The concession holder (persona concesionaria) may request an extension (prórroga) in advance and the respective municipality may grant it only when the objective is to use the concession rights as financial collateral to develop new investments or make improvements to the property, or to readjust or refinance credit conditions inherent to the activity carried out in the concession zone, without prejudice to the requirements set forth in the second paragraph of this article. The request may be made once at least half of the term granted in the concession has elapsed.
It shall take effect upon its publication.
