in the entirety of the text - Full Text of Norm 42959 Declaration of national public interest of the "VIII International Congress on Sustainable Construction: The New Reality" CICS2021 No. 42959-MP-MIVAH THE PRESIDENT OF THE REPUBLIC THE MINISTER OF THE PRESIDENCY AND THE MINISTER OF HOUSING AND HUMAN SETTLEMENTS In exercise of the powers and attributions conferred upon them by articles 140 subsections 12) and 20) and 146 of the Political Constitution; 25 subsection 1), 27 subsection 1), and 28 subsection 2) paragraph b) of the General Law on Public Administration No. 6227;
I.—That the Green Building Council Association (Asociación Green Building Council Consejo para la Construcción Verde), legal ID 3-002-661848, is a non-profit organization that supports green construction in the country and is a member of the World Green Building Council (WGBC).
II.—That the fundamental objective of the Green Building Council Association (Asociación Green Building Council Consejo para la Construcción Verde) is to foster cooperation and participation of the citizenry in general, in order to achieve social, economic, cultural, and environmental development of the community through the recognition of the principles of green construction that guide the market and public and private management toward sustainable development.
III.—That since 2014, GBC-CR has held the International Congress on Sustainable Construction (CICS), which is an event of high academic, scientific, and commercial importance that each year brings innovations and advances in the field of sustainable construction and that has achieved great national and international recognition, for the contribution it offers to Sustainable Building in the country and the region.
IV.—That in 2021, the "VIII International Congress on Sustainable Construction: The New Reality"—CICS2021, will be held from May 17 to 21, which, in response to the provisions of the Ministry of Health in light of the COVID-19 crisis and in compliance with Executive Decree No. 42221-S of March 10, 2020, regarding mass gathering activities, will take place in a virtual format; based on the valuable and positive experience of CICS2020, which saw high participation, becoming the first international congress of a GBC in the Americas to be held entirely online.
V.—That the profile of the speakers and participants will maintain the quality of the previous editions, focusing on presentations oriented toward the theme "The New Reality." VI.—That to frame the congress's scope, five thematic axes have been defined: Net Zero Carbon Buildings, Health and Well-being in the Built Environment, Certification Systems, Just Transition and Social Equity, and Circular Economy and Green Jobs.
VII.—That this congress promises to be a platform that distinguishes the country as a focal point for a broad and robust discussion on sustainable cities, their challenges, and opportunities, just as it has done in the seven previous editions.
VIII.—That, in this manner, the aim is to contribute to maintaining both the image and the leadership that Costa Rica exercises regarding its invaluable contributions to the sustainable development of the region, as has been reflected in initiatives related to the National Decarbonization Plan, Directive No. 050-MINAE of June 5, 2019, the Nationally Determined Contributions, and others, which are benchmarks in the international field. Considering:
The holding of the "VIII International Congress on Construction Sustainable: The New Reality"—CICS2021, to be held from May 17 to 21 of 2021 in a virtual format, is declared of National Public Interest.
The aforementioned Congress will be comprised of the following activities:
Some guided virtual tours (filmed by drone) will also be offered.
Public and private entities are urged, to the extent of their possibilities and within the existing legal framework, to contribute by providing economic, logistical, and technical resources for the successful completion of the mentioned activity.
In accordance with article 5 of Executive Decree No. 40540-H of August 1, 2017, entitled "Tax Contingency" and its amendments, this declaration does not imply any granting of exemptions or any other tax benefit.

I.-Que la Asociación Green Building Council Consejo para la Construcción Verde, cédula jurídica 3-002-661848, es una organización sin fines de lucro que apoya la construcción verde en el país y es miembro del World Green Building Council (WGBC).
II.-Que el objetivo fundamental de la Asociación Green Building Council Consejo para la Construcción Verde es fomentar la cooperación y la participación de la ciudadanía en general, para alcanzar el desarrollo social, económico, cultural y ambiental de la comunidad a través del reconocimiento de los principios de la construcción verde que encaucen el mercado y la gestión pública y privada hacia el desarrollo sostenible.
III.-Que desde el año 2014, GBC-CR realiza el Congreso Internacional de la Construcción Sostenible (CICS), el cual es un evento de alto peso académico, científico y comercial que cada año trae novedades y avances en materia de construcción sostenible y que ha logrado gran reconocimiento nacional e internacional, por el aporte que ofrece a la Edificación Sostenible en el país y la región.
IV.-Que en el año 2021, se celebrará el "VIII Congreso Internacional de Construcción Sostenible: La Nueva Realidad"- CICS2021, del 17 al 21 de mayo, del cual, en respuesta a las disposiciones del Ministerio de Salud ante la crisis por el COVID-19 y en acatamiento al Decreto Ejecutivo N° 42221-S del 10 de marzo del 2020, referido a actividades de concentración masiva, se realizará en una modalidad virtual; basados en la experiencia valiosa y positiva del CICS2020, que contó con una alta participación, convirtiéndose en el primer congreso internacional de un GBC de las Américas en realizarse totalmente en línea.
V.-Que el perfil de los enfocados en ponencias hacia el lema "La Nueva Realidad".
VI.-Que para enmarcar el enlace del Congreso se han definido cinco ejes temáticos: Edificaciones Carbono Neto Cero, Salud y Bienestar en el Entorno Construido, Sistemas de Certificación, Transición Justa y Equidad Social, y Economía Circular y Trabajos Verdes.
VII.-Que este congreso promete ser una plataforma que distinga al país como punto focal para una amplia y robusta discusión sobre las ciudades sostenibles, sus retos y oportunidades, al igual que lo ha hecho en las siete ediciones anteriores.
VIII.-Que, de esta manera, se pretende contribuir a mantener tanto la imagen como el liderazgo que Costa Rica ejerce en cuanto a sus valiosísimos aportes para el desarrollo sostenible de la región, como ha quedado plasmado en las iniciativas relacionadas al Plan Nacional de Descarbonización, la Directriz N° 050-MINAE del 05 de junio del 2019, las Contribuciones Nacionalmente Determinadas y otras, que son referentes en el campo internacional. Se declara de Interés Público Nacional la celebración del "VIII Congreso Internacional de Construcción Sostenible: La Nueva Realidad"CICS2021, a realizarse los días 17 al 21 de mayo de 2021 en la modalidad virtual.
El citado Congreso estará conformado por las siguientes actividades:

Se insta a las entidades públicas y privadas, para que en la medida de sus posibilidades y dentro de la normativa jurídica vigente, contribuyan con el aporte de recursos económicos, logísticos y técnicos para la exitosa realización de la actividad mencionada.
De conformidad con el artículo 5º del Decreto Ejecutivo N°40540-H de 01 de agosto del 2017, denominado "Contingencia Fiscal" y sus reformas, la presente declaratoria no implica ningún otorgamiento de exoneraciones o cualquier otro beneficio fiscal.
