SIMOCUTE will have the following governance structure.
- a)Executive Committee of SIMOCUTE. There will be an Executive Committee consisting of five members, designated as follows:
- two officials appointed by the Minister of Environment and Energy - two officials appointed by the Minister of Agriculture and Livestock - one official appointed by the Director of the National Geographic Institute of the National Registry, on behalf of the Ministry of Justice and Peace.
Furthermore, said Executive Committee will have its respective alternates, officially appointed in the same manner as the principal. Both principal and alternate members must have the authority and autonomy in decisions to exercise the functions envisioned. The Committee may include other institutions when it deems it convenient for the proper functioning of SIMOCUTE, whose representatives will participate as non-voting guests or advisors. Each member of the Executive Committee shall have one vote.
The Executive Committee shall have the following functions:
1. Provide strategic recommendations for the operation of SIMOCUTE and approve its annual work plans.
2. Serve as a liaison and establish coordination and communication mechanisms with the respective institutions to which its members belong, as appropriate.
3. Review, provide feedback on, and make official the methodologies, protocols, and similar tools prepared by the different Thematic Technical Boards. Decision-making on this point shall be made by consensus among all members of the Committee.
4. Be informed of, evaluate, and validate the information and reports generated by the System.
5. Be informed of and approve the publication, on the SIMOCUTE Web portal, of the official and referential information endorsed by these institutions.
6. Recommend the issuance of ministerial directives or acts necessary for the application of the decisions made by this committee.
7. Promote the operation of SIMOCUTE, within its competencies and availability of resources.
8. Contribute to the search for financing.
9. Approve the internal operating regulations of SIMOCUTE and their modifications.
It shall meet ordinarily, in person or virtually, every three months and extraordinarily when convened by the Coordinating Unit.
- b)Coordinating Unit. CENIGA shall assume the Coordinating Unit responsible for the operation of SIMOCUTE, without prejudice to the support it may receive from different institutions, organizations, and national and international cooperation entities. CENIGA shall be responsible for facilitating capacity building for the implementation of SIMOCUTE.
The Coordinating Unit shall perform the following functions:
1. Act as Technical Secretariat of the Executive Committee, in whose meetings it will participate with voice but no vote, and for which it must prepare the agenda, following the instructions of the Executive Committee, as well as the minutes.
2. Facilitate coordination among the institutions and organizations participating in SIMOCUTE to define the products, processes, inputs, and the methodological standardization thereof.
3. Address and execute the guidelines issued by the Executive Committee for the operation of SIMOCUTE, as well as follow up on the agreements adopted by said Committee, and inform it of their progress and compliance.
4. Present the work plans for approval by the Executive Committee.
5. Evaluate the execution of the annual work plans, in terms of their schedules, financial execution, and actual versus anticipated results.
6. Report to the ministerial offices on the relevant aspects of the actions of SIMOCUTE.
7. Coordinate the operation of the SIMOCUTE technological platform.
8. Support the Consultative Group of Thematic Technical Boards, the Thematic Technical Boards, and the Ad hoc Groups for the development of the activities of each of them.
9. Incorporate into the SINIA platform the relevant information from SIMOCUTE following the protocols defined for that purpose.
10. Coordinate with the IGN of the National Registry the publication in the SNIT of the relevant geospatial information on land cover and land use and ecosystems.
11. Coordinate with the National Institute of Statistics and Censuses the incorporation into the National Statistics System of the official data resulting from SIMOCUTE.
12. Refer, when appropriate and particularly at the request of the Executive Committee, matters requiring decision-making, in particular, methodological aspects and those related to protocols to be adopted by SIMOCUTE, to the Minister of Environment and Energy, who shall coordinate with the Ministers of Agriculture and Livestock, and of Justice and Peace, and they shall communicate their decision to the Coordinating Unit, which shall transmit it to the Executive Committee.
13. Any other that contributes to the proper functioning and continuous improvement of SIMOCUTE.
- c)Consultative Group of Thematic Technical Boards. Constituted by the coordinators of the Thematic Technical Boards and the Coordinating Unit. Its functions are the following:
1. Consolidate and integrate the contributions of the Thematic Technical Boards.
2. Review methodologies, protocols, and the use of tools for the implementation of SIMOCUTE.
3. Verify the products generated in the Thematic Technical Boards and make the corresponding recommendations.
4. Integrate and coordinate the work plans of the Thematic Technical Boards, for their subsequent presentation to the Executive Committee.
5. Participate in the meetings and activities convened by the Coordinating Unit, which will be supported by the latter, through the preparation of minutes, reports, and relevant reports for decision-making and the generation of products.
- d)Thematic Technical Boards. These are composed of technical officials from the institutions and organizations linked to monitoring in matters of land cover and land use and ecosystems. Each participating institution or organization shall designate, before the SIMOCUTE Coordinating Unit, a focal point or responsible person who shall participate in each Thematic Technical Board created.
The functions of the Thematic Technical Boards shall be the following:
1. Coordinate activities with the Coordinating Unit.
2. Ensure the continuous improvement of processes and products.
3. Develop, propose, review, and adjust methodologies, indicators, protocols, standards, and other data generation and monitoring tools, as well as methodologies and tools to standardize processes, ensure quality, analyze, and report the data and products of SIMOCUTE, in addition to or complementary to the processes developed by the institutions responsible for generating the base information, according to their competencies. In the case of geospatial information, the geographic information protocols, standards, and technical norms established by the National Geographic Institute within the framework of the Spatial Data Infrastructure (IDECORI) led by this Institute must be followed.
4. Support the design of the SIMOCUTE technological platform, considering the existing institutional infrastructure, systems, and technical capacities in information technologies.
5. Propose technological and equipment updates.
6. Propose improvements to collaboration and dissemination mechanisms.
7. Establish technical working groups for specific topics.
8. Send the generated products to the Coordinating Unit so that it can review them with the Consultative Group of Thematic Technical Boards and subsequently forward them to the Executive Committee for its knowledge and decision.
9. Define a person in charge of coordination and another who shall be responsible for the secretariat of the Thematic Technical Board, both elected by the members of the respective Technical Board.
10. Any other that contributes to the improvement of SIMOCUTE.
In the case of methodologies, parameters, or indicators derived from international conventions or bodies of which the country is a party, the information shall be generated in accordance with the guidelines established in the conventions or bodies, and based on what is provided by the SIMOCUTE Executive Committee for these cases.
The Thematic Technical Boards shall be the following: a) land cover and land use classification; b) estimation of changes in land surface by points (point-based monitoring); c) agricultural lands inventory; d) national forest inventory; e) mapping; f) tabular and spatial records; g) ecosystems; h) climate change, Measurement, Reporting, and Verification (MRV).
The Coordinating Unit, in consultation with the Consultative Group of Thematic Technical Boards and the Executive Committee, when opportune, may create other Thematic Technical Boards or reorganize the existing ones.
- e)Ad hoc Groups. The Coordinating Unit, in consultation with the Executive Committee and the Consultative Group of Thematic Technical Boards, when opportune, may constitute ad hoc groups on specific topics related to the development and operation of SIMOCUTE.
