the Ministry of Environment and Energy(*), the Leatherback Trust, the Wildlife Conservation Society, and Conservation International in collaboration with the National Sea Turtle Network and the Secretariat of the Inter-American Convention on Sea Turtles; as well as the Ministry of Foreign Affairs and Worship and the Costa Rican Tourism Institute will hold the Twenty-Fourth Annual Symposium on the Biology and Conservation of Sea Turtles in order to disseminate and make known, to the national and international community, scientific data on the biology of sea turtles and their ecosystems that support potential protection measures and national and regional initiatives that aid the preservation of these endangered species.
6. 7That the value that the selection of our country as the venue for the 24th Annual Symposium on Sea Turtle Biology and Conservation ("24th Annual Symposium on Sea Turtle Biology and Conservation") holds for Costa Rican society is important, due to the caliber of the participants from eighty-four countries around the world representing the international scientific community, as well as students, park rangers, and the general community interested in the topic of the biology and conservation of sea turtles, in full coincidence with the common values and objectives of the Costa Rican State and The Sea Turtle Society on issues of environmental conservation.

Texto Completo acta: 103A57 Nº 31306-MINAE Nº 31306-MINAE EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DE AMBIENTE Y ENERGÍA(*) Con fundamento en las atribuciones y facultades que les confiere el artículo 140 y 146 de la Constitución Política, la Ley Nº 7152 del 5 de junio de 1990 Ley Orgánica del Ministerio de Ambiente y Energía(*), publicada en La Gaceta Nº 117 del 21 de junio de 1990, y

1º-El alto interés que para el Gobierno de la República representa fomentar la conservación ambiental en el país, a través del Ministerio de Ambiente y Energía(*), dentro de cuyos objetivos se encuentra formular, planificar y ejecutar las estrategias y políticas nacionales en materia de protección ambiental, fomento y uso racional de los recursos naturales (biodiversidad, hídricos, energéticos, climatológicos, geológicos y mineros), de acuerdo con criterios de sostenibilidad que incorporen la equidad de género y el combate contra la pobreza.

1. 2Que siendo la misión del Estado costarricense, de conformidad con la Estrategia Nacional de Conservación y Uso sostenible de la Biodiversidad, articular los esfuerzos de los diferentes sectores sociales y económicos para la consecución de los objetivos nacionales de conservación y uso sostenible de la biodiversidad, promoviendo acciones conjuntas y alianzas estratégicas locales, regionales, nacionales e internacionales, por medio del Ministerio de Ambiente y Energía(*).
2. 3Que dentro de los objetivos del MINAE se encuentra el promover el desarrollo de formación ambiental en todos los niveles educativos y hacia el público en general.
3. 4Que Costa Rica desde hace treinta años ha luchado por la conservación de los recursos naturales, y este reconocimiento le ha merecido su denominación por

Symposium on Sea Turtle Biology and Conservation", celebrado en Kuala Lumpur, Malasia, celebrado el pasado marzo, 2003.

1. 5Que Costa Rica ha firmado y ratificado la Convención Interamericana para la Protección y Conservación de las Tortugas Marinas, y que con el apoyo del Ministerio de Ambiente y Energía (MINAE), el Instituto Nacional de Pesca (INCOPESCA), y el Ministerio de Seguridad Pública con la ayuda de Organizaciones no gubernamentales nacionales y extranjeras, desarrollan actividades de investigación, protección y conservación de las tortugas marinas para dar cumplimiento a este acuerdo.
2. 6Que The Sea Turtle Society es una organización internacional sin fines de lucro, organizada de conformidad con las leyes del Estado de Carolina del Sur, Estados Unidos de América y, que fue constituida con el propósito de realizar el simposio anual de estudios científicos relacionados con la biología y la conservación de las tortugas marinas y sus ecosistemas marinos y terrestres y la producción de revistas y procedimientos asociados al Simposio; y que en cumplimiento a esta misión, The Sea Turtle Society, el Ministerio de Ambiente y Energía(*), the Leatherback Trust, the Wildlife Conservation Society, y Conservation Internacional en colaboración con la Red Nacional de Tortugas Marinas y la Secretaría de la Convención Interamericana de Tortugas Marinas; así como El Ministerio de Relaciones Exteriores y Culto y el Instituto Nacional de Turismo realizarán el Vigésimo Cuarto Simposio Anual de Biología y Conservación de las Tortugas Marinas con el fin de divulgar y dar a conocer, a la comunidad nacional e internacional, datos científicos de la biología de las tortugas marinas y sus ecosistemas que respalden posibles medidas de protección e iniciativas nacionales y regionales que ayuden a la preservación de estas especies en peligro.
3. 7Que es importante el valor que reviste para la sociedad costarricense la escogencia de nuestro país como la sede del XXIV Simposio Anual de la Biología y Conservación de Tortugas Marinas ("24th Annual Symposium on Sea Turtle Biology and Conservation"), debido a la calidad de los participantes de ochenta y cuatro países del mundo que representan la comunidad científica internacional, así como estudiantes, guardaparques, y comunidad en general interesados en el tema de la biología y conservación de las tortugas marinas en plena coincidencia con los valores y objetivos comunes del Estado costarricense y The Sea Turtle Society en temas de conservación ambiental.
