INTRODUCTION The Municipality of Goicoechea is an institution "with state legal personhood (personería jurídica estatal), with its own assets and full legal personality and capacity to execute all types of acts and contracts necessary to fulfill specific" purposes, as stipulated in Article 2 of the Municipal Code (Código Municipal). The territorial jurisdiction of the municipality is the canton of Goicoechea, which is number 8 of the Province of San José, Costa Rica. The canton is made up of 7 districts: Guadalupe (which is considered the heart of the canton due to the greatest concentration of commercial activity), San Francisco, Calle Blancos, Mata de Plátano, Ipís, Rancho Redondo, and Purral.

v Mission The institutional mission of the Municipality is the provision of services to the community effectively, with the purpose of improving and ensuring adequate health, and physical, cultural and mental development of the inhabitants of the canton, an activity that is complemented by the control of urban development in its jurisdiction. To finance these tasks, it carries out the corresponding collection of taxes and fees.

v Vision To provide a healthy and clean environment that allows, through the adequate provision of services, the physical and mental development of the inhabitants of the canton, within a framework of urban development regulated rationally with the economic resources due to the punctual payment of taxes.

v Administrative body of the institution Currently, the elected municipal mayor is Mr. Rafael A. Vargas Brenes, whose constitutional term runs from 2020-2024.

His function is specified in Article 17 of the Municipal Code (Código Municipal): "To exercise the functions inherent to the condition of general administrator and head of the municipal departments, monitoring the organization, operation, coordination, and faithful compliance with municipal agreements, laws, and regulations in general." There shall be two deputy mayors, who shall substitute the mayor in his temporary and permanent absences, in addition to fulfilling other assigned functions.

The mayor leads the Administrative Body and executes the decisions of the Council; under his authority is the administrative staff, therefore, they are all those officials used by the Municipality to fulfill its administrative and community service functions.

The Administrative Body of the Municipality of Goicoechea is divided as follows:

. Municipal Mayor's Office.

. Administrative and Financial Directorate: Collections, Licenses and Patents, Cadastre, Procurement, Central Archive, Accounting, Computing, Treasury, Human Resources, Parking and Terminals, Services Platform, and the Municipal Secretariat.

. Legal Directorate.

. Environmental Management Directorate: Health and Hygiene, Street Sweeping, Parks and Green Zones.

. Engineering Directorate: Works Section.

. Human Development Directorate: Diversity Office, Women's Office, Office of Childhood, Adolescence, and the Elderly.

. Municipal Road Management Technical Unit.

v Institutional services Some of the services offered by the institution are mentioned below.

. Garbage collection.

2. DEFINITIONS Carbon neutrality (Carbono neutralidad): defined as the quantitative balance between greenhouse gas (GHG) emissions from a set of human activities and those actions to reduce or offset them, so that the result is equal to zero.

Pollution (Contaminación): is the presence of elements or substances that are harmful to human health or to life in general. It can affect water, land, air, or other components of the environment in which human beings or other organisms live.

Sustainable development (Desarrollo sostenible): is development that meets the needs of the present without compromising the ability of future generations, guaranteeing the balance between economic growth, environmental care, and social well-being.

Environmental education (Educación ambiental): defined as a permanent process in which individuals and communities acquire awareness of their environment, learn the knowledge, values, skills, experience, and also the determination that enables them to act, individually and collectively, in solving present and future environmental problems.

Environment (Medio ambiente): set of abiotic elements (solar energy, soil, water, and air) and biotic (living organisms) that make up the thin layer of the Earth called the biosphere, sustenance and home of living beings.

Environmental Action Plan (Plan de Acción Ambiental): set of principles, objectives, goals, programs, and projects that are established for a determined period in the medium and long term. It indicates the orientations and actions in environmental matters that the Institution must follow in the different components.

Pollution prevention (Prevención de la contaminación): series of processes, practices, materials, or products that avoid, reduce, or control pollution, such as, for example, recycling, treatment, process changes, control mechanisms, efficient use of resources, and material substitution.

3. PRINCIPLES Principle of Socio-Environmental Responsibility (Principio de Responsabilidad Socioambiental): is the commitment assumed by the organization to contribute to sustainable economic development, through collaboration with its employees, their families, the communities, and society, with the aim of improving the quality of life.

Principles of Environmental Law (Principios del Derecho Ambiental): all principles of Environmental Law must be applied, in accordance with the national legal framework and international subscriptions. With attention to the preventive principle (principio preventivo), which seeks to prevent and mitigate all possible environmental impacts in advance.

Principles of Human Rights (Principios de los Derechos Humanos): all principles of equality of persons before the law must be applied.

Formative principle (Principio formativo): to promote the importance of conserving natural resources, through training, awareness-raising, participation, and communication actions to contribute to sustainable development, in order to raise environmental ethics, responsible commitment, and organizational strengthening.

Principle of continuous improvement (Principio de mejora continua): to encourage all those processes continuously to improve the achievement and scope of environmental objectives and the fulfillment of the proposed action plan (environmental management indicators (indicadores de gestión ambiental)).

4. PURPOSE The objective of the policy is focused on carrying out initiatives and actions related to pollution prevention and reduction, responsible management of natural resources, and the implementation of social and educational environmental action through the promotion of good environmental practices among its collaborating personnel.

5. SCOPE AND FIELD OF APPLICATION This policy is of mandatory application, by all officials of the organization.

6. DATA FOR THE IMPLEMENTATION OF THE INSTITUTIONAL ENVIRONMENTAL POLICY The following table presents the data of the persons responsible for the implementation of the policy.

7. GUIDELINES The Municipality of Goicoechea commits to implementing the following guidelines:

v Create strategies for the comprehensive management of institutional resources (water, energy, fuel, paper, waste, others):

. Water Develop actions to avoid irrational use and/or losses of water.

. Fossil fuels Activate programs for minimizing fuel consumption and corrective and preventive maintenance of the vehicle fleet, in order to reduce greenhouse effect emissions from daily activities, to contribute to the country's carbon neutrality (carbono neutralidad) initiatives.

. Energy Develop actions for energy savings, for example, in lighting, air conditioning systems, computer equipment, household appliances, others.

. Wastewater treatment:

Implement measures to decrease the generation of wastewater.

. Solid waste management (Gestión de residuos sólidos) Minimize the waste generated, fostering the reuse of the materials used and carrying out correct management of the same.

v Collaborate in the protection and conservation of biodiversity and ecosystems when viable.

v Develop environmental education (educación ambiental) processes (training, information, and dissemination programs) that complement environmental management (gestión ambiental) actions, where awareness-raising and consciousness about the sustainable use of the environment are fostered. Disseminate externally the principles of sustainability and conservation of natural resources, through linkage and active participation with municipalities, the public sector, the private sector, academia, communities, and/or the general public, with the aim of creating synergies and alliances for the development of common environmental projects and actions.

v Create and promote the practice of an institutional sustainable public procurement (compras públicas sustentables) system, as a mechanism for ensuring the contracting of suppliers and services that comply with responsible socio-environmental standards and criteria.

v Compliance with the applicable environmental legislation in force in the country and other voluntary environmental requirements (including the internal regulations of the institution) to which the v Municipality of Goicoechea is subscribed and that represent a benefit for the environment and society.

v Continuous improvement of environmental performance through the planning and definition of environmental objectives, and, in addition, the periodic review of the same, to keep goals updated and focused on prevention.

v The Senior Management (Alta Dirección) of this municipality commits to communicating it, ensuring it is understood, and that it is applied within the organization by each of the interested parties; furthermore, the Senior Management (Alta Dirección) is responsible for reviewing it periodically to guarantee its compliance.

8. ACTION PLAN 1) 1 Information that was delivered in the PGAI (Programa de Gestión Ambiental Institucional) document to MINAE 9. MONITORING AND EVALUATION It is planned that the operationalization of the Institutional Environmental Policy will be carried out through two (2) instruments:

1. Institutional Environmental Management Program (Programa de Gestión Ambiental Institucional, PGAI) 2. Ecological Blue Flag Program (Programa Bandera Azul Ecológica, PBAE) To verify monitoring and evaluation, the progress of the objectives is periodically measured, based on a series of indicators, which are analyzed annually in each instrument.

10. DISSEMINATION OF THE POLICY The Senior Management (Alta Dirección) of this municipality commits to communicating it, ensuring it is understood, and that it is applied within the organization by each of the interested parties; furthermore, the Senior Management (Alta Dirección) is responsible for reviewing it periodically to guarantee its compliance.

INTRODUCCIÓN La Municipalidad de Goicoechea es una institución "con personería jurídica estatal, con patrimonio propio y personalidad y capacidad jurídica plenas para ejecutar todo tipo de actos y contratos necesarios para cumplir fines" específicos, según lo estipulado en el artículo 2 del Código Municipal. La jurisdicción territorial de la municipalidad es el cantón de Goicocechea, el cual es el número 8 de la Provincia de San José, Costa Rica. El cantón está conformado por 7 distritos: Guadalupe (el cual se considera el corazón del cantón debido a la mayor concentración de actividad a nivel comercial), San Francisco, Calle Blancos, Mata de Plátano, lpís, Rancho Redondo y Purral.

v Misión La misión institucional de la Municipalidad es la prestación de servicios para la comunidad de forma eficaz, con la finalidad de mejorar y procurar una adecuada salud, desarrollo físico, cultural y mental de los habitantes del cantón, actividad que se complementa con el control del desarrollo urbanístico en el área de su jurisdicción. Para financiar estas labores realiza el correspondiente cobro de impuestos y tasas v Visión Dotar de un medio ambiente sano y limpio que permita a través de una adecuada prestación de servicios al desarrollo físico y mental de los habitantes del cantón, en un marco de desarrollo urbano regulado en forma racional con los recursos económicos debidos al pago puntual de los impuestos.

v Cuerpo administrativo de la institución En la actualidad, el alcalde municipal electro es el Sr. Rafael A. Vargas Brenes, cuyo periodo constitucional comprende del 2020-2024.

Su función la especifica el artículo 17 del Código Municipal: "Ejercer las funciones inherentes a la condición de administrador general y jefe de las dependencias municipales, vigilando la organización, el funcionamiento, la coordinación y el fiel cumplimiento de los acuerdos municipales, las leyes y los reglamentos en general". Habrá dos vicealcaldes, quienes sustituirán al alcalde en sus ausencias temporales y definitivas, además de cumplir otras funciones asignadas.

El alcalde lidera el Cuerpo Administrativo y ejecuta las decisiones del Concejo; bajo su figura está el personal administrativo, por tanto, son todos aquellos funcionarios que utiliza la Municipalidad para cumplir sus funciones administrativas y de servicios a la comunidad.

El Cuerpo Administrativo de la Municipalidad de Goicoechea se divide de la siguiente manera:

. Alcaldía Municipal.

. Dirección Administrativa y Financiera: Cobros, Licencias y Patentes, Catastro, Proveeduría, Archivo Central, Contabilidad, Cómputo, Tesorería, Recursos Humanos, Estacionamientos y Terminales, Plataforma de Servicios y la Secretaría Municipal.

. Dirección Jurídica.

. Dirección de Gestión Ambiental: Sanidad e Higiene, Aseo de Vías, Parques y Zonas Verdes.

. Dirección de Ingeniería: Sección de Obras.

. Dirección de Desarrollo Humano: Oficina de Diversidad, Oficina de la Mujer, Oficina de Niñez, Adolescencia y Adulto Mayor.

. Unidad Técnica de Gestión Vial Municipal.

v Servicios institucionales A continuación, se mencionan algunos de los servicios ofrecidos por la institución.

2.DEFINICIONES Carbono neutralidad: se define como el balance cuantitativo entre las emisiones de gases de efecto invernadero (GEi) de un conjunto de actividades humanas y aquellas acciones para reducirlas o compensarlas, de manera que el resultado sea igual a cero.

Contaminación: es la presencia de elementos o sustancias que son nocivas para la salud humana o para la vida en general. Puede afectar al agua, la tierra, el aire u otros componentes del medio en el que viven seres humanos u otros organismos.

Desarrollo sostenible: es el desarrollo que satisface las necesidades del presente sin comprometerse la capacidad de las futuras generaciones, garantizando el equilibrio entre el crecimiento económico, el cuidado del medio ambiente y el bienestar social.

Educación ambiental: se define como un proceso permanente en el cual los individuos y las comunidades adquieren conciencia de su ambiente, aprenden los conocimientos, los valores, las destrezas, la experiencia y, también, la determinación que les capacite para actuar, individual y colectivamente, en la resolución de los problemas ambientales presentes y futuros.

Medio ambiente: conjunto de elementos abióticos (energía solar, suelo, agua y aire) y bióticos (organismos vivos) que integran la delgada ca de la Tierra llamada biosfera, sustento y hogar de los seres vivos Plan de Acción Ambiental: conjunto de principios, objetivos, metas, programas y proyectos que se establecen por un período determinado a mediano y largo plazo. En él se señalan las orientaciones y acciones en materia ambiental que debe seguir la Institución en los distintos componentes.

Prevención de la contaminación: serie de procesos, prácticas, materiales o productos que evitan, reducen o controlan la contaminación, como por ejemplo, el recidado, el tratamiento, los cambios de procesos, los mecanismos de control, el uso eficiente de los recursos y la sustitución de materiales.

3. PRINCIPIOS Principio de Responsabilidad Socioambiental: es el compromiso que asume la organización para contribuir al desarrollo económico sostenible, a través de colaboración con sus empleados, sus familias, las comunidades y la sociedad, con el objetivo de mejorar la calidad de vida Principios del Derecho Ambiental: deberán aplicarse todos principios del Derecho Ambiental, de acuerdo con el marco jurídico nacional e internación subscrita. Con atención al principio preventivo, que busca prevenir y mitigar todos los posibles impactos en el medio ambiente con anticipación.

Principios de los Derechos Humanos: deberán aplicarse todos principios de igualdad de las personas ante la ley.

Principio formativo: promover la importación de conservar los recursos naturales, mediante acciones de formación, sensibilización, participación y comunicación para contribuir con el desarrollo sostenible, con el fin de elevar la ética ambiental, el compromiso responsable y el fortalecimiento organizacional.

Principio de mejora continua: incentivar todos aquellos procesos de forma continua para mejorar el logro y el alcance de los objetivos ambientales y el cumplimiento del plan de acción propuesto (indicadores de gestión ambiental).

4. OBJETO El objetivo de la política está enfocado en llevar a cabo iniciativas y acciones relacionadas con la prevención y reducción de la contaminación, el manejo responsable de los recursos naturales, y la implementación de la acción ambiental social y educa a partir de la promoción de buenas prácticas ambientales entre sus personas colaboradoras.

5. ALCANCE Y ÁMBITO DE APLICACIÓN La presente política es de aplica obligatoria, por parte todos los y las funcionarias de la organización.

6. DATOS PARA LA IMPLEMENTACIÓN DE LA POLÍTICA AMBIENTAL INSTITUCIONAL En el siguiente cuadro se presentan los datos de las personas responsables de la implementación de la política 7. LINEAMIENTOS La Municipalidad de Goicoechea se compromete a implementar los siguientes lineamientos:

v Crear estrategias para la gestión integral de los recursos institucionales (agua, energía, combustible, papel, residuos, otros):

. Agua Desarrollar acciones para evitar el uso irracional y/o pérdidas del agua.

. Combustibles fósiles Accionar programas para la minimización del consumo de combustibles y el mantenimiento correctivo y preventivo de la flota vehicular, con el fin de reducir las emisiones de efecto invernadero procedentes de las actividades diarias, para contribuir con las iniciativas de carbono neutralidad del país.

. Energía Desarrollar acciones para el ahorro de energía, por ejemplo, en iluminación, sistemas de aire acondicionado, equipos de cómputo, electrodomésticos, otros.

. Tratamiento de aguas residuales:

Implementar medidas para la disminución en la generación de aguas residuales.

. Gestión de residuos sólidos Minimizar los residuos generados, fomentando la reutilización de los materiales empleados y llevando a cabo una correcta gestión de los mismos v Colaborar en la protección y conservación de la biodiversidad y de los ecosistemas cuando sea viable.

v Desarrollar procesos de educa ambiental (programas de formación, información y divulgación) que complementen las acciones de gestión ambiental, donde se fomente la sensibilización y concientización sobre el uso sostenible del medio ambiente. Difundir externamente los principios de sostenibilidad y conservación de los recursos naturales, a través de la vinculación y participación activa con municipios, sector público, sector privado, academia, comunidades y/o público en general, con el objetivo de crear sinergias y alianzas para el desarrollo de proyectos y acciones en común en materia ambiental.

v Crear y promover la práctica de un sistema de compras públicas sustentables institucionales, como mecanismo para el aseguramiento de la contratación de proveedores y servicios que cumplan con los estándares y criterios socio- ambientales responsables.

v Cumplimiento de la legislación ambiental aplicable vigente en el país y de los demás requisitos ambientales voluntarios (incluyendo la normativa interna de la institución) a los que la v Municipalidad de Goicoechea esté suscrita y que supongan un beneficio para el entorno y la sociedad.

v Mejora continua del desempeño ambiental a través de la planificación y definición de objetivos ambientales, y, además, de la revisión periódica de los mismos, para mantener las metas actualizadas y centralizadas en la prevención.

v La Alta Dirección de este municipio se compromete a comunicarla, hacerla entender y que sea aplicada dentro de la organización por cada una de las partes interesadas, además la Alta Dirección se responsabiliza de revisarla periódicamente para garantizar su cumplimiento 8. SEGUIMIENTO Y EVALUACIÓN Está previsto que la operativización de la Política Ambiental Institucional se lleve a cabo a partir de dos (2) instrumentos:

1. Programa de Gestión Ambiental Institucional (PGAI) 2. Programa Bandera Azul Ecológica (PBAE) Para verificar el seguimiento y evaluación, se miden periódicamente el avance de los objetivos, a partir de una serie de indicadores, los cuales se analizan anualmente en cada instrumento.

10. DIVULGACIÓN DE LA POLÍTICA La Alta Dirección de este municipio se compromete a comunicarla, hacerla entender y que sea aplicada dentro de la organización por cada una de las partes interesadas, además, la Alta Dirección se responsabiliza de revisarla periódicamente para garantizar su cumplimiento.
