"2. The owners or occupants of farms, properties, backyards, establishments dedicated to the reproduction, propagation, and/or sale of any citrus plant material, as well as any other site, in general, that has citrus or crops and/or alternate host plants (Murraya paniculata and Swinglea glutinosa), of both the vector and the pest, shall permit free access to duly identified officials of the State Plant Health Service, as well as their materials and work equipment, for sampling, plant health surveillance (vigilancia fitosanitaria), and, when appropriate, the execution of plant health or precautionary measures; as well as inspection, follow-up, evaluation, and verification actions of the plant health status, in accordance with the official recommendations that have been generated." "4. In commercial or non-commercial plantations of citrus or alternate hosts of the pest, where the presence of HLB is detected, the SFE official must warn about the technical plant health and biosecurity standard (norma técnica fitosanitaria y de bioseguridad) to be applied in accordance with the established procedure, which is of mandatory compliance and may go as far as the eradication of the plantation, depending on the management the plantation is receiving and the degree of pest infestation.
Said eradication must be carried out by the owner or occupant responsible for the plant material, and shall be performed under the supervision of SFE authorities, supported by the administrative acts dictated by the country's regulations."
