Box 1097-1200 Pavas, San José, Costa Rica Dirección Recolección y Tratamiento - GAM Requirements for being able to request the exemption from submitting an operational report to an EAAS In order to request the exemption from submitting an operational report, the generating entity must meet certain prior requirements such as:
1. Discharging solely and exclusively ordinary wastewater: Wastewater generated by domestic human activities (use of toilets, showers, sinks, dishwashers, etc.); in addition to discharging solely and exclusively into the sanitary sewer system. 2. Not having or requiring (due to the characteristics of its activity) grease traps, solid traps, or other types of pretreatment for the wastewater. The determination of need for these mechanisms shall be issued exclusively by the Ministry of Health or the corresponding EAAS.
Once the two previous requirements are approved, and before requesting the exemption from the operational report, the following information must be compiled:
1. Verification that the EAAS (Ente Administrador de Alcantarillado Sanitario) is including the corresponding sanitary sewer service on the drinking water service payment receipt. If the sewer service exists and is not being billed, the corresponding charge must be arranged, prior to submitting the request for exemption from submitting the operational report.
2. The number of your operating permit (permiso de funcionamiento) and the corresponding municipal business license (patente municipal).
3. Verify the existence at the commercial premises of a discharge into a septic tank, in addition to the discharge into the sanitary sewer system.
4. The number of employees at the commercial premises: total, administrative, production process, etc.
5. The working hours of the commercial premises.
6. The most recent data related to the number of customers served during each working shift.
7. A description of the production process, service sales activities, etc., carried out at the commercial premises. Specify what type of liquid and solid waste is generated at the commercial premises, and the final disposal thereof, as applicable (attach supporting documentation thereof).
8. Indicate the number of manholes (cajas de registro) and the total area of the commercial premises.
9. Indicate whether there is any "pretreatment" of the wastewater, before its discharge into the sanitary sewer system.
10. Indicate whether there is a drinking water supply from wells or another means different from a public supply network.
11. Indicate whether there are tanks for water storage (potable, wastewater, recirculation, rainwater, etc.).
The representative of the generating entity (the person who will sign as the official responsible party for the declared information) must appear at the office of the EAAS, with the information from the previous points, to fill out a request form that will be available at the EAAS office. Together with the official, the form must be completed with real and truthful information, so that two final procedures may occur:
1. Sending of a note by the EAAS providing the result of the request, within a period not exceeding 7 business days.
2. Scheduling of an inspection of the Generating Entity, according to the situation established by the data provided by it. Subsequently, receipt of a note with the result of the request, within a period not exceeding 7 business days after the day of the visit.
Notification may only be delivered in person, or by fax. Delivery by email is not permitted.

1. Verter única y exclusivamente aguas residuales de tipo ordinario: Agua residual generada por las actividades domésticas del hombre (uso de inodoros, duchas, lavatorios, fregaderos, etc); además de verter única y exclusivamente a alcantarillado sanitario 2. El criterio de necesidad de estos mecanismos será emitido exclusivamente por el Ministerio de Salud o el EAAS correspondiente Una vez aprobados los dos requisitos anteriores, y antes de solicitar la exoneración de reporte operacional, debe recopilarse la siguiente información:
1. Verificación de que el EAAS (Ente Administrador de Alcantarillado Sanitario) esté incluyendo en el recibo de pago de servicios de agua potable, el correspondiente servicio de alcantarillado sanitario. En caso de contar con el servicio de alcantarillado y que éste no se esté facturando, debe gestionar el cobro correspondiente, previa presentación de la solicitud de exención de presentación del reporte operacional.
2. El número de su permiso de funcionamiento y la correspondiente patente municipal.
3. Verificar la existencia en las instalaciones del local comercial de un vertido a tanque séptico, además del vertido al alcantarillado sanitario.
4. La cantidad de empleados del local comercial: total, administrativos, proceso productivo, etc.
5. El horario laboral con que cuenta el local comercial.
6. El dato más reciente relacionado con el número de clientes atendidos en cada horario laboral.
7. Una descripción del proceso productivo, actividades de venta de servicios, etc, que se desarrolle en el local comercial. Especificar qué tipo de residuos líquidos y sólidos se generan en el local comercial, y la disposición final de los mismos, según sea el caso (adjuntar constancias de ello).
8. Indicar el número de cajas de registro y área total del local comercial.
9. Indicar si tiene algún "tratamiento previo" de las aguas residuales, antes de su vertido al alcantarillado sanitario.
10. Indicar si se cuenta con suministro de agua potable a partir de pozos u otro medio diferente a una red pública de abastecimiento.
11. Indicar si posee tanques para almacenamiento de agua (potable, residual, recirculación, pluvial, etc.)
El representante del ente generador (persona que firmará como responsable oficial de la información declarada) debe presentarse a la oficina del EAAS, con la información de los puntos anteriores, para llenar un formulario de solicitud que existirá en la oficina del EAAS. En conjunto con el funcionario, debe llenar el formulario con información real y verídica, de tal forma que puedan existir dos procedimientos finales:
1. Envío de una nota por parte del EAAS donde se brinde el resultado de la solicitud, en un período no mayor a 7 días hábiles.
2. Programación de una inspección al Ente Generador, según la situación establecida por los datos brindados por el mismo. Posteriormente, recepción de una nota con el resultado de la solicitud, en un período no mayor a 7 días hábiles luego del día de la visita.

✓ El código CIIU corresponde a una clasificación internacional que permite identificar por medio de un número cada una de las actividades comerciales más comunes. Si en el Reglamento de vertido y reuso de aguas residuales (33601-MINAE-S) no está tabulado el número correspondiente a la actividad que usted desarrolla, favor solicitar el número correspondiente al momento de entregar el informe para solicitar la exención de reporte operacional.
✓ Un cuerpo receptor es todo aquel manantial, zonas de recarga, río, quebrada, arroyo permanente o no, lago, laguna, marisma, embalse natural o artificial, canal artificial, estuario, manglar, turbera, pantano, agua dulce, salobre o salada, donde se vierten aguas residuales.
✓ Un EAAS es un Ente Administrador de Alcantarillado Sanitario (Persona jurídica, pública o privada, responsable de administrar un sistema de alcantarillado sanitario). Puede ser el INSTITUTO COSTARRICENSE DE ACUEDUCTOS Y ALCANTARILLADOS Apartado 1097-1200 Pavas, San José, Costa Rica Dirección Recolección y Tratamiento - GAM AyA, una Municipalidad, etc. Usted debe verificar por medio de su recibo de pago de servicios de agua potable y alcantarillado sanitario, a quién corresponde la administración de la red a la que usted vierte sus aguas residuales.
NOTA IMPORTANTE: EN CASO DE QUE EL ENTE GENERADOR AUMENTE O VARIE, LA ACTIVIDAD LABORAL DECLARADA EN ESTE DOCUMENTO, DEBERÁ INFORMARLO DE MANERA INMEDIATA AL EAAS.
