This regulation applies to all community development associations (asociación de desarrollo comunal) created under Law No. 3859, "On Community Development" (Sobre Desarrollo de la Comunidad), or any other organization created under said law, and to Sports Associations and Societies, created under Law No. 7800, Creation of the Costa Rican Institute of Sport and Recreation and the Legal Regime of Physical Education, Sport, and Recreation, established in its Title III, Chapter VI, articles 50, 51, 52, 53, and Title IV, Sole Chapter, articles 60, 61, 62, 63; furthermore, any other type of private organization duly registered before the corresponding Registry of Associations that is non-profit and is not covered by Law No. 3859 "On Community Development" and Law No. 7800 on the creation of ICODER, and that is directed at promoting the well-being and progress of the community, may be considered, as well as public entities that opt for the administration of real estate (bienes inmuebles), all types of public areas subject to a loan of property by the Municipality of Goicoechea, to provide services to the community.
