This law shall regulate everything related to the granting, distribution, and proper use of specific line items (partidas específicas), charged to the ordinary and extraordinary budgets of the Republic and their modifications.
Specific line items (partidas específicas) are understood to be the set of public resources allocated in the national budgets to meet local, communal, or regional public needs, expressed in investment projects or programs of social interest, according to the terms of the following paragraph, regardless of whether their execution is the responsibility of the municipalities directly or through contracts or agreements with other governmental or non-governmental entities. Furthermore, public resources to finance projects, programs, and works that will be executed directly by community development associations and other private entities promoting community, local, regional, and national development are included.
The works, programs, projects, and equipment financed with specific line items (partidas específicas) shall be aimed at solving general problems and promoting local development in all fields and in culture. In turn, investment projects shall be preferably oriented towards the construction, reconstruction, improvement, and maintenance of public, communal, and regional infrastructure.
