40203-PLAN-REMINAE of 15 February 2017, entitled: "The Governance and Implementation of the Sustainable Development Goals in Costa Rica," so that they read as follows:
"Article 4.—Integration of the Council. The Council shall be composed of:
- a)the President of the Republic or the Vice President of the Republic to whom this responsibility is delegated, who shall preside; "Article 5.—Operation of the Council. The Council shall meet ordinarily three times a year, upon prior convocation by the President of the Republic or the Vice President of the Republic to whom this responsibility is delegated, through the Technical Secretariat, and extraordinarily at the request of the President of the Republic or the Vice President of the Republic to whom this responsibility is delegated, when deemed necessary. Minutes of the matters discussed and agreements reached shall be taken at each session, a function to be handled by the coordinator of the Technical Secretariat." "Article 6.—Functions of the Council. The Council shall have the following functions:
- a)Endorse a national strategy for the planning, implementation, and follow-up of the SDGs with a prospective approach, integrating the economic, social, and environmental dimensions in accordance with Human Rights norms, the Montevideo Consensus on Population and Development (Consenso de Montevideo sobre Población y Desarrollo), National and International Law, and in concordance with the various short-, medium-, and long-term national planning instruments." "Article 7.—Advisory Committee of the High-Level Council on the Sustainable Development Goals. There shall be an Advisory Committee of the High-Level Council on the Sustainable Development Goals, hereinafter referred to as 'the Advisory Committee,' as a space for consensus-building and dialogue to advise the Council on the implementation of the SDGs in the country. The Advisory Committee shall be convened and directed by the Minister of National Planning and Economic Policy in their role as Technical Secretariat of the SDGs and shall be composed of the principal representatives or designated alternates of each of the institutions that signed the 'National Pact for the Advancement of the SDGs within the Framework of the 2030 Agenda for Sustainable Development in Costa Rica' on 9 September 2016 and its derivatives." "Article 9.—Powers of the Technical Secretariat. The Technical Secretariat shall have the following powers:

- b)Convene the meetings of the Council and of the Committee, as well as prepare the corresponding minutes.
- c)Formulate, promote, and follow up on the national SDG targets for 2030 committed to by the administrations that are incorporated into the various planning instruments, such as policies, plans, programs, projects, as well as in national, institutional, sectoral, and regional budgeting.

- k)Follow up on the agreements of the Council and of the Advisory Committee.

- m)Elaborate a national strategy for the planning, implementation, and follow-up of the SDGs with a prospective approach, integrating the economic, social, and environmental dimensions in accordance with Human Rights norms, the Montevideo Consensus on Population and Development (Consenso de Montevideo sobre Población y Desarrollo), National and International Law, and in concordance with the various short-, medium-, and long-term national planning instruments.
- n)Strengthen the Sustainable Development approach of the SDGs – 2030 Agenda with the Human Rights approach through the implementation of the Montevideo Consensus on Population and Development (Consenso de Montevideo sobre Población y Desarrollo), and other relevant instruments." "Article 12.—Financing of the 2030 Agenda. The 2030 Agenda shall be financed with the ordinary resources of public institutions. Complementarily, the Ministry of Foreign Affairs and Worship, jointly with the Ministry of National Planning and Economic Policy, shall provide the necessary technical support in the area of development cooperation for the fulfillment of the SDGs in Costa Rica. This financing must be linked to the SDGs and their 2030 Agenda." "Article 15.—Public Interest. The objectives and actions contained in this decree are of public interest. The promotion and implementation of the SDGs and their 2030 Agenda in local, municipal, and regional spheres is also determined to be of public interest. Thus, regional and local institutional bodies are urged to develop actions for the localization and fulfillment of the SDGs in the country's territories and communities."
