For the purposes of these Regulations, the following shall be understood as:
· Compost: Material originating from the controlled aerobic decomposition of organic matter, in this case gallinaza or pollinaza.
· Control: Set of environmental and sanitary measures for the management of organic matter, in this case gallinaza or pollinaza.
· Quarantine: Set of sanitary measures based on the isolation and restriction of the movement of animals, inputs, material, equipment and products from holdings suspected or affected by a pest or epizootic disease; of application for a variable period depending on the transmissibility of the disease in question, as well as the magnitude and risk of transmission of the disease in the area.
· Dipah: Directorate for the Protection of the Human Environment (Dirección de Protección al Ambiente Humano).
· Poultry enterprise or farm: Productive unit destined for the production and/or marketing of birds, their products and by-products.
· Exotic disease: Disease that does not exist in the country.
· Silage (Ensilaje): Anaerobic fermentation process where different elements are combined to produce feed for ruminants.
· Extruded (Extrusado): Compression process by which expanded products are formed.
· Gallinaza: Excreta of laying hens, in production stages, alone or mixed with other materials.
· Processing farms: Farms that carry out the permitted treatments on the gallinaza or pollinaza produced in their own facilities.
· MAG: Ministry of Agriculture and Livestock (Ministerio de Agricultura y Ganadería).
· Management: Process encompassing the treatment, storage, transportation, and marketing of gallinaza or pollinaza up to its use or final disposal.
· MINAE: Ministry of Environment and Energy (Ministerio de Ambiente y Energía).
· MS: Ministry of Health (Ministerio de Salud).
· Composting yard: Area of land conditioned for the adequate elaboration and packaging of compost from gallinaza or pollinaza.
· Pelletizing (Peletizado): Physical process of the matter to be compressed by thermal conditioning of the material that is then compressed.
· pH: Degree of acidity or alkalinity.
· Management plan: It is a guide in which the interested party must provide general information about the project in the management and use of gallinaza or pollinaza.
· Pollinaza: Excreta of broilers or other birds in breeding or development stages, alone or mixed with other materials.
· Processor (Procesador): Is anyone who treats gallinaza.
· Type A processor (Procesador tipo A): Is one who treats gallinaza or pollinaza in quantities greater than one hundred thousand (100,000) Kg monthly average.
· Type B1 processor (Procesador tipo B1): Is one who treats gallinaza or pollinaza in quantities of fifty thousand one to one hundred thousand (50,001 to 100,000) kg monthly average.
· Type B2 processor (Procesador tipo B2): Is one who treats gallinaza or pollinaza in quantities of five thousand to fifty thousand (5,000 to 50,000) Kg monthly average.
· Type C processor (Procesador tipo C): Is one who treats gallinaza or pollinaza in quantities less than five thousand (5,000) Kg monthly average.
· Integrated producer: Poultry farm that produces birds or products from them, under a contractual relationship with a company.
· SETENA: National Environmental Technical Secretariat (Secretaría Técnica Nacional Ambiental).
· Treatments: Physical, chemical, biological operations and processes or mixtures thereof, to which the gallinaza or pollinaza will be subjected.
· Vermiculture (Vermicultura): Worm farming.
