PROTOCOL OF 1978 RELATING TO THE INTERNATIONAL CONVENTION FOR THE PREVENTION OF POLLUTION FROM SHIPS, 1973 THE PARTIES TO THE PRESENT PROTOCOL, CONSIDERING that the International Convention for the Prevention of Pollution from Ships, 1973, can make a decisive contribution to protecting the marine environment against pollution caused by ships, CONSIDERING that it is necessary to further increase the prevention and containment of marine pollution caused by ships, especially by tankers, CONSIDERING that it is necessary to apply as soon and as widely as possible the rules for the prevention of pollution by oil contained in Annex I of the said Convention, CONSIDERING that it is necessary to postpone the application of Annex II of that Convention until certain technical problems have been satisfactorily resolved, CONSIDERING that the most effective way of achieving these objectives is the conclusion of a Protocol relating to the International Convention for the Prevention of Pollution from Ships, 1973, AGREE:
