4925 of December 17, 1971, are amended to read as follows:
"Article 16.- The Federated College shall be composed of the following Colleges and Bodies:
- a)Colleges:
1.- College of Civil Engineers, which includes Civil Engineers, Mining Engineers, and related fields.
2.- College of Architects, which includes Architects, Landscape Architects, and related fields.
3.- College of Electrical, Mechanical, and Industrial Engineers, which includes Electrical Engineers, Mechanical Engineers, Administrative Mechanical Engineers, Electromechanical Engineers, Industrial Engineers, Electronics Engineers, and related fields.
4.- College of Topographical Engineers, which includes Topographical Engineers, Geodetic Engineers, and related fields, as well as Topographers, Surveyors (Agrimensores), and Expert Topographers authorized to practice topography or surveying (agrimensura) in accordance with the provisions of Laws No. 3454 of November 14, 1964, and No. 4294 of December 19, 1968, and related fields.
Regarding this latter group, those professional members of the College of Topographical Engineers whom the University of Costa Rica graduates or recognizes as such shall become members of the Federated College of Engineers and Architects of Costa Rica.
- b)Bodies:
1.- Assembly of Representatives 2.- General Board of Directors".
"Article 24.- The General Board of Directors shall be composed of a minimum of seven and a maximum of twelve members who are members of the Boards of Directors of each of the Colleges, in a joint and equal manner, with the smallest possible number of director members, as determined by the Regulations to this law.
The term of the members of the General Board of Directors shall be two years. The General Board of Directors shall be partially renewed each year, with the appointment of its members having the same effective term as that which they hold on the Boards of Directors of their respective Colleges.
Each year, at its first session, it shall appoint from its membership a President, a Vice President, and a Comptroller. The other members shall serve as General Directors." "Article 33.- The duties of the Executive Director are:
- a)To convene ordinary or extraordinary meetings of the Assembly of Representatives when appropriate; b) To convene the General Board of Directors to ordinary meetings, when appropriate, or to extraordinary meetings at the time and date it has agreed upon, or on his own authority, in cases he deems urgent; c) To attend meetings of the General Board of Directors, with a voice but no vote. He must also attend meetings of the Assembly of Representatives. He may attend, when he deems it necessary, the meetings of the Assemblies and Board of Directors of any of the member colleges, with a voice but no vote in both cases; d) To keep the minutes of the Assemblies of Representatives and of the General Board of Directors. To sign the correspondence of the Federated College, except for that which corresponds to the President of the General Board of Directors, and to attend to all Secretariat work; e) To sign the payment orders of the Federated College, which must be countersigned by the President of the General Board of Directors; f) To endorse the titles issued by the Federated College once signed by the President of the General Board of Directors; g) To sign the certifications issued by the Federated College; h) To determine the order and form of the accounting of the Federated College; i) To administer the personnel of the Federated College and to make the appointments authorized by the budget. The dismissal of personnel must be approved by the General Board of Directors; j) To formulate the final drafts of the work program and the annual budget; k) To oversee the income of the Federated College and safeguard it under his responsibility, as well as the other assets and valuables thereof; l) To file the respective accusations before the Courts of the Republic against those who, without right, practice any of the professions protected by the Federated College, or when the latter has in some way been offended by the commission of a crime or misdemeanor. In this last case, the General Board of Directors must authorize the filing of the complaint; m) To render the reports requested by the General Board of Directors; and n) The other duties indicated by this law, the regulations, and those entrusted to him by the General Board of Directors." "Article 41.- The directors of each one of the member Colleges that make up the General Board of Directors shall be elected by direct and secret vote by the General Assembly of each one of the Colleges, choosing the member or members representing each College before the General Board of Directors from among the directors of the respective College who are active members of the Federated College of Engineers and Architects." "Article 60.- The General Board of Directors shall resolve the matter in a special session by secret vote and ruling in conscience, within fifteen days after receiving the report from the Court of Honor.
Before resolving the matter and when it deems it necessary to clarify any point or to gather new evidence, the General Board of Directors may resolve to expand the investigation, for which purpose it shall give the Executive Director the instructions for the case. The extension may not exceed fifteen days to complete the investigation." "Article 65.- When a public or private institution, or a private company, employs the services of a person in violation of the provisions of Articles 9, 11, 12, 13, and 14 of this law, its owner, manager, administrator, or legal representative, as the case may be, shall incur a fine of five hundred to one thousand colones (¢500.00 to ¢1,000.00)."
