The powers of the National Children's Trust (PANI) shall be:
(Paragraph thus amended by Article 2, point VII) of the law approving the Family Procedural Code, No. 9747 of October 23, 2019) a) Manage the updating and enactment of laws necessary for the effective fulfillment of the rights of childhood, adolescence, and family. b) Promote and foster the recognition of civic duties and those inherently correlated to the rights of minors. c) Promote and disseminate the rights established in the Convention on the Rights of the Child. d) Monitor and audit compliance with the rights of minors and periodically evaluate public policies on childhood and adolescence. e) Conduct diagnoses and research on the economic, social, psychological, legal, and cultural reality of childhood, adolescence, and family, and disseminate the results of these studies. f) Provide supervision and advice on matters of childhood, adolescence, and family, to public and private organizations as well as to civil society that require them. g) Establish trusts (fideicomisos) to finance innovative programs and models for the benefit of minors and their families. h) Promote compliance with the principles of the Convention on the Rights of the Child. i) Train governmental, non-governmental, municipal bodies, and civil society in general, on the principles of the aforementioned Convention and compliance with the policies issued by its Board of Directors (Junta Directiva). j) Collaborate with entities in the promotion and execution of specific projects and programs on childhood and adolescence. k) Intervene as a party in judicial and administrative proceedings in which any minor is involved who requires such intervention, so that they are guaranteed full enjoyment of their rights. l) Legally represent minors who are not under the attributes of parental responsibility (responsabilidad parental) or guardianship (tutela), as well as those who are under such attributes of a person unfit to ensure the guarantee of their rights.
(Subparagraph thus amended by Article 2, point VII) of the law approving the Family Procedural Code, No. 9747 of October 23, 2019) m) Provisionally arrange for the custody and upbringing of minors, in order to protect their best interest. n) Issue reasoned resolutions with binding effect, in conflict cases, until the courts definitively resolve the matter. ñ) Administer the assets of minors when they lack legal representation or when, having it, there are reasonable grounds to doubt the correct administration of the assets in accordance with current legislation. o) Promote national and international adoption, and grant consent for minors to be adopted through the National Adoption Council (Consejo Nacional de Adopciones), as the central administrative authority, according to current regulations within and outside Costa Rica. p) Resolve the operating requests of public and private organizations whose purpose is to develop activities related to the care of minors. q) Sign national and international cooperation agreements to support and strengthen the fulfillment of the Entity's objectives. r) Accept donations, inheritances, legacies, and assignments of rights, as well as any other transaction that benefits the Institution's assets. s) Administer the fund provided by the Executive Branch (Poder Ejecutivo) to serve, throughout the country, the child population at risk. t) Issue the internal regulations necessary for the adequate fulfillment of its objectives. u- The National Children's Trust (PANI) shall coordinate and preside over the Advisory Commission of Redcudi.
(Subparagraph thus added by Article 6 of Law No. 10038 of September 29, 2024) v) In the absence of a ministry exercising social governance (rectoría social), the National Children's Trust (PANI) shall coordinate and preside over the Advisory Commission of Redcudi.
