THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY In exercise of the powers conferred by article 140, subsection 3) of the Political Constitution and in accordance with the provisions of the Forestry Law No. 7575 and the Organic Law of the Environment No. 7554,
Considering:
7317, wildlife is composed of continental and insular fauna that lives in natural conditions in the country, and may only be subject to private appropriation and trade through the provisions contained in public treaties, international conventions, and in this Law and its regulation.
It shall also be in charge of promoting and executing research in the field of protection and conservation of wildlife.

11.-That the identified species do not endanger national or international timber trade since their volume in the market is very low.
12.-That said species are located in areas outside Protected Wild Areas, and the ban is the only tool to conserve them.

All individuals must be included regardless of their age, bearing, or size.
The State Forestry Administration shall keep a registry for the purpose of monitoring their population.
The Exchange shall regulate the system to be followed for the negotiation.
The basis for negotiation shall be the official price determined and published by the State Forestry Administration for the immediately preceding year.
With the negotiation, they acquire the right to place allusive signs on the farms where they have acquired them. Likewise, they may use a logo authorized by MINAE in their promotional messages.
The information shall contain at least the number of trees negotiated, the species, location of the property, name of the owner, name of the purchaser, and the conditions. Once the notification is received, the Director of the AFE shall dispatch the information to the corresponding regional office, so that while the contract is in effect, the AFE does not authorize any type of forest logging (aprovechamiento forestal) on said property.

Declara veda total el aprovechamiento de árboles en peligro extinción N° 25700-MINAE (Nota de Sinalevi:Mediante el artículo 9° del decreto ejecutivo N° 34312 del 6 de febrero de 2008, se establece que se exceptúa al ICE de la veda establecida para la corta y aprovechamiento de las especies referidas).
EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DEL AMBIENTE Y ENERGÍA En el ejercicio de las facultades que les confiere el artículo 140, inciso 3) de la Constitución Política y de conformidad con lo dispuesto en la Ley Forestal N° 7575 y la Ley Orgánica del Ambiente No 7554,
Considerando:
Igualmente será el encargado de promover y ejecutar las investigaciones en el campo de protección y conservación de la vida silvestre.
10.-Que existe un estudio científico elaborado por el Ing. Quírico Jiménez Madriga] y avalado por el INBIO, The Nature Conservancy y National Heritage Foundalion, que demuestra la existencia de especies maderables en peligro de extinción.
11.-Que las especies identificadas no ponen en peligro el comercio nacional o internacional de madera ya que el volumen en el mercado de las mismas es muy bajo 12.-Que dichas especies se localizan en áreas fuera de las Áreas Silvestres Protegidas, y la veda es la única herramienta para conservarlas.

Deben incluirse todos los individuos sin importar su edad, porte o tamaño.
La Administración Forestal de Estado llevará un registro con el fin de monitorear su población.
La Bolsa reglamentará el sistema a seguir para la negociación.
La base de negociación será el precio oficial determinado y publicado por la Administración Forestal del Estado, el año inmediato anterior.
Con la negociación adquieren el derecho de ubicar rótulos alusivos en las fincas donde los hallan adquirido. De igual manera podrán utilizar un logo autorizado por el MINAE, en sus mensajes de promoción.
La información contendrá al menos, el número de árboles negociados, las especies, ubicación del inmueble, nombre del propietario, nombre del comprador y de las condiciones. Recibida la notificación el Director de la AFE pondrá la información a despacho de la oficina regional correspondiente, de manera que mientras esté viegente [sic] el contrato, la AFE no autorice ningún tipo de aprovechamiento forestal en dicho inmueble.
