" The Municipality must forward, prior to the granting of the concession, all documents supporting the respective concession application, to the ICT or to the IDA, if it involves an application for a concession for agricultural use.
These shall have a period of ninety calendar days to issue a pronouncement, starting from the date on which the application is received by the corresponding Institute.
In both cases, the administrative act (acto administrativo) must be issued by means of a reasoned resolution (resolución razonada), recommending or not that the contract requested be granted by the corresponding municipality. Said resolution must be notified by the respective Institute to the interested party, and the administrative remedies (recursos administrativos) established by law shall be available against it. The corresponding institution shall return the received supporting documents to the respective municipality together with the definitively final and binding administrative resolution (resolución administrativa definitivamente firme) that has been issued to that effect.
