Beekeeping (apicultura) is declared of public interest as it is an activity of importance for the environmental, social, and economic development of Costa Rica.
The State shall take the preventive and progressive measures that are appropriate to promote and incentivize actions and programs oriented toward entrepreneurship, training, research, execution, and development of beekeeping (apicultura). Furthermore, it shall encourage agricultural workers, beekeepers (apicultoras), land managers, urban communities, local communities, and other direct stakeholders to adopt practices respectful of bees and other pollinators and thus address the direct and indirect drivers of the decline of bees and other pollinators at the national and local level, in cross-cutting issues such as biological diversity, food security, chemical products and pollution, poverty reduction, climate change, disaster risk reduction, and the fight against desertification.
The National Beekeeping Program (Programa Nacional de Apicultura) of the National Animal Health Service (SENASA), in coordination with the municipalities and intendancies, must promote actions and enter into agreements, within the scope of their powers, to strengthen and incentivize the development of beekeeping (apicultura).
The regulations of this law, among other elements and definitions, must include the definitions of beekeeping (apicultura) and honey (miel), as well as the coordination mechanisms between the Ministry of Agriculture and Livestock (MAG), the Ministry of Environment and Energy (MINAE), the Ministry of Health, and the productive sectors involved in the activity of beekeeping (apicultura).
