throughout the entire text - Full Text of Norm 43113 Repeals the Declaration of Public Utility for the interests of the State of the Association for the Sustainable Development of Rural San José No. 43113-MJP THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF JUSTICE AND PEACE Pursuant to the provisions set forth in articles 140, subsection 18) and 146 of the Political Constitution, in article 32 of the Law of Associations No. 218 of August 8, 1939 and articles 27 and following of the Regulation to the Law of Associations No. 29496-J, published in La Gaceta No. 96 of May 21, 2001.
I.-That article 32 of the Law of Associations No. 218 of August 8, 1939 and its amendments, grants the Executive Branch the power to declare of public utility simple, federated or confederated associations, whose development and activities are particularly useful for the interests of the State, and which thereby contribute to solving a social need.
II.-That the Association for the Sustainable Development of Rural San José, legal identification number 3-002-190222, was registered in the Registry of Associations of the Public Registry on January twenty-seventh, nineteen ninety-four, in volume 430, entry 17366. Likewise, said entity was declared of public utility by Executive Decree number No. 30087-J of December fifth, two thousand one, published in the Official Gazette La Gaceta number thirteen of January eighteenth, two thousand two.
III.-That article 32 of the Regulation to the Law of Associations establishes: ".At any time, the Ministry of Justice and Peace, shall revoke this benefit, if the reasons for which it was granted disappear. (.)". Likewise, section 32 of the Regulation to the Law of Associations, adds: "(.) The declaration shall be revocable at any time, by means of a reasoned resolution." IV.-That the Association for the Sustainable Development of Rural San José, legal identification number 3-002-190222, through its legal representative Mr. Hernán Abel Ramírez Alfaro, identity card number 4-0117-0800, failed to comply with the submission of the annual work reports corresponding to the years 2013, 2014, 2015, 2016, 2017, 2018 and 2019, by not submitting them in complete form, nor presenting elements of value that allow accrediting said non-compliance. Considering:

en la totalidad del texto - Texto Completo Norma 43113 Deroga Declara de Utilidad Pública para los intereses del Estado a la Asociación para el Desarrollo Sostenible de San José Rural Nº 43113-MJP EL PRESIDENTE DE LA REPÚBLICA Y LA MINISTRA DE JUSTICIA Y PAZ Con fundamento en lo dispuesto en los artículos 140, inciso 18) y 146 de la Constitución Política, en el artículo 32 de la Ley de Asociaciones N° 218 del 8 de agosto de 1939 y los artículos 27 y siguientes del Reglamento a la Ley de Asociaciones N° 29496-J, publicado en La Gaceta N° 96 del 21 de mayo del 2001.
I.-Que el artículo 32 de la Ley de Asociaciones N° 218 del 8 de agosto de 1939 y sus reformas, confiere al Poder Ejecutivo la potestad de declarar de utilidad pública a las asociaciones simples, federadas o confederadas, cuyo desarrollo y actividades sean particularmente útiles para los intereses del Estado, y que por ello contribuyan a solventar una necesidad social.
II.-Que la Asociación para el Desarrollo Sostenible de San José Rural, cédula jurídica N° 3-002-190222, se inscribió en el Registro de Asociaciones del Registro Público el veintisiete de enero de mil novecientos noventa y cuatro, al tomo 430, asiento 17366. Asimismo, dicha entidad fue declarada de utilidad pública mediante el Decreto Ejecutivo número N° 30087-J del cinco de diciembre del dos mil uno, publicado en el Diario Oficial La Gaceta número trece del dieciocho de enero del dos mil dos.
III.-Que el artículo 32 del Reglamento a la Ley de Asociaciones establece: ".En cualquier momento, el Ministerio de Justicia y Paz, revocará este beneficio, si desaparecen los motivos por los cuales fue concedido. (.)". Asimismo, el ordinal 32 del Reglamento a la Ley de Asociaciones, agrega: "(.) La declaratoria será revocable en cualquier momento, mediante resolución razonada." IV.-Que la Asociación para el Desarrollo Sostenible de San José Rural, cédula jurídica N° 3-002-190222, por medio de su representante legal señor Hernán Abel Ramírez Alfaro, cédula de identidad número 4-0117-0800, incumplió con la presentación de los informes anuales de labores correspondientes a los años 2013, 2014, 2015, 2016, 2017, 2018 y 2019, al no presentarlos en forma completa, ni presentar elementos de valor que permitan acreditar dichos incumplimientos. Por tanto,
