También deroga el artículo 2 de la Ley 10259, que previamente había modificado el artículo 3 de la Ley 9988 y el artículo 2 de la Ley 10105. El uso de los recursos restantes se mantiene: un 90% para pago de servicio de deuda o los fines originales de cada programa.
