Background The park of the canton of Puriscal is more than 50 years old since its creation; this green area within the canton of Puriscal is of great importance since it is a recreational space that increases life expectancy, improves social relations among citizens and visitors of the canton, besides beautifying the central core of the district of Santiago.
Since the beginning of our administration, the Parque El Agricultor has been one of the spaces on which we have been focusing, to give it a more rejuvenated version, with many more recreational spaces that serve the child population, middle-aged people and even older adults. Bringing with it the idea, in addition, of attracting tourist interest to our canton, known nationwide for its chicharrón. For this reason, and due to the lack of a free space within the canton, the park is also intended to be the epicenter for entrepreneurs and artisans so that they have a family-friendly space where they can exhibit and sell their products, as well as a meeting and recreational site for Puriscal families and those who visit us when this municipality plans activities.
By reason of the foregoing, in the year 2023, we found ourselves in need of updating and providing an integral reform to the Parks and Green Zones Regulation of the Municipality of Puriscal, since the previous version dates back to the year 2009 and focused on a single park; although it is true that currently in our canton there is only one park, this local government has been working together with development associations to promote green and interactive spaces (such as children's playgrounds) for family recreation.
With the implementation and enforcement of the new regulation, we have further noticed, within the lease use requests, that there are social action groups (grupos de acción social), which are responsible for carrying out programs and aids seeking to satisfy basic needs of the population. Therefore, it is seen as a necessity and public interest that the Municipality provide extra support to this type of organization, giving them the opportunity to participate within the park with activities or product sales stands without paying the rent fee (canon de arrendamiento) mentioned in the regulation, thus generating more profits for the activities or products they sell within the park. This is always verified by the social purpose of these groups, also in compliance with our powers (Article 4 subsection h) of the Municipal Code) and obligations (Article 5 of the Municipal Code).
Based on the reasons set forth above, the following project for the reform of Articles 2, Article 16 subsection 7), Article 22 and Article 38 of the Parks and Green Zones regulation of the Municipality of Puriscal is submitted for consideration to the councilwomen and councilmen of the Municipal Council.
