1. Temporarily store the waste generated in their home or property in such a way that it does not cause any environmental impact and/or risk to their health or that of other people in the community.
2. Place the solid waste generated starting at 06:00 hours on the day of collection, in such a way that it does not cause environmental or health impacts.
3. Place the bags containing ordinary solid waste at the disposal of the collecting entity, duly packaged in accordance with the characteristics of each type of waste, in a site of easy access and collection according to the routes and schedules established by the municipality, avoiding pedestrian and vehicular obstruction and stormwater runoff.
4. The waste to be collected must be inside closed bags or containers. Disposable containers may be plastic bags or those with similar characteristics.
These must comply with the following conditions:
- a)Their resistance must support the tension exerted by the contained waste and by handling.
- b)Their capacity must not exceed 25 kilograms in weight.
- c)Their color must be in accordance with: red only for hazardous waste, transparent for recoverable or recyclable (valorizables) waste, and for non-usable waste any color except those previously mentioned.
- d)They must be able to be closed adequately, in such a way that when closed they do not allow the entry of water, insects, or rodents, nor the escape of liquids.
- e)Reusable containers must be of such a form that when closed they do not allow the entry of water, insects or rodents, nor the escape of liquids. They shall be made of a smooth, impermeable material that allows washing and cleaning; likewise, their volume and weight must not affect the health or safety of the workers who handle them.
- f)Collective containers must have top lids made of a durable material that protects the waste from inclement weather and/or side doors so that collection operators can easily extract the waste. The cleaning of these containers is the responsibility of the service users.
- g)Keep both the containers and receptacles clean, as well as the sites where the solid waste is placed while awaiting its collection.
5. In areas where the Municipality offers separated collection service for recoverable (valorizables) waste, it must be separated from the point of generation and placed for the collection service on the day assigned for the exclusive collection of this type of material.
The identification of the type of waste (recoverable material, ordinary solid waste) must be facilitated by the collector.
6. Recoverable (valorizables) waste such as glass, paper, cardboard, plastic, and aluminum, among others, must be delivered, within the established schedule, dry and free of organic waste. The collecting entity may modify or establish new conditions for its separation, packaging, and collection, which will be communicated previously to users in writing.
7. Deliver their solid waste, separated into different receptacles, or place it in the collective container.
8. Sharps waste must be packaged individually, in such a way that it does not constitute a risk to the health of the collection personnel.
9. Place the waste on the ground or in a low-height metal basket, in front of their property on the edge of the public road, preferably with a roof, or in a collective container, in such a way that it cannot be reached by animals.
10. In areas where collective receptacles are offered, the generator must deposit their solid waste in them, guaranteeing that they will be closed after use.
11. The generator must not place their waste directly in the collection truck; this task can be performed only by the officials in charge of the collection service.
12. If the solid waste was not collected, due to non-compliance with the schedule, due to its hazardousness, because it does not correspond to the category of waste collected on that day, or due to any infraction of what is established in this regulation and current legislation, the user must remove it from the public road immediately and keep it within their property and correctly dispose of it in the next collection.
13. If the Municipality has not established a periodic, canton-wide segregated collection route for recoverable (valorizables) waste, users must participate in the collection campaigns for this type of waste, take it to the nearest communal collection (acopio) center, or to the material recovery centers that the Municipality will be publicizing.
14. Waste generated from the maintenance of green areas or gardens (branches, grass, leaves, etc.), is not considered ordinary solid waste, so the generator must not place it for the municipal collection service and is obliged to give adequate management to it.
15. Waste generated from businesses, which is of animal origin such as; meats, bones, sausages, and similar, is not considered ordinary solid waste, so the generator must give it special management that avoids decomposition in advance, bad odors, and/or the production of contaminating vectors such as flies, worms, or leachate, and place it at the disposal of the truck on the specific day of collection and not before.
16. In the event that the solid waste is of a type other than ordinary, the generator must attend to and fully comply with the corresponding national regulations, according to the type of waste.
a. Tire waste: Decree Nº 33745-S, Regulation on Waste Tires (Reglamento sobre Llantas de Desecho).
b. Infectious-contagious waste: Decree Nº 30965-S, Regulation on the management of infectious-contagious waste generated in establishments that provide health care and related services (Reglamento sobre la gestión de los desechos infectocontagiosos que se generan en establecimientos que presten atención a la salud y afines).
c. Domestic animal waste: Decree N° 31626-S, Regulation for the Reproduction and Responsible Ownership of Companion Animals (Reglamento para la Reproducción y Tenencia Responsable de Animales de Compañía).
d. Electronic waste: Decree N° 35933-S, Regulation for the Integral Management of Electronic Waste (Reglamento para la Gestión Integral de los Residuos Electrónicos).
e. Hazardous waste: Decree N°37788-S-MINAE, General Regulation for the Classification and Management of Hazardous Waste (Reglamento General para la Clasificación y Manejo de Residuos Peligrosos).
f. Special waste: Decree N°38272, Regulation for the Declaration of Waste Requiring Special Management (Reglamento para la Declaratoria de Residuos de Manejo Especial) 17. The knowledge and observance of this regulation are mandatory for all users of the collection service for any type of waste, so that its ignorance can never be used as an excuse for non-compliance or to avoid the respective sanctions.
