1That the International Charter of Physical Education, Physical Activity and Sport is a document inspired by human rights that was adopted by the Member States of the United Nations Educational, Scientific and Cultural Organization (UNESCO), on November 18, 2015 during the 38th session of the General Conference of UNESCO. This document is the legitimate successor to the International Charter of Physical Education and Sport originally adopted in 1978, during the 20th General Conference of UNESCO, which in its preamble states: "Recognizing also that physical education, physical activity and sport can bring a variety of individual and social benefits, such as health, social and economic development, youth empowerment, reconciliation and peace".
2That the Specific Development Association for the Prevention and Strengthening of the Rights of Children and Youth of the District of Jaco, promotes the campaign, "Pedalea por Nuestro planeta" through recreational sport, education and health, aimed at preventing diseases such as obesity, osteoporosis or heart disorders. The advantages of sports physical activity are added to the emotional benefits that its practice entails, these activities contribute to the comprehensive development of children, adolescents and youth. Since this is a permanent campaign, the desired results will be obtained constantly over time, to contribute to Costa Rican society.

1Que la Carta Internacional de la Educación Física, la Actividad Física y el Deporte es un documento inspirado en los derechos humanos que fue adoptado por los Estados Miembros de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO), el 18 de noviembre de 2015 durante de la 38a sesión de la Conferencia General de la UNESCO. Este documento es el legítimo sucesor de la Carta Internacional de la Educación Física y el Deporte adoptada originalmente en 1978, durante la 20a Conferencia General de la UNESCO, la cual en su preámbulo indica: "Reconociendo también que la educación física, la actividad física y el deporte pueden reportar diversos beneficios individuales y sociales, como la salud, el desarrollo social y económico, el empoderamiento de los jóvenes, la reconciliación y la paz".
2Que la Asociación de Desarrollo Específica para la Prevención y Fortalecimiento de los Derechos de la Niñez y Juventud del Distrito de Jaco, impulsa la campaña, "Pedalea por Nuestro planeta" a través del deporte recreativo, educación y salud, dirigido a prevenir las enfermedades como la obesidad, la osteoporosis o los trastornos cardíacos. Las ventajas de la actividad física deportiva se suman a los beneficios emocionales que conlleva su práctica, estas actividades contribuyen en la formación integral de la niñez, adolescencia y juventud. Siendo que esta es una campaña permanente, de forma constante en el tiempo se obtendrán los resultados deseados, para contribuir con la sociedad costarricense.
3Que dicha campaña tiene como objetivo fomentar el uso de la Bicicleta como Transporte Alternativo y Sostenible, como deporte profesional y recreativo.
4Que la campaña "Pedalea por Nuestro Planeta" busca contribuir con los esfuerzos del país a través de sus Planes Nacionales: Plan Nacional de Descarbonización, Programa País de Carbono Neutralidad, Política Pública Nacional de Adaptación al Cambio Climático, todos emitidos por el Ministerio de Ambiente y Energía, así como la Política Pública Nacional del Deporte la Recreación y la Actividad Física, emitido por el Instituto Costarricense del Deporte y la Recreación, Ministerio de Educación Pública y Ministerio de Salud.

Artículo 2 — The agencies of the Public Sector and the Private Sector, within the respective legal framework, may collaborate to the extent of their possibilities and without prejudice to the fulfillment of their own objectives, for the successful realization of the indicated activity.

Artículo 3 — This Decree does not grant fiscal benefits, such as exemptions or any other fiscal benefit, as established by article 5 of Decreto Ejecutivo N° 40540-H of August 1, 2017.

Artículo 4 — It shall be effective as of its publication.
